A Division of Energy, Mineral, and Land Resources file review has determined that
Stormwater Permit SW7060627 for a stormwater treatment system consisting of a wet
detention pond to serve a proposed Belhaven Emergency Management Center to be
built at the intersection of Main Street and Haslin Street in Belhaven, NC expired on
November 17, 2020. Permit renewal applications are due 180 days prior to expiration.
We do not have a record of receiving a renewal application.
If you wish to maintain this permit, please submit a completed permit renewal
application along with a $505.00 fee for permit renewal. Permit application forms for
renewal can be found on our website at: https://deq.nc.gov/about/divisions/energy-
mineral-and-land-resources/stormwater/stormwater-program/post-construction-2. If this
project was never built and you do not plan to build it in the future, please let me know.
North Carolina General Statutes and the Coastal Stormwater rules require that this
property be covered under a stormwater permit if the project is built.

This office received a stormwater permit application for the subject project on June 1, 2006. A
preliminary review of your project indicates that the application package is incomplete. The following
items are needed to make the package complete:

This office received a Coastal Stormwater permit application and plans for the subject project on
June 22, 2006. After an additional information request, this office received the revised set of plans and
calculations for the subject project on September 11, 2006. A preliminary review of the project indicates
that before a State Stormwater permit can be issued the following additional information is needed.
1. Please revise the orifice outlet device detail as per attached sketch. (Sheet C4).
2. Please redesign the Vegetative Shelf to start at Permanent Pool Elevation and to extend 10 feet
inward the pond as per item Il.h. of the Wet Detention Basin Supplement.
3. Please indicate all slopes on the Pond Profile (Sheet C4).
4. Please provide more precise Seasonal High Water Elevation at the proposed pond location. It
appears that Permanent Pool Elevation is above the existing ground elevation and consequently
higher than Seasonal High Water Elevation. Even if the Seasonal Water Elevation is at the ground
surface elevation which is around 2.5 feet in the southern corner of the proposed pond, the
elevation difference between the Permanent Pool and the Seasonal High Water Elevation would
be approximately 2 feet. Please justify how the Permanent Pool Elevation will remain at elevation
of 4.5 feet and not drain down to the elevation of at least 2.5 feet.
5. Please provide two copies of signed and sealed revised sheets and calculations.
The above requested information must be received in this office prior to October 12, 2006 or your
application will be retumed as incomplete. The return of this project will necessitate resubmittal of all
required items including the application fee. If you need additional time to submit the required
information, please mail or fax your request for time extension to this office at the Letterhead
address.
You should also be aware that the Stormwater Rules require that the permit be issued prior to any

2. Delineate Wetlands on plans.
No wetlands are affected. Note added to site plan.
J. Revise note 12 to show disturbed area of 1.5 acres.

4. Label Orifice as Screw Cup w/ 1.25" hole on Orifice Outlet Device Detail (C4).

5. Clarify size of pond drain line.
15" HDPE drain pipe note added.
6. Add slopes to pond profile and specify cover on Vegetative Shelf (C4).
Slopes added. Vegetative cover table added to C4.
7. Redesign Vegetative Shelf to start a Perm. Pool Elev. and to extend 10' inward
rather than 12'. Redesign slope below Veg. Shelf to 2:1 for larger 5' depth.
Pool has been revised. The new Vegetative shelf is now 10 ft. A steeper
slope of 3:1 was added to enlarge the area at the 5' depth.
8. Provide surface area for temporary pool on calc sheet.
The temporary pool surface area is 6,636 sf.
9. Clarify Discrepancy at calc sheet pertaining to volume from 1" storm from Wet
Det. Basin supplemental Cover sheet.
The cubic footage is 6, 376. Number changed on cover sheet.
10. Provide Seasonal High Water Elev. Address elevation.
According to the Boring Schedule the ground water table varies from one
to three feet below existing ground level. The pond extends to four feet below
existing ground level into the water table. The pond will not dry out.
11. Provide 2 copies of signed and sealed revised sheets and calcs.

. This office received a Coastal Stormwater permit application and plans for the subject project on
June 22, 2006. A preliminary review of the project indicates that before a State Stormwater permit can be
issued the following additional information is needed.
1. Please add the Total Project Area note to your plans.
2. Please delineate Wetlands on plans or add a note that none exist.
3. Please revise note 12. of Grading Notes on Sheet C3 to show disturbed area of 1.5 Acres.
4. Please label orifice as Screw Cup with 1 '/a" hole on Orifice Outlet Device Detail (Sheet C4).
5. Clarify the size of pond drain line (12" HDPE or 15" HDPE).
6. Please add slopes to Pond Profile and specify the vegetative cover on Vegetative Shelf (Sheet
C4).
7. Please redesign the Vegetative Shelf to start at Permanent Pool Elevation and to extend 10 feet
inward the pond rather than 12 feet as shown on plans and redesign slope below Vegetative Shelf
to 2:1 rather than 3:1, to obtain larger 5' depth area.
8. Please provide the surface area for Temporary Pool on Calculations Sheet.
9. Please clarify the discrepancy at calculations sheet pertaining to the Volume from 1-inch storm of
6,376 c.f. vs 5,235 c.f. as shown on Wet Detention Basin Supplement cover sheet.
10. Please provide the Seasonal High Water Elevation. It appears that Permanent Pool Elevation is
above the existing ground elevation and consequently higher than Seasonal High Water
Elevation. This will cause Wet Detention Pond to drain out and become Dry Detention Pond and
since vegetative cover will be destroyed by these new conditions the Wet Detention Pond will not
be able to perform the planned function of removal of pollutants from the incoming stormwater
runoff. Please address this issue.
11. Please provide two copies of signed and sealed revised sheets and'calculations.

Dear Mr. Johnson:
This office received a stormwater permit application for the subject project on June 1, 2006. A
preliminary review of your project indicates that the application package is incomplete. The following
items are needed to make the package complete:

development activity. Construction without a permit is a violation of 15A NCAC 2h.1000 and North
Carolina General Statute,143-215.1 and may result in civil penalties of up to $10,000 per day.

The Town of Belhaven has been severely impacted by hurricanes and other storm events
over the years. The existing facility that houses the Towns police department is currently
located in the old Belhaven Town Hall, which is below flood elevation. When severe
weather occurs, the police department is flooded which makes operation during the most
needed times difficult. The existing fire department facilities also need updating. For
these reasons, the Town of Belhaven has secured funding through the USDA to build a
new Emergency Services Center.
The project will be located on the corner of Main Street and Haslin Street, across Main
Street from the existing police department. The site currently houses the existing fire
department and the Chamber of Commerce. The site is approximately 3.9 acres in size
and is conveniently located to the downtown area. The proposed facility is
approximately 12,000 square feet and contains sidewalks and parking lots. The project
will have a built upon area of 1.0 acre.
Runoff from the 1-acre of development will be collected by curb and gutter along the
driveways and parking lots. Storm drain piping will move this collected runoff to the
storm water detention/treatment pond, to be located on the back of the project site. The
pond will remove large solids in its forbay area and settle out other pollutants in the main
portion of the pond which has been designed to draw down in approximately 2.5 days
from the first 1" of rainfall.
