NC 27520 Phone: (919) 553-2900 Fax: (919) 553-7298 Candlertiood Suites Stormwater Management Narrative Candlewood Suites site consists of 2.9183 acres at the corner of Martin Luther King Jr. Blvd and Glenburnic Road. Currently there is an abandoned motel and associated parking lots on the site. The site is currently 63.4% impervious due to buildings and parking lots. The proposed plan is to demolish all existing impervious surfaces and dispose of waste in appropriate permitted landfills. The proposed Phase One construction is for a 11,664 square foot hotel with parking and sidewalks. Phase Two. approximately 1.0 acre on the,north end of the property, is designed for future construction of a 6,300 square foot restaurant and associated parking and sidewalks. The total proposed imperviousness for both phases is 65.9%. In order to meet Stormwater Management Permit requirements, all stormwater runoff from imperviousness on the site will be captured and treated by stormwater BMPs. These consist of five bioretention cells to serve all areas north of the hotel in Phase One and all of Phase Two and a wet detention pond to serve the hotel building and all areas south of the building. Bioretention cells have 35% nitrogen removal for 1.71 acres and the wet detention pond has 25% nitrogen removal for 1.0 acres. This results in an overall nitrogen reduction of 29.4% from existing conditions for the proposed construction with BMPs. All runoff front the site following treatment by the BMPs is discharged to the existing stormwater system in Glenburnic Road. Phase Two is not being built at this time. Bioretention cell #7 is located within the area of Phase Two. This bioretention cell serves areas within Phase One and Phase Two as delineated on the drainage area map attached to the drainage calculations. Bioretention cell 97 is to be built as part of Phase One in order to serve the Phase One area within its service area. Stormwater management for the remainder of Phase Two will consist of bioretention cell 48 located along the northern property line. This bioretention cell will be constructed with the development of Phase Two. CA .. Low Density: Supplement SWU-104 or SWU-105 Applicability: Low density projects may not result in built -upon surfaces in excess of 25% or 30%, depending on the classification of the receiving stream. For calculating density with wetlands, see guidance memo (reference document and location). • In low density projects, stormwater is conveyed primarily via sheet flow and swales with limited piping for under road conveyance. Curb outlet systems may also be used in a low density project. • No area of the project may be configured such that it constitutes a pocket of high density. In other words, if development is concentrated such that the undeveloped land does not significantly impact treatment of the stormwater runoff from the developed or impervious surfaces, the low density option may not be applied to the overall project. Low density projects must maintain a 30 foot wide vegetative buffer. That is, any impervious surfaces must be at least 30 feet from surface waters, measured horizontally from the structure to the mean high water line of the surface water. • All swales and related vegetated slopes must be T1 (horizontal to vertical) or flatter. Regulatory References: NCAC Title 15A, 02H.1005, 02H.1008(g). SWU-104 is required for low density projects for which lot subdivision and selling is intended. All sections of the supplement should be completed including the built -upon area per lot calculation. Deed restrictions are required. SWU-105 is required for low density projects in which curb and gutters are incorporated. All sections should be completed including swale design, Table 1. Supporting calculations should also be supplied. The maintenance agreement contained within the supplement must be signed and notarized. B. General Permit: SWG01 SWG02 SWG03 SWG04 Applicability: General permits may be issued for certain groups of similar activities, including (1) construction of single family residences (SWG01), (2) bulkheads and boat ramps (SWG02), (3) clearing and grading (SWG03), and (4) linear utility projects (SWG04). For these types of projects, a Notice of Intent should be submitted. Upon review and approval Certificate of Coverage will be issued covering the applicant under a general permit. High Density: SWU-102 SWU-103 SWU-106 SWU 107 SWU 108 SWU 109 General Considerations All runoff from the built -upon area shall be collected by swales, piping, or other means and directed to an engineered stormwater control device or system. Runoff shall also be collected from contributing off -site areas. Wet ponds and infiltration basins and trenches are commonly utilized engineered stormwater control devices. Other options include bioretention areas, extended dry detention basins, stormwater wetlands, off -site systems, and innovative and alternative systems. • All systems shall be designed to meet minimum criteria, as listed in the regulations, the supplement and in accordance with the current version of the Water Quality Section Stormwater Best Management Practices (BMP). The current BMP manual may be viewed through a link at http://h2o.enr.state.nc.us/su/Forms Documents Main htm • All swales and related vegetated slopes shall be 3:1 (horizontal to vertical) or less steep. • Operation and Maintenance plans are required for each engineered stormwater management system. Plans are included in the respective supplements and they must be signed and notarized. • For the purposes of operation and maintenance access, all stormwater management structures shall be located within recorded drainage easements. • Plans for engineered stormwater control systems shall be prepared and sealed by a professional engineer. Submitted for your review are the following items. 1) 3 sets of revised construction drawings. 2) Revised Stormwater Management Permit application (original and copy). 3) Coastal Stormwater Application Checklist (original and copy). 4) Bioretention Inspection and Maintenance Agreement. 5) Wet Detention Basin Inspection and Maintenance Agreement. 6) 3 copies of revised Stormwater Management Narrative. 7) 3 copies of the revised Drainage and Erosion Control calculations. 8) 3 copies of revised Bioretention Design Calculations and Supplements. 9) 3 copies of revised Wet Pond Design Calculations and Supplement. Comment Responses: 1) Volume calculations for wet detention pond have been updated for the revised pond design. 2) A pump is required to drain the wet detention pond for sediment removal and maintenance. This note has been added to Sheet 7B. 3) The aquatic shelf around the wet detention pond has been specified as having 10' width with 10:1 slope fi-om elevation 17.5 to elevation 18.5 which is 6" above and below the permanent pool elevation. This is detailed on sheets 7A and 7B. 4) The permanent pool has been defined with metes and bounds on sheet 7A. Sheet 7A provides an enlargement of the wet detention pond. 5) Specifications for planting around the wet detention pond are shown on sheet 7A. 6) The average permanent pool depth was calculated beginning at elevation 9 which is the top of the sediment storage. This is reflected on the stage, area. and volume table on sheet 7A. 7) A revised stormwater management permit application has been submitted showing 6 drainage areas for the project. The revised application is for the total project area, consisting of phase 1 and phase 2, even though phase 2 is not to be constructed at this time. 8) A note requiring a certified soils report confinning the phosphorus index of the fill material for the bioretention basins has been added to sheet 7B. 9) Runoff from the parking lot shall enter the bioretention basins by sheet flow from all directions. There is no curb and gutter around the bioretention basins. The double line shows the edge of pavement and the edge of basin as now note on sheet 6. 10) The drawdown calculation formula used is defined with the calculations for basin #4. This formula, including the coefficient of 0.000023, was obtained at a Workshop on Bioretention. A worksheet from the document published by NC Cooperative Extension Service is attached to the calculations for bioretention basin 94. The number 0.45 is the assumed porosity of the soil. This number was also obtained at the referenced workshop. The same formula and porosity was used in all bioretention calculations. 11)The drawdown calculations for the wet detention pond have been revised based on one-third depth of the temporary pool. 12) The volume calculations for the wet pond are shown on sheets 7A. The step between elevation 18 and elevation 18.5 is based on the sum of the areas in the forebay and the main pool at elevation 18 and the area at elevation 18.5. 13) All numbers on sheet 2 (previously cover sheet) have been corrected. 14) The permit application has been revised to include the total project. Bioretention #8 is now part of the application. The drainage delineation map attached to the calculations shows all drainage areas including basin #8. 15) As stated above, the permit is now based on the total 2.918 acres. 16) All numbers on sheet 2 (previously cover sheet) have been corrected. 17) No 30 foot vegetative filter is provided for the bioretention bypass. INTRODUCTION Carolina Engineers, P.A. was retained by Blackburn Consulting Engineering to provide a subsurface soil investigation and provide geotechnical services for site selection of the BMP locations for the proposed Candlewood Suites located in New Bern, North Carolina. The proposed site is located on the corner of Glenburnie Road and Martin Luther King, Jr. Boulevard and currently consists of the foundations and parking lots for an old motel. The proposed BMPs will consist of bioretention areas located at four inlet structures in the parking lot north of the proposed Candlewood Suites building. A future bioretention area approximately 275 feet in length and 12 feet wide is proposed along the north boundary of the property. 2. FIELD EXPLORATION AND SUBSURFACE CONDITIONS Field Exploration The field exploration consisted of performing two hand augured borings to depths of 6 feet and classifying the encountered soils in accordance with ASTM D-2488. The results of the borings are provided as hand auger boring logs describing subsurface soils at each boring site including soil classifications, stratification lines and water table depths. The water table depths are the average daily readings taken from piezometers during the week ending December 15, 2007. Subsurface Conditions Hand auger borings performed at locations B-1 and B-2 encountered approximately 12 inches of brown poorly graded sand with traces of organics (topsoil). Below the topsoil to a depth of 2.5 feet a light brown mottled orange clayey fine sand was found. Below the clayey fine sand strata to the boring termination depths of 6 feet a tan to light tan poorly graded sand was encountered. No ground water was found in the Peizometers that indicates the water table to be below 6 feet from existing surface elevations at both locations. Visual soil classifications in accordance with the Unified Soil Classification System (USCS) determined subsurface soils at the boring locations to be poorly graded sands (SP) and clayey sands (SC). The modification will include but is not limited to the following: ...Removal of the_clay_ey_sand_soils_found to_the depth_of 2,5 feet.and backfill with a clean permeable sand. The over excavation should be performed to a depth of approximately 2_5 feet and back filling with a clean sand with a fines content of no more than 10%. A geotechnical engineer or representative should witness the over excavation and tests the back fill for compliance. Prior to final design and construction of the proposed stormwater BMP, a test location should be constructed and an on -site infiltration tests performed to verify infiltration rates. This narrative represents our opinion based on the limited augured borings and testing performed. Assumption has been made that the limited exploratory borings are representative of conditions at the BMP site. If during construction, conditions are encountered which differ significantly from those reported, we should be notified so our analyses and recommendations can be reviewed and/or revised as necessary.
