This is a reminder that permit renewal applications are due 180 days prior to expiration. We do not have a record of receiving a renewal application. Please submit a completed permit renewal application along with a $505.00 fee for permit renewal within the required time. This maintenance record will be kept in a log in a known set location. Any deficient BMP elements noted in the inspection will be corrected, repaired or replaced immediately. These deficiencies can affect the integrity of structures, safety of the public, and the removal efficiency of the BMP. Important maintenance procedures: - Immediately after the wet detention basin is established, the plants on the vegetated shelf and perimeter of the basin should be watered twice weekly if needed, until the plants become established (commonly six weeks). - No portion of the wet detention pond should be fertilized after the first initial fertilization that is required to establish the plants on the vegetated shelf. - Stable groundcover should be maintained in the drainage area to reduce the sediment load to the wet detention basin - If the basin must be drained for an emergency or to perform maintenance, the flushing of sediment through the emergency drain should be minin-ized to the maximum extent practical. - Once a year, a dam safety expert should inspect the embankment. After the wet detention pond is established, it should be inspected once a month and within 24 hours after every storm event greater than 1.0 inches (or 1.5 inches if in a Coastal County). Records of operation and maintenance should be kept in a known set location and must be available upon request. Inspection activities shall be performed as follows. The project site is located adjacent the upstream side of the US 17 bridge at the end of the Wildlife Access Road (SR 1288) on the Chowan River and a ±40' wide by ±250' long manmade canal near the Town of Edenton in Chowan County, North Carolina. The tract is ±4.06 acres and is the site of the public boating access to the Chowan River. Two boat ramps (±100' apart) provide access into the manmade canal. A marked channel in the Chowan River provides access into.the manmade canal and boat ramps. The shoreline adjacent the canal is bulkheaded (±278') and each ramp has a short dock adjacent the downstream side to aid in launch and retrieval of boats. The canal ranges in depth from <1' to 5.5' below the normal water level (NWL) and the connecting water depth in the Chowan River is ±3.4' below the NWL. The Chowan River shoreline is stabilized with a riprap sill and planted Coastal Wetlands including Cladium iamaicense, Scirpus validus, and Spartina patens. In addition to the Coastal Wetland plants listed above, the area was also planted with Zizaniopsis miliacea (southern wild rice). The sill and Coastal Wetlands were authorized by CAMA Major Permit No. 42-OOMM that was issued on 22 March 2002 to construct sill projects at various locations throughout the 20 Coastal Counties. The riprap sill ties into the canal bulkhead at the upstream end, and runs the entire length of the property downstream and abuts the old section of the US 17 bridge. The ±30' wide by ±600' long section of bridge was left when the new US 17 bridge was constructed and was to be used as a fishing access into the Chowan River. The boating access site has a large gravel, asphalt and concrete parking area surrounded by maintained lawn grass. Several myrtle bushes are located at the upland interface of the Coastal Wetland area. The project site is bordered on the upstream (north) side by undeveloped wooded wetlands. The site is bordered on the downstream (south) side by SR 1288 and the US 17 Bridge and approach. The site is ±5' above the NWL and a large portion of the site is covered with impervious gravel, asphalt or concrete material. The Chowan River in this area is classified as B-NSW by the Environmental Management Commission and is closed to shellfishing. Project description The WRC proposes to remove the existing boat ramps, docks, and wood bulkhead, and construct ±365' of new vinyl bulkhead in the same alignment as the existing bulkhead. The new bulkhead will close off the old boat ramps and the areas will be filled to the Chowan Bridge Boating Access NC WRC, c/o Erik Christofferson Chowan County Page Two Express Permit Review Program adjacent ground elevation. The new bulkhead will result in the filling of±1,200 ft2 of open water associated with the removal of the existing ramps. A new double boat ramp consisting of two 15' wide by 35' sections with an 8' wide gravel area between them is proposed at the canal and river intersection and will be oriented in a westerly direction into the river. The total width of the new structure will be 38' wide. A new ±38' wide by ±41' long concrete and gravel approach will connect the boat ramp to the parking area. The gravel area between the ramps will be covered with an 8' wide by 66' long floating launch dock of which ±43.2' will be over water. The proposed boat ramp location will require the excavation of ±7,791 ft2, including the access channel in the river and canal bottom, for a consistent water depth of 5' below the NWL. The areas to be excavated include a ±30' by ±40' area at the proposed double ramp location with existing average depth of 3.4' below the NWL (±71.1 yds'), and an area in the manmade canal and into the Chowan River channel ±39' wide by ±169' long with an average depth of 3.4' below the NWL (±390.6 yds'). The 5' contour in the marked channel is 100' offshore at this location of the canal mouth. The resulting spoil from the excavation will be placed in a created spoil area (50' wide by 110' long) in the north east corner of the site outside of the 30' Coastal Shoreline buffer. Once dry, the material will be used onsite as fill. An 8' wide by 127' long access pier of which ±102' will be over water is proposed on the downstream side of the new boat ramps to aid in launch and retrieval of boats. The applicant is requesting the 8' width for the pier and launch dock since this is a handicap accessible area and a public access. A 125' long breakwater of which ±102' will be below the NWL is proposed under this pier to help create calmer water at the boat ramp location. A series of 1'/2" wide slots are proposed every 1' and these openings will run from the bottom contour to within 6" of the top of the structure. The maximum height of the breakwater will be 1.0' above the NWL. An 8' wide by 95' long boardwalk is proposed on the upstream side of the ramps and a portion of the canal landward of the proposed bulkhead. Because the height of the new bulkhead will be ±4' above the NWL, no permanent mooring is proposed or anticipated in the canal. Part of the proposed project involves providing access to the old bridge section to provide fishing access into the Chowan River. When the old bridge was abandoned, the NC DOT removed fill from the landward (old road bed) side of the bridge end bent to prevent access to the bridge creating a 'hole' in the highground. A 10' wide by 32' long wooden boardwalk is proposed over this area to provide pedestrian access to the bridge. The bridge will be upgraded with a new wooden railing on both sides attached to the existing concrete railing with closer spaced pickets, a series of 7 evenly spaced pole mounted lights on the center line of the bridge for safety, and 4 handicap accessible areas. Adjacent the bridge on the highground a 19' by 30' (dripline) building is proposed with bathrooms and a vending machine area. Additionally, a 5' wide side walk is proposed from the building to a 20' by 60' (5-space) concrete handicap accessible parking area. The applicant proposes to connect to an existing force main and water will be provided by the County. The existing gravel, asphalt and concrete parking area will be removed, graded and replaced with a ±180' wide by ±360' long (64,800 ftz) circular gravel parking area. The parking area will provide 48 vehicle with boat trailer parking spaces (including 1 handicap space), and an additional 18 vehicle spaces. As proposed, the project will result in ±73,477 ft2 (41.65%) of impervious surface for the entire site. The project as proposed will result in ±15,719.4 ftz (25.56 %) of impervious surface within the 75' Coastal Shoreline Area of Environmental Concern (AEC). Stormwater on the site will be treated via a proposed stormwater detention pond located along the east side of the property in an existing grassed area. The applicant has applied for a Sedimentation and Erosion Control Plan from the Division of Land Resources, as well as a Stormwater Permit from the Division of Water Quality as part of the Express Application Process. Anticipated impacts The installation of the boat ramps and associated access channel excavation will result in the excavation of±7,791 ft2 of river and canal bottom and the filling of±1,330 ftz of river bottom. The removal of the existing boat ramps and replacement of the bulkhead will result in the filling of ±1,200 ftz of canal bottom. The construction of the fixed and floating pier/docks will result in the shading of±1,361.6 ftz. The project as proposed will result in the disturbance of ±154,899.4 ftz (3.556 acres) of uplands as a result of the development activities. The project as proposed will result in localized turbidity as a result of the construction activities. The project site area is 4.056 acres. Existing Site Information: The existing site is used as a boat access, and has 2 concrete boat ramps, 2 existing piers, approximately 278 LF of wooden bulkhead, and a gravel parking lot. There is an existing small pad of asphalt pavement connected the gravel parking lot to Wildlife Access Road (NCSR 1288). The gravel parking lot contains one grass island with a power pole. The existing boat ramps are currently surrounded by asphalt pavement, with a grass island between the boat ramps containing a power pole. The existing boat ramps, existing asphalt pavement, gravel parking lot, existing bulkhead, and power poles mentioned above will be demolished and disposed of in accordance with all existing local, state, and federal regulations. The public utilities available to serve the project site are as follows: an existing 6" forcemain and existing 6" waterline are located just outside of the project site along the northern side of Wildlife Access Road (NCSR 1288). This project site consists of grades of less than 3%. Existing surface drainage within the existing parking lot is captured by a single drop inlet and piped 120 feet east to an existing ditch on the eastern edge of the project site. Existing on -site surface drainage to the west and north of the parking lot is currently sheeting to 1015 CONFERENCE DRIVE GREENVILLE, NORTH CAROLINA 27858 14 the west and north respectively, draining into the Chowan River. Existing on -site surface drainage to the east of the parking lot is currently sheeting to the east, draining into the existing ditch on the eastern boundary of the project tract. This site contains a man-made coastal wetland area. Proposed Site Improvements: The proposed project will consist of improvements to the existing site, including two new concrete boat ramps with a floating dock, a new gravel parking lot, approximately 365 LF of new bulkhead, a new concessions building and associated sidewalks, a new walkway to the Old Chowan River Bridge, a wet detention pond, and associated storm drainage system and utilities. The project consists of removing the gravel and other construction material located in the existing parking lot, and installing new gravel for the new parking lot. The new gravel parking lot will contain two islands with 24 inch concrete curb and gutter, as well as two drop inlets. The proposed boat ramps are dual boat ramps with a floating dock between the two boat ramps. Approximately 43.2 ft of the 70 ft dock will be a floating dock. A PVC breakwater will also be installed as part of the development. A 125 linear foot section of this proposed breakwater will be capped with a treated lumber, 8 foot wide walkway deck. The proposed decks surrounding the proposed boat ramp and on top of the rock breakwater exceed the limit of 6 ft, and are proposed as 8 ft in width to be publicly and handicap accessible. The project includes a new one-story framed concessions building to be constructed next to the "Old Chowan River Bridge". This building will have its own septic tank and effluent pump which will discharge into an existing 6 inch force main located along Wildlife Access Road (NCSR 1288). Water services are supplied by an existing 6 inch waterline also located along Wildlife Access Road (NCSR 1288). A walkway is proposed from the new building to the "Old Chowan River Bridge." The building is surrounded by concrete sidewalks connecting to the new gravel parking lot and the proposed walkway to the "Old Chowan River Bridge" As part of this proposed development, approximately 365 linear feet of new corrugated PVC bulkhead will be installed. Approximately 95 linear foot of this proposed bulkhead will be capped with a treated lumber, 8 foot wide walkway deck. Q The temporary stockpile area is proposed in the NorthEast corner of the site just North of the proposed wet detention pond. The proposed dredging will be done using mechanical dredging, as opposed to hydraulic dredging. Post -development, runoff from 2.55 acres of on -site area will be collected in a proposed storm drainage system consisting of two drop inlets and 280 LF of reinforced concrete pipe, flowing to a proposed wet detention pond, before being discharged into a ditch on the eastern boundary of the site, which will drain into the Chowan River. The wet detention pond is designed to remove 90% total suspended solids, eliminating the need for a 30 foot off -site vegetated swale and a level spreader. The storm water facilities will be designed in accordance with the North Carolina Best Management Practices Manual. This project will also require perimeter erosion control devices to minimize the potential for offsite sedimentation.
