ESTABLISH STOCKPILE AREA AS SHOWN ON PLANS. STOCKPILE SLOPE MUST BE KEPT TO A MAXIMUM STEEPNESS OF 3:1. 6. INSTALL TEMPORARY OR PERMANENT VEGETATIVE COVER AS DICTATED BY SEASONAL CONSTRAINTS. MONITOR GROWTH OF VEGETATION AND PERFORM MAINTENANCE PROCEDURES AS REQUIRED TO MAINTAIN GROWTH. 7. INSTALL SEDIMENT BASIN, PRINCIPAL SPILLWAY, AND RISER PIPE. 8. INSTALL STORMWATER SYSTEM AND INLET CONTROL DEVICES. 9. INSTALL GRAVITY SANITARY SEWER SYSTEM, WATERLINE AND APPURTENANCES. 10. CONSTRUCT ROADWAY AND GUTTERS, COMPLETE DRY DETENTION BASIN AND OVERFLOW STRUCTURE. ANY SIDE SLOPES STEEPER THAN 3:1 REQUIRE THE ADDITION OF "X—CELSIOR" EROSION CONTROL BLANKET. 11. ESTABLISH A GROUNDCOVER (TEMPORARY OR PERMANENT) ON EXPOSED SLOPES WITHIN 21 CALENDAR DAYS FOLLOWING COMPLETION OF ANY PHASE OF GRADING; AND A PERMANENT GROUND COVER FOR ALL DISTURBED AREAS WITHIN 15 WORKING DAYS OR 90 CALENDAR DAYS, (WHICHEVER IS SHORTER), FOLLOWING COMPLETION OF CONSTRUCTION OR DEVELOPMENT. 12. ALL EROSION AND SEDIMENT CONTROLS SHALL BE INSPE:TED WEEKLY AND AFTER EACH RUNOFF PRODUCING EVENT. ANY NECESSARY REPAIRS OR CLEANUP TO MAINTAIN THE EFFECTIVENESS OF THE EROSION CONTROL DEVICES SHALL BE MADE IMMEDIATELY. 13. CONVERT THE SEDIMENT BASIN INTO THE PERMANENT EXTEVDED DETENTION WETLAND AFTER ALL AREAS DRAINING TO THE WETLAND HAVE BEEN PERMANENTLY STAEILIZED AND THE ENGINEER HAS APPROVED OF THE CONVERSION. 14. Permanent or temporary soil stabilization shall be applied to denuded areas within seven (7) days after final grade is reached on any portion of the site. 2. Temporary soil stabilization shall be applied within seven (7) days to denuded areas that may not be at final grade but will remain dormant for longer than thirty (30) days. 3. During construction of the project, soil stock piles shall be stabilized or protected with sediment trapping measures. 4. Stabilization measures shall be applied to earthen structures such as dams, dikes, and diversions immediately after installation. 5. Erosion and sediment control devices shall be constructed and installed as a first step in any land disturbing activity and shall be made functional before upslope land disturbance takes place. 6. A permanent vegetative cover shall be established on denoted areas not otherwise permanently stabilized. Permanent vegetation shall not be considered established until ground cover is achieved that, in the opinion of the county engineer or his designated agent, is uniform, mature enough to survive and will inhibit erosion. 7. Underground utility lines shall be installed in accordance With the following standards, in addition to other applicable criteria: a) No more than 500 linear feet of trench may be opened at one time. b) Excavated material shall be placed on the uphill side of trenches. c) Effluent from dewatering operations shall be filtered or passed through an approved sediment trapping device, or both, and discharged in a manner that does not adversely affect flowing streams or off -site property. d) Restabilization shall be in accordance with the above notes. 8. All applicable Federal, State and local regulations pertaining to working in or crossing a live watercourse shall be meL 9. Where construction vehicle access routes intersect paved public roads, provisions shall be made to minimize the transport of sediment by tracking onto the paved surface. Where sediment is transported onto a public road surface, the road shall be cleaned thoroughly at the end of each day. Sediment shall be removed from the roads by shoveling or sweeping and transported to a disposal area. 10. It shall be the owner's responsibility to inspect erosion control devices periodically and after every erodible rainfall. Any necessary repairs or dean up to maintain the effectiveness of the erosion control devices shall be made immediately. 11. Additional erosion control devices may be required by the county engineer or his designated agent if deemed necessary. 12. All erosion control devices shall be in place and functional at all times and if removed for construction progress, shall be replaced by the close of each workday. 13. Final removal of erosion control devices shall not occur until the county engineer or his designated agent deems the site stabilized. 14. Permanent seeding is to be in accordance With the accompanying seeding schedule. 15. All erosion and sediment control items shall be in accordance with the latest edition of the Erosion and Sediment Control Planning and Design Manual by the North Carolina Department of Environmental, Health and Natural Resources. 16.
