Permit renewal applications are due 180 days prior to expiration. We do not have a record of receiving a renewal application. If you wish to maintain this permit, please submit a completed permit renewal application along with a $505.00 fee for permit renewal. Permit application forms for renewal can be found on our website at: https://deq.nc.gov/about/divisions/energy- mineral-and-land-resources/stormwater/stormwater-program/post-construction-2. If this project was never built and you do not plan to build it in the future, please let me know. North Carolina General Statutes and the Coastal Stormwater rules require that this property be covered under a stormwater permit if the project is built. After an additional information request, this office received the revised set of plans and calculations for the subject project on September 11, 2006. A preliminary review of the project indicates that before a State Stormwater permit can be issued the following additional information is needed. 1. Please revise the orifice outlet device detail as per attached sketch. (Sheet C4). 2. Please redesign the Vegetative Shelf to start at Permanent Pool Elevation and to extend 10 feet inward the pond as per item Il.h. of the Wet Detention Basin Supplement. 3. Please indicate all slopes on the Pond Profile (Sheet C4). 4. Please provide more precise Seasonal High Water Elevation at the proposed pond location. It appears that Permanent Pool Elevation is above the existing ground elevation and consequently higher than Seasonal High Water Elevation. Even if the Seasonal Water Elevation is at the ground surface elevation which is around 2.5 feet in the southern corner of the proposed pond, the elevation difference between the Permanent Pool and the Seasonal High Water Elevation would be approximately 2 feet. Please justify how the Permanent Pool Elevation will remain at elevation of 4.5 feet and not drain down to the elevation of at least 2.5 feet. 5. Please provide two copies of signed and sealed revised sheets and calculations. The above requested information must be received in this office prior to October 12, 2006 or your application will be retumed as incomplete. The return of this project will necessitate resubmittal of all required items including the application fee. If you need additional time to submit the required information, please mail or fax your request for time extension to this office at the Letterhead address. The existing facility that houses the Towns police department is currently located in the old Belhaven Town Hall, which is below flood elevation. When severe weather occurs, the police department is flooded which makes operation during the most needed times difficult. The existing fire department facilities also need updating. For these reasons, the Town of Belhaven has secured funding through the USDA to build a new Emergency Services Center. The project will be located on the corner of Main Street and Haslin Street, across Main Street from the existing police department. The site currently houses the existing fire department and the Chamber of Commerce. The site is approximately 3.9 acres in size and is conveniently located to the downtown area. The proposed facility is approximately 12,000 square feet and contains sidewalks and parking lots. The project will have a built upon area of 1.0 acre. Runoff from the 1-acre of development will be collected by curb and gutter along the driveways and parking lots. Storm drain piping will move this collected runoff to the storm water detention/treatment pond, to be located on the back of the project site. The pond will remove large solids in its forbay area and settle out other pollutants in the main portion of the pond which has been designed to draw down in approximately 2.5 days from the first 1" of rainfall.
