On March 26, 2007, the Wilmington Regional Office received a plan revision for Stormwater
Management Permit Number SW8 051217. The revisions include changes to the roof drain
collection system. The changes do not affect the permitted drainage areas. It has been
determined that a formal permit modification is not required for the proposed changes. We are
forwarding you an approved copy of the revised plans for your files. Please replace the old
approved plan sheet with the new one.
Please be aware that all terms and conditions of the permit issued on February 13, 2006,
remain in full force and effect. Please also understand that the approval of this revision to
the approved plans for the subject State Stormwater Permit is done on a case -by -case
basis. Any other changes to this project must be approved through this Office prior to
construction. The issuance of this plan revision does not preclude the permittee from
complying with all other applicable statutes, rules, regulations or ordinances which may
have jurisdiction over the proposed activity, and obtaining a permit or approval prior to
construction.

Yes, I received the revised plan, and it appears that this is not a permit
modification, but will require a plan revision. Please submit another copy of sheet
C3.1 and two copies of any other plan sheets affected by these changes. The
Division will review them and issue a "Plan Revision Approval Letter".

It's not so much the changes in the piping that are of concern, but 'rather, where
all the runoff ends up. The stormwater permit requires all of that runoff to be
directed into one of the permitted infiltration basins. If the proposed changes to
the piping will alter the drainage areas for the infiltration basins, (i.e., how
does the re-routing of the proposed drain leaders to daylight outside of the
courtyard area affect their ultimate destination?) you will need to submit a permit
modification.
Please keep in mind that no runoff can bypass the permitted systems. I am unable to
tell from the plan submitted if this is occurring or not. To be safe, please submit
a full size drawing for comparison to the permitted plans so that I can make a more
informed decision regarding the need for a modification or a plan revision.

I am working with Renee Scott on the Ogden ES project. The attached sketch
shows potential revisions to the roof drain leaders and culvert pipe in the
courtyard area. The original plans showed a larger culvert pipe and a few more
roof drain outlets daylighting into the courtyard. This project is currently
under construction and while the final grades are not achieved, yet, there have
been some occurrances of standing water against the building in the courtyard
area after heavy rainfalls. The Owner and Architect are concerned of the
possibility of flooding the building during heavy rainfalls. In the proposed
solution, we re-routed some roof drain leaders to daylight outside of the
courtyard. This decreased the amount of water draining to the courtyard and
allowed us to reduce the size of the culvert pipe. The reduction in pipe size
allowed us to lower the grades above the pipe, which lowered the surface
'outlet' of the area, and hopefully will allow for better drainage away from the
building.
I understand that no storm pipes were permitted during the original design and
that the culvert in question was discussed several times. Please review the
proposed solution. If approved, we will issue bulletin drawing to the
Contractor.
