Sullins, Director Division of Water Quality This office received a Coastal Stormwater permit application and plans for the subject project on November 13, 2008. A preliminary review of your project indicates that before a State Stormwater permit can be issued the following additional information is needed: 1. The plans indicate that the level spreader at the beginning of the vegetated filter can be constructed out of wood or concrete. Please specify on the plans that concrete should be used. We have found that wood does not hold up as well and that it can also warp and therefore not properly spread the flow. 2. The BMP manual specifies a minimum treatment volume for a wetland of 3,630 cubic feet. Lesser volumes may be approved on a case by case basis. Please justify the use of a lesser volume. 3. The stormwater narrative indicates that flows in excess of the design flow will overflow a weir and will be routed to the vegetated filter. Please include on the plans the location of the weir and also a cross section. The above requested information must be received in this office prior to February 23, 2009 or your application will be returned as incomplete. The return of this project will necessitate resubmittal of all required items including the application fee. If you need additional time to submit the required information, please mail or fax your request for time extension to me at the Letterhead address and include the application number on the request. The request must include justification for the amount of additional time needed. The request will only be granted for justifiable delays that are unforeseen and beyond the owner or consultant's control. You should also be aware that the Stormwater Rules require that the permit be issued prior to any development activity. Construction without a permit is a violation of 15A NCAC 21-1.1000 and North Carolina General Statute 143-215.1 and may result in civil penalties of up to $25,000 per day. Pursuant to our conversation, we have addressed the items within your letter dated January 23, 2009 as follows: 1. We have removed the use of wood as an option for which the level spreader may be constructed. As we discussed, have included the use of an 8" pvc pipe (filled) as an option to concrete. 2. The treatment volume provided by the site coverage is 3,199 cf, which is under the 3,630 preferred for a created wetland. However, we request deviation from this guideline as permitted by DWQ due to the site constraints. Due to the existing elevation, soil characteristics and water table, we do not recommend the use of an infiltration basin or bioretention area. The available site does not lend itself to the construction of a pond that would meet the minimum average depth required to meet DWQ criteria without the use of a extensive bulkheading, which I do not advocate for safety concerns. We also considered a sand filter, but again have issues with the water table. I truly believe that a created wetland is the best BMP for this site. In order to maintain a water balance within the wetland, we have graded the deep pools to an elevation of 1 foot below sea level. 3. As we discussed, the weir described in the narrative is also the level spreader for the vegetative filter. I have clarified this within the plan view and detail callout. Tomotley soil is characterized as nearly level and poorly drained. Permeability is moderate or moderately slow and ranges from extremely acid to strongly acid. The seasonal high water table is at or near the surface in undrained areas. This soil typically has a surface layer of very dark gray fine sandy loam about 8 inches thick. The subsoil extends to a depth of about 36 inches. It is gray sandy clay loam in the upper part and light brownish gray sandy loam in the lower part. The substratum to a depth of 60 inches is light brownish gray sand. Results of the soil boring investigation for the site show that topsoil (fill material) was found at a depth of 0" — 12", saw dust from a prior sawmill operation was found at a depth of 12" —18", and dark gray sandy loam was found at a depth of 18" — 36". The water table was located at a depth of approximately 36" below ground, and the ground elevation was approximately 4.5'. The site is mostly level and contains a metal building on a concrete slab that is being removed. The Soil Survey for Tyrrell County has mapped the soils in the areas to be improved to consist of To (Tomotley fine sandy loam). Tomotley fine sandy loam is characterized by moderate to moderately slow permeability. The site is fairly level with existing elevations averaging 4.5 feet above sea level. The site currently has no stormwater retention and the runoff is currently conveyed to the existing ditches on the ease and west side of the site. Ultimately this runoff is conveyed to the Scuppernong River. The property is served by the community sewer and water systems. The owner intends to remove the existing development from the site and construct a single structure carwash and drive-thru convenience store. Development is expected to disturb 1.35 acres for construction of the structure, parking, driveway relocation, stormwater management system, and right -of way improvements. Demolition of the existing improvements has begun under the conditions of the demo permit issued by the Town of Columbia and as soon as the rest of all the required permits are obtained, construction of the proposed structure and all new improvements will commence. Overall coverage for the site is proposed to be 33.2 %. The proposed finished floor elevation of the new building is 6.2' MSL (NAVD 1988). Limited fill will be brought to the site to allowing grading to implement the stormwater management measures and to establish the first floor elevation. Stormwater management will be a high -density project utilizing conveyance to a created wetland. Curb and gutter will be utilized to direct all runoff from the structure and the parking lot to curb inlets and conveyed via pipe to the created wetland located to the rear of the parking lot. Any overflow will be directed via a weir to a vegetated filter and will be directed to an existing drainage ditch located on the east side of the property. All water from the carwash operation will be contained within the structure and recycled. No water from the carwash operation will impact the stormwater management system.
