JUN 2 4 2009 South Camden Volunteer Fire Department Shiloh Station 11 t, Camden County - North Carolina June 22, 2009 Camden County is proposing to construct a new fire station on an approximately 3.00 acre parcel of land located at 1061 South Hwy 343 in the Shiloh Township. It is currently vacant and is zoned General Use. Development will include the construction of one (1) building, (1) 50'x50' helipad, a parking lot, an underground piped drainage system in conjunction with grassed swales, required utilities, septic system, and the installation of required landscaping. The proposed buildings will contribute 8,000 sf of impervious area with a future addition adding another 1,600 sf. The asphalt parking and driveways will contribute 19,403 including future parking expansion. There will also be 13,989 sf of concrete in the sidewalk, truck aprons, and helipad. Drainage Area 1 encompasses 2.41 acres of the site including all proposed on -site impervious areas. Two drop inlets provide drainage inflow points for impervious area runoff from the building and drive aisles. This flow is then routed via underground pipes to grassed swales with 3:1 side slopes. Runoff from the parking lot will sheet flow across the parking lot to the swales which then drain to the proposed detention pond which is designed for 90% TSS removal. The maximum onsite impervious area will be 39,180 sf or. 37% of the drainage area. Drainage Area 2 contains the remainder of the 3 acre site as well at the area in the NCDOT right-of-way between the site and the existing edge of pavement. No on -site impervious area will be located in this drainage area. The off -site portion of the driveways (3,812 so will drain into the existing roadside drainage system. Open space areas around the perimeter of the site will sheet flow into the perimeter swales. The soil evaluation was performed on June 10, 2009 by Sean C. Robey, PE and Kimberly Hamby. The soil boring was conducted with an AMS 2-3/4" diameter 6' long hand mud auger. The boring was performed in the southwest corner of the property where the detention pond will be located. The USDA-NRCS WEB Soil Survey indicates Perquimans soils. The elevation at the boring location is approximately 6'. The sandy �055 SPAN G• `~•,���`� loam topsoil was 12-14" deep. From 14" to 36" was a silty, clay loam. At 36", the clay became massive with respect to soil structure and color changed to a chroma color less than 2 according to the Munsell Soil Color Chart. The low chroma indicates the seasonal high water table is located at a depth of approximately 36", or elevation 3.0'. The stiff clay continued to a depth of 48" where the soil became a fine sandy loam. The fine sandy loam continued to a depth of approximately 66". At this depth the sandy soil was too wet to continue removal with the auger. The total disturbed area for this development will not exceed 5 acres. Limits of disturbance have been shown on the plans. Revise/expand vegetation plan to include: 1) Provide soil specs/requirements; soil test to determine amendments needed for pH, nutrients, organic matter. 2) Plant selection: specify size, quantity, spacing, grouping; also reference to nursery quality plants & source; highly unlikely that local harvesting and/or, a general contractor unfamiliar with wetland plants will result in quality & diversity of plants needed. 3) Construction notes: sequence of grading, soil amendments, planting, controlling water levels during initial growing period, etc. In general, a good vegetation plan requires input from person(s) knowledgeable about soils/plants/landscaping. The plan needs to be very specific about methods of construction & materials, with the idea that, if we design & permit it correctly; then hopefully the system will be constructed properly. Just need a couple of revisions: 1) Sw calculations show 1-inch storm; should be 1.5-inch. 2) Detailed written vegetation plan (please refer to BMP Vegetation, Chp 6): Kim we have been guiding consultants to this chapter & requiring written plans/details that reflect the guidelines & requirements listed in that chapter. There is also good info available on the NCSU web site. Ellen Colodney, at Coast Plain Conservation Nursery is very knowledgeable about wetland plants & vegetation plans.
