State Stormwater Permit SW7100609 Craven County This is to acknowledge receipt of and respond to your letter dater dated August 1, 2013 concerning certification of construction of the stormwater wet detention pond authorized by stormwater permit SW7100609. Normally we accept certifications by registered professional engineers. You have submitted a certification from a land surveyor that states in his certification that changes have been made to the outlet drain to allow for more efficient drainage, but no details were given. If changes have been made to what was shown on the approved plans we will need the details that show that the changes will meet the minimum requirements of the stormwater rules. I am enclosing a certification check list that can be used in certification. A copy should have been attached to your original permit. This check list contains the items that we are interested in having certified. If changes have been made to the original design, please submit as built drawings and calculations that show that the stormwater pond still meets minimum design requirements. I have verified all of the catch basins and they have been installed in the correct locations and the inverts of the pipes were installed correctly. The finished floor checks within 0.02 ft. at 30.02 feet. The site currently is not paved, but all gravel and curb and gutter is installed according to plan. Water appears to not be standing on the existing gravel and is flowing toward the existing catch basins. The landscaping and lighting appear to be complete. State Stormwater Permit SW7100609 Construction Stormwater Permit — NCG010000 Craven County On July 10, 2013, I conducted a site inspection for the tract/project known as Without Limits Christian Center, located near the intersection of NC 43 and NC 55 North of New Bern, NC. The site visit and file review revealed that the subject project has an approved Erosion and Sedimentation Control Plan and is covered by Stormwater General Permit NCGO10000 and State Stormwater permit SW7100609. A Construction Stormwater General Permit (NCGO10000) is issued upon the approval of an Erosion and Sedimentation Control Plan. This permit applies to projects that receive a Division of Land Resources (DLR) (or local delegated program) Erosion and Sedimentation Control Plan for land disturbance of 1 acre or greater. Specifically, the General Permit (NCGO10000) authorizes the discharge of stormwater under the National Pollutant Discharge Elimination System (NPDES) in accordance with Title 15A North Carolina Administrative Code 2H.0100 during the construction phase of the project. The inspection for this permit revealed that construction appeared to be complete and the site has been stabilized therefore the site is considered to be in substantial compliance with the approved permit. State Stormwater permit SW7100609 was issued for the construction and operation of a wet detention pond that will treat stormwater runoff from impervious surfaces on site for the life of the project. A file review noted that we have not received a designer's certification for this project. Condition number II. 8. states " Upon completion of construction, prior to issuance of a certificate of occupancy, and prior to operation of this permitted facility, a certification must be received from an appropriate designer for the system installed certifying that the permitted facility has been installed in accordance with this permit, the approved plans and specifications, and other supporting N. Please be advised that violations of the NPDES Stormwater General Permit or the State Stormwater permit may be subject to a civil penalty assessment of up to $25,000.00 per day for each violation.
