Stormwater Permit SV 7090809 for a stormwater treatment system consisting of a wet
detention pond serving the Miller Funeral Home located at 1125 Harvey Point Road,
Hertford, NC expires on December 30, 2021. This is a reminder that permit renewal
applications are due 180 days prior to expiration. We do not have a record of receiving
a renewal application.
Please submit a completed permit renewal application along with a $505.00 fee for

STORMWATER MANAGEMENT PLAN
A. DESCRIPTION OF PROJECT
Location of Project
The property is located in Hertford, North Carolina, southeast of US 17 and southwest of the
Perquimans River along Harvey Point Road, SR 1336.
Type of Development
The project is planned to be a funeral home chapel and has a total site area of 4.0 acres.
Earth Disturbing Activities:
The site is cleared cropland covered with grass and seasonal vegetation. The Perquiman's
Commerce Centre restrictive covenants as well as the Town of Hertford has a thirty feet buffer
yard around the perimeter of the lot. The area is to be utilized for landscaping and a vegetative
buffer. The land disturbing activities in the buffer yard are restricted to 1.) driveway, 2.) sidewalk
along northwest side, and 3.) portion of the stormwater system on the southeast side of the lot..
There will be no grading activities or grade changes but there will be tree and shrub plantings and
planting of grass. The main disturbed area will be the parking lot, building site, and stormwater
management system and is approximately 3.43 acres including the buffer planting area. The
stormwater system on the southeast side will be adjacent to an existing ditch but will be protected
by a berm created at or slightly above the existing grade at the top of the ditch.
Existing Drainage Patterns:

The former agricultural fields have swales that drain to an existing ditch along the southeast
property line.
Proposed Drainage Patterns:
The proposed drainage pattern will not change the location of the ultimate site discharge point.
Two main collection systems will direct drainage to the east to a BMP. The perimeter and
undisturbed areas will continue to drain to the perimeter road ditches.
Construction Sequence:
Two stone sediment traps have been proposed to collect run-off and trap sediment. The tail
ditches from the traps will be in the location of the forebays.There will be no direct discharge .
points, only overflow from static head. Following clearing and grubbing, the devices shall be
installed and maintained during the grading phase. Ground cover shall be installed within the
permit period. The temporary traps have been designed to be removed only. after all devices have
been installed and ground cover stabilized. The stone check dams along the swales may stay in
place until complete vegetative cover has been attained in the ditch.
B. STORMWATER TREATMENTNARRATIVE
The impervious area of the site draining to the wet detention basin is 1.27 ac. The total drainage
area is 1.63 acres. The system draining from the parking lot is split to the north and to the south.
The SHWT is at 10.8 feet MSL compared to an average ground elevation of 12.5 feet MSL. The
site must be filled to provide positive drainage but requires two forebays to the wet detention
pond. The required surface area, temporary storage volume depth, etc. has been oversized by
approximately 20%.
The discharge from the parking lot will pass through class B riprap level spreader flumes to
attenuate the velocity and provide some low volume infiltration to the ground. The grassed
waterways leading to the forebays are 250 feet, 110 feet, 135 feet, and 210 feet. They are flat
bottoms with grade to provide 2.0 feet per second velocity at the designs storm event. The grassed
waterways will provide BMP treatment but no credit for it is requested. The discharge from the
grassed waterways to the forebay area will not be a direct discharge. There will be a Class B rip
rap spreader apron with 57 stone filler below grade and 6 inches of 57 stone below the apron and
extend into the forebay below the permanent pool elevation. This will provide for a secondary
debris trap prior to the forebay and non -erosive velocity into the forebay below water level. Large
storm events will still have to pass through the riprap to enter the forebay. There is a 30 feet long
pond overflow from the main pond. It will be within the natural ground and not in a fill section. It
will be grassed with sod and not exceed 2.0 feet per second velocity for the design storm, which is
the 10 year, 24 hour storm.
The non -disturbed perimeter area will have a sidewalk along the west side. The drainage is not
going to the wet detention pond but to the existing road ditches. The area is low density and the
sheet drainage to the grassed waterway ditches from the sidewalk is requested to be considered
low density and no further treatment necessary.
The normal water table is 9.2 feet MSL and the SHWT is 10.8 feet MSL. The vegetated bench is
set at the SHWT as required by the BMP manual and the average depth of 5.06 feet computed
utilizing 90% of the normal water level time. Otherwise the average depth would be 6.5 feet in the
SA/DA charts.
C. TIME SEQUENCE OF OPERATIONS
Construction sequence is as noted on the sedimentation and erosion control plan sheet.
Construction is planned to begin August 2009.

As requested by Ms. Caroline Copeland, representing AR Chesson Construction Company, a representative of Terracon Consultants,
Inc. was on site today to advance hand auger borings at the approximate locations indicated on the attached drawing.
The purpose of today's site visit was to explore the on site soils with respect to storm water management. The hand auger borings
were advanced at locations as indicated on the attached drawing. The boring locations were determined by estimations from existing site
features and should be considered approximate.
The soils encountered at boring location 1 include brown (I OYR-4-3) silty fine sand topsoil, underlain by clayey and silty fine to
medium sand. The depth to the seasonal high water table was determined to be 1.0 feet, based on a grayish brown (1 OYR-5-2) soil color.
After a short stabilization period, the current water table was measured at a depth of 3.0 feet.
The soils encountered at boring location 2 include very dark grayish brown (1 OYR-3-2) silty fine sand topsoil, underlain by clayey and
silty fine to medium sand. The depth to the seasonal high water table was determined to be 1.0 feet, based on a dark gray (IOYR-4-1) soil
color. After a short stabilization period, the current water table was measured at a depth of 2.25 feet.
The soils encountered at boring location 3 include dark grayish brown (1 OYR-4-2) silty fine sand topsoil, underlain by silty to slightly
silty fine to medium sand. The depth to the seasonal high water table was determined to be 1.5 feet, based on a grayish brown (1 OYR-5-2)
soil color. After a short stabilization period, the current water table was measured at a depth of 2.75 feet.
The soils encountered at boring location 4 include brown (IOYR4-3) silty fine sand topsoil, underlain by silty to slightly silty fine to
medium sand. The depth to the seasonal high water table was determined to be 1.5 feet, based on alight grayish brown (1 OYR-6-2) soil
color. After a short stabilization period, the current water table was measured at a depth of 3.25 feet.
The soils encountered at boring location 5 include dark brown (IOYR-3-3) silty fine sand topsoil, underlain by silty to slightly silty fine
to medium sand. The depth to the seasonal high water table was determined to be 1.75 feet, based on the occurrence of light gray (1 OYR-
6-1) soil mottles. After a short stabilization period, the current water table was measured at a depth of 2.5 feet.
The soils encountered at boring location 6 include very dark grayish brown (IOYR-3-2) silty clayey fine sand topsoil, underlain by
clayey and silty fine to medium sand. The depth to the seasonal high water table was determined to be 1.25 feet, based on a very dark gray
(1 OYR-3-1) soil color. After a short stabilization period, the current water table was measured at a depth of 2.25 feet.
A soil sample for laboratory permeability testing was not obtained due to the high water table condition encountered at the site. Based
on our observations, this site will require a wet storm water detention pond.
