Staff review of the plans and specifications has determined that the project, as proposed, will comply with the Stormwater Regulations set forth in Title 15A NCAC 21-1.1000. We are forwarding Permit No. SW7050701 dated July 31, 2013, for the construction and operation of the subject project. Island Land Centre Dare County FOR THE construction, operation and maintenance of three infiltration basins in compliance with the provisions of 15A NCAC 2H .1000 (hereafter referred to as the "stormwater rules') and the approved stormwater management plans and specifications and other supporting data as attached and on file with and approved by the Division of Water Quality and considered a part of this permit. This permit replaces all previous issued stormwater permits for this project and shall be effective from the date of issuance until July 31, 2021, and shall be subject to the following specified conditions and limitations: I. DESIGN STANDARDS. This permit is effective only with respect to the nature and volume of stormwater described in the application and other supporting data. This stormwater system has been approved for the management of stormwater runoff as described in Section 1.6 of this permit. The stormwater control has been designed to handle the runoff from 55,755 square feet of impervious area. The tract will be limited to the amount of built -upon area indicated in Part I. 6. of this permit, and per approved plans. 4. All stormwater collection and treatment systems must be located in either dedicated common areas or recorded easements. The final plats for the pro1'ect will be recorded showing all such required easements, in accordance with the approved plans. The runoff from all built -upon area within the permitted drainage area of this project must be directed into the permitted stormwater control system. 6. The stormwater management system shall be constructed in its entirety, vegetated and operational for its intended use prior to the construction of any built -upon surface. 2. During construction, erosion shall be kept to a minimum and any eroded areas of the system will be repaired immediately. 3. The permittee shall at all times provide the operation and maintenance necessary to assure the permitted stormwater system functions at optimum efficiency. The approved Operation and Maintenance Plan must be followed in its entirety and maintenance must occur at the scheduled intervals including, but not limited to:. a, Semiannual scheduled inspections (every 6 months). b. Sediment removal. c. Mowin.9 and revegetation of slopes and the vegetated filter. d. Immediate repair of eroded areas. e. Maintenance of all slopes in accordance with approved plans and specifications. f. Debris removal and unclogging of bypass structure, infiltration media, flow spreader, catch basins, piping and vegetated filter. g. A clear access path to the bypass structure must be available at all times. 4. Records of maintenance activities must be kept and made available upon request to authorized personnel of DWQ. The records will indicate the date, activity, name of person performing the work and what actions were taken. 5'. The facilities shall be constructed as shown on the approved plans. This permit shall become voidable unless the facilities are constructed in accordance with the conditions of this permit, the approved plans and specifications, and other supporting data. 6. Upon completion of construction, prior to issuance of a Certificate of Occupancy, and prior to operation of this permitted facility, a certification must be received from an appropriate designer for the system installed certifying that the permitted facility has been installed in accordance with this permit, the approved plans and specifications, and other supporting documentation. Any deviations from the approved plans and specifications must be noted on the Certification. A modification may be required for those deviations. 7. If the stormwater system was used as an Erosion Control device, it must be restored to design condition prior to operation as a stormwater treatment device, and prior to occupancy of the facility. 8. Access to the stormwater facilities shall be maintained via appropriate easements at all times. 9. The permittee shall submit to the Director and shall have received approval for revised plans, specifications, and calculations prior to construction, for any modification to the approved plans, including, but not limited to, those listed below: a. Any revision to any item shown on the approved plans, including the stormwater management measures, built -upon area, details, etc. b: Project name change. c. Transfer of ownership. d. Redesign or addition to the approved amount of built -upon area or to the drainage area. e. Further subdivision, acquisition, lease or sale of all or part of the project area. The project area is defined as all property owned by the permittee, for which Sedimentation and Erosion Control Plan approval or a CAMA Major permit was sought. f. Filling in, altering, or piping of any vegetative conveyance shown on the approved plan. 10. The permittee shall submit final site layout and grading plans for any permitted future areas shown on the approved plans, prior to construction. 11. A copy of the approved plans and specifications shall be maintained on file by the Permittee for a minimum of ten years from the date of the completion of construction. 12. The Director may notify the permittee when the permitted site does not meet one or more of the minimum requirements of the permit. Within the time frame specified in the notice, the permittee shall submit a written time schedule to the Director for modifying the site to meet minimum requirements. The permittee shall provide copies of revised plans and certification in writing to the Director that the changes have been made. Ill. GENERAL CONDITIONS This permit is not transferable except after notice to and approval by the Director. In the event of a change of ownership, or a name change, the permittee must submit a formal permit transfer request to the Division of Water Quality, accompanied by a completed name/ownership change form, documentation from the parties involved, and other supporting materials as may be appropriate. The approval of this request will be considered on its merits and may or may not be approved. The permittee is responsible for compliance with all permit conditions until such time as the Division approves the transfer request. 2. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to enforcement action by the Division of Water Quality, in accordance with North Carolina General Statute 143-215.6A to 143-215.6C. 3. The issuance of this permit does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances, which may be imposed by other government agencies (local, state, and federal) having jurisdiction. 4. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may required by this Division, such as the construction of additional or replacement stormwater management systems. 5. The permittee grants DENR Staff permission to enter the property during normal business hours for the purpose of inspecting all components of the permitted stormwater management facility. 6. The permit may be modified, revoked and reissued or terminated for cause. The filing of a request for a permit modification, revocation and reissuance or termination does not stay any permit condition. 7. Unless specified elsewhere, permanent seeding requirements for the stormwater control must follow the guidelines established in the North Carolina Erosion and Sediment Control Planning and Design Manual. 8. Approved plans and specifications for this project are incorporated by reference and are enforceable parts of the permit. 9. The permittee shall notify the Division any name, ownership or mailing address changes within 30 days. 10. This permit shall be effective from the date of issuance until July 31, 2021. Change of Ownership The current permit holder, Sea Grass, LLC, was administratively dissolved and its former members are no longer involved in the project. The development's condominium association has subsequently been acting to manage & maintain the project and thus its stands to reason that the stormwater permit be transferred to this entity as being requested. Two copies of the following documents are enclosed to support the request for a Change of Ownership: • Permit Ownership Change Form executed by former managing member and new agent. • Secretary of State Document demonstrating that Sea Grass LLC is dissolved. Permit Modification A developer interested in finalizing the project would like to make improvements (Building #4) that would result in a total coverage that exceeds the current permit limit by approximately 2,613 s.f, or 5%. In an effort to accommodate these improvements, existing site conditions were studied and several maintenance and expansion activities are being proposed to the project's existing infiltration basins. Please reference the enclosed Amended Stormwater Narrative and referenced attachments for further details regarding the proposed modifications and corrective actions. BLOO( 15 GRAPHC SCALE ORNl1E ffA01 HEST o e xZ X AMENDED STORMWATER MANAGEMENT NARRATIVE At build -out, the Island Land Centre development will consist of (5) commercial buildings with associative driveway, parking, drainage and utility infrastructure improvements on a 2.05 acre tract of land located at the intersection of U.S. HWY 158 and W Arch St., (36.020N, 75.650'W), in the Township of Kill Devil Hills, Dare County, North Carolina. Construction on the project began in 2006 and development was divided into (3) Phases. To date, Phases 1 & 2 are complete including parking & stormwater improvements around Phase 3. (See Designers Certification and As -Built Drawing included with this modification application) A developer is currently looking to construct the final Building #4 and associative sidewalks in Phase 3. Please see Sheet 1 of the enclosed plans for an W overview of phasing and the following existing & proposed developmental activities: 0 a) Construction of existing Commercial Buildings #1-3 & 5 and proposed Building #4 t®t b) Construction and drives and existing and concrete sidewallfsi aD N of existing asphalt parking proposed c) Construction of existing utility infrastructure. d) Construction of existing stormwater management measures with proposed modifications. a ' , � D NCDENR DWQ issued a high density stormwater management permit (SW7050701) in July of 200e that covered the project's overall development plan at the time. Some minor site plan changes were made when Phase 2 was constructed and the developer of Phase 3 wishes to make few further revisions. The Stonmwater Permit currently allows 53,142 sq. ft. of total impervious coverage and with the improvements being proposed in Phase 3, the coverage will total approximately 55,755 sq.ft. In consideration of the 5% increase in coverage, this application for a permit modification is being made. To accommodate the stormwater runoff generated by the additional coverage, a survey of the entire development's existing stormwater infiltration system was performed. This data was reviewed for compliance with the existing permit and used to determine what improvements, if any, would be necessary. To this end, it was determined that a combination of maintenance and expansion activities must be performed to achieve the degree of stormwater management originally designed and permitted for the development. The Stormwater Management Plan and details provided on Sheets 3 & 6 of the enclosed plans has been revised to illustrate the proposed stormwater improvements as modified and the calculations included with this application are provided to demonstrate the adequacy of the modifications being proposed. Furthermore, a Corrective Action Overview Map is provided under Appendix C that highlights those areas where maintenance and expansion are necessary. The following information is provided as an update to the project's original stormwater narrative with amendments primarily focused on the existing and proposed modifications to the project's individual drainage basins as described under the Stormwater Collection section below. See Appendix A for original soils report prepared by David M. Ryan, P.E., dated July 21, 2005. Drainage improvements include the construction of infiltration basins, drainage flumes, curb and gutter, and drop inlets to collect and treat stormwater runoff generated by the developmental activities previously described above. As originally permitted, the infiltration basins are designed with open storage volumes in excess of two times the required storage resulting from a 1.0" design rainfall event. The provision of excessive open storage capacity was utilized to remove the requirement for a vegetative overflow filter and bypass system to serve the infiltration basins. Though not included in the design, it should be noted that further storage is made available within the site's underlying sandy soil. Stormwater runoff will receive treatment, to the maximum extent practicable, in the form of infiltration basins and vegetative buffers. The infiltration basins are planted with vegetation to aid in filtrating small particulate matter and pollutants. This measure is described as an active best management practice in the treatment of stormwater runoff. Rip -Rap inflow measures and level spreaders are placed within the infiltration basins for velocity dissipation, flow distribution, to provide sediment collection, and to aid in infiltration. Vegetative buffers are also provided, to the maximum extent practicable, to aid in pollutant filtration. The vegetative buffer is described as a passive best management practice that provides a small degree of filtration and pollutant removal from stormwater runoff. For the purposes of stormwater management, the overall project area is divided into four (4) drainage basins. (7he original design had (3) drainages basins) The following is an overview of each drainage basin and the stormwater management measures provided within, where necessary. See Appendix B for a Drainage Basin Delineation Map. DRAINAGE BASIN # 1 This 1.22 acre drainage area encompasses the majority of the project's development and is divided into (2) sub -basins, DB#IA and DB#IB. (Formerly delineated as DB#I & DB#2 respectively) When Phases I & 2 of the development were constructed, Infiltration Basins lA and I B (formerly I & 2 respectively) were hydraulically connected with a slotted drain pipe that crosses beneath the development's northern access off Arch Street. Calculations have been revised and are included with this application for each sub -basin based on the actual drainage area, coverage and associative stormwater runoff as constructed. As noted in the Stormwater Management Overview section above, the basis of the infiltration basin design is to provide an open storage capacity equal to at least 2 times that which is required. Infiltration Basins I & I as revised on Stormwater Management Plan Sheet 3, and as hydraulically connected, are designed to provide a total open storage capacity of 6,300 c.f., or 2 times the 3,149 c.f. required for this overall drainage basin. When further considering the high rate of permeability of the local sandy soils, greater than 2 times is expected and therefore diversion devices and vegetative overflow filters are not provided. Based upon these revised calculations, it has been determined that some corrective maintenance and minor expansion activities must be performed on the existing Infiltration Basins 1 A and 1 B in order to achieve the design their design capacities. For clarity of these corrective action activities, please see the Corrective Action Overview Map provided under Appendix C. DRAINAGE BASIN #2 This 0.50 acre drainage area (formerly DB#3) encompasses portions of each phase of the existing development as well as the remaining improvements being proposed in Phase 3. Calculations have been revised and are included with this application based on the actual drainage area, existing and proposed coverages and associative stormwater runoff anticipated at build -out. Infiltration Basin 2 (formerly 93) as revised on Stormwater Management Plan Sheet 3 is designed to provide an open storage capacity of 2,574 c.f., or 2 times the 1,283 c.f. required for the this drainage basin. Again, when further considering the high rate of permeability of the local sandy soils, greater than 2 times is expected and therefore diversion devices and vegetative overflow filters are not provided. Based upon these revised calculations, it has been determined that some minor expansion activities must be performed on the existing Infiltration Basin 2 in order to achieve its design capacity. For clarity of these corrective action activities, please see the Corrective Action Overview Map provided under Appendix C. DRAINAGE BASIN #3 This 798 s.f. drainage area is composed of the residual portion of the development's existing northern access located between the slotted drain serving Drainage Basin #land the drive sloping down to the adjoining Arch St. roadway section. This drainage basin was minimized to the maximum extent practicable and should be considered negligible with regards to stormwater runoff. 2 DRAINAGE BASIN #4 This 0.32 ac. drainage area is composed of the development's existing subsurface wastewater water disposal field (active and repair) and surrounding undeveloped area. This drainage basin contains minimal to no impervious improvements, existing or proposed, and should be considered negligible with regards to stormwater runoff. Ryan, P.E. of Bissell Professional Group, on June 27, 2005 to investigate the existing groundwater profiles through on -site soil borings for the determination of suitability for the proposed Stormwater management system. A total of (6) soil borings were taken, the locations of which are indicated on the stormwater plan sheet and are described as follows. Two borings, B] and B2, were taken in the area of proposed infiltration basin 42, just south of Arch St. right-of-way, in the lots northwestern comer. A single boring, B6, was taken along the parcels western boundary to also determine the soil wetness conditions in the proximity of the grassed inlet swale that transitions into the southern portion of Basin #2. Two more borings, B3 and B4, were taken in the area of proposed infiltration basin #1, again, just south of the Arch St. right-of-way, but in the lots northeastern comer. A single boring, B5, was taken just off the lots eastern boundary in the area of proposed infiltration basin #3. Once the above borings were completed, a survey field crew located the existing ground elevation in conjunction with the previously determined groundwater elevations. Based on the investigation of the (6) soil profiles, it is concluded that the seasonal high water level is located at 7.5' above msl, which is the highest elevation at which soil wetness was measured in all of the borings taken. This soil investigation provided the useful information necessary in determining the size, type, and location of stormwater drainage improvements for the associative developmental activities. SCHEDULE OF COMPLIANCE 1. The stormwater management system shall be constructed in its entirety, vegetated and operational for its intended use prior to the construction of any built -upon surface. 2. During construction, erosion shall be kept to a minimum and any eroded areas of the system will be repaired immediately. 3. The permittee shall at all times provide the operation and maintenance necessary to assure the permitted stormwater system functions at optimum efficiency. The approved Operation and Maintenance Plan must be followed in its entirety and maintenance must occur at the scheduled intervals including, but not limited to: a. Semiannual scheduled inspections (every 6 months). b. Sediment removal. C. Mowing and revegetation of slopes and the vegetated filter. d. Immediate repair of eroded areas. e. Maintenance of all slopes in accordance with approved plans and specifications. f. Debris removal and unclogging of bypass structure, infiltration media, flow spreader, catch basins, piping and vegetated filter. g. Records of maintenance activities must be kept and made available upon request to authorized personnel of DWQ. The records will indicate the date, activity, name of person performing the work and what actions were taken. 5. The facilities shall be constructed as shown on the approved plans. This permit shall become voidable unless the facilities are constructed in accordance with the conditions of this permit, the approved plans and specifications, and other supporting data. 6. Upon completion of construction, prior to issuance of a Certificate of Occupancy, and prior to operation of this permitted facility, a certification must be received from an appropriate designer for the system installed certifying that the permitted facility has been installed in accordance with this permit, the approved plans and specifications, and other supporting documentation. Any deviations from the approved plans and specifications must be noted on, the Certification. A. modification may be required for those deviations. 7. If the stormwater system was used as an Erosion Control device, it must be restored to design condition prior to operation as a stormwater treatment device, and prior to occupancy of the facility. 8. Access to the stormwater facilities shall be maintained via appropriate easements at all times. The permittee shall submit to the Director and shall have received approval for revised plans, specifications, and calculations prior to construction, for any modification to the approved plans, including, but not limited to, those listed below: a. Any revision to any item shown on the approved plans, including the stormwater management measures, built -upon area, details, etc. b.. Project name change. C. Transfer of ownership. d. Redesign or addition to the approved amount of built -upon area or to the drainage area. e. Further subdivision, acquisition, lease or sale of all or part of the project area. The project area is defined as all property owned by the permittee, for which Sedimentation and Erosion Control Plan approval or a CAMA Major permit was sought. f. Filling in, altering, or piping of any vegetative conveyance shown on the approved plan. 10. The permittee shall submit final site layout and grading plans for any permitted future areas shown on the approved plans, prior to construction. 11. A copy of the approved plans and specifications shall be maintained on file by the Permittee for a minimum of ten years from the date of the completion of construction. 12. The Director may notify the permittee.when the permitted site does not meet one or more of the minimum requirements of the permit. Within the time frame specified in the notice, the permittee shall submit a written time schedule to the Director for modifying the site to meet minimum requirements. The permittee shall provide copies of revised plans and certification in writing to the Director that the changes have been made. In the event of a change of ownership, or a name change, the permittee must submit a formal permit transfer request to the Division of Water Quality, accompanied by a completed name/ownership change form, documentation from the parties involved, and other supporting materials as may be appropriate. The approval of this request will be considered on its merits and may or may not be approved. The permittee is responsible for compliance with all permit conditions until such time as the Division approves the transfer request. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to enforcement action by the Division of Water Quality, in accordance with North Carolina General Statute 143-215.6A to 143-215.6C. 3. The issuance of this permit does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances, which may be imposed by other government agencies (local, state, and federal) having jurisdiction. 4. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement stormwater management systems. 5. Form SWU-103 Rev 3.99 Page 2 of 3 IV. INFILTRATION BASIN OPERATION AND MAINTENANCE AGREEMENT 1. After every runoff producing rainfall event and at least monthly inspect the infiltration system for erosion, trash accumulation, vegetative cover, and general condition. 2. Repair eroded areas immediately, re -seed as necessary to maintain adequate vegetative cover, mow vegetated cover to maintain a maximum height of six inches, and remove trash as needed. 3. After every runoff producing rainfall event and at least monthly inspect the bypass, inflow and overflow structures for blockage and deterioration. Remove any blockage and repair the structure to approved design specifications. 4. Remove accumulated sediment from the pretreatment system and infiltration basin annually or when depth in the pretreatment unit is reduced to 75% of the original design depth. The system shall be restored to the original design depth without over -excavating. Over -excavating may cause the required water table separation to be reduced and may compromise the ability of the system to perform as designed. Removed sediment shall be disposed of in an appropriate manner and shall not be handled in a manner that will adversely impact water quality (i.e. stockpiling near a stormwater treatment device or stream, etc.). A benchmark shall be established in the pretreatment unit. The benchmark will document the original design depth so that accurate sediment accumulation readings can be taken. The measuring device used to determine the depth at the benchmark shall be such that it will give an accurate depth reading and not readily penetrate into accumulated sediments. ' MSL When the design depth reads �d•62g " feet in the pretreatment unit, the sediment shall be removed from both the pretreatment unit and the infiltration basin. 5. If the Division determines that the system is failing, the system will immediately be repaired to original design specifications. Stormwater Manaclement Narrative: The following developmental activities require a stormwater management permit under Rule .1003 of the NCDENR Division of Water Quality Administrative Code for Stormwater Management, 15A NCAC 2H.1000. Developmental activities will result in the project being permitted pursuant with Rule .1005 (2) (b), High Density Projects, with proposed built -upon area of 30% or greater, with best management practices being employed via; vegetative buffers, an infiltration basin, and a wet pond infiltration basins. The intent of this application, to the maximum extent possible, is to employ the best management practices for all proposed developmental activities. This project will consist of the construction of (6) buildings with associative roadway and drainage and utility infrastructure improvements to service the proposed Island Land Center commercial complex located at the intersection of U.S. 158 and Arch St., (36.020N, 75.650W), in the township of Kill Devil Hills, Dare County, North Carolina. The proposed developmental activities are as follows; a) Total tract area: 2.05 ac. b) Construction of 0.26 ac. containing (6) two-story frame office structures. c) Construction of 0.12 ac. of proposed concrete walks and covered decks d) Construction of approximately 0.85 ac. of proposed asphalt ingress/egress drives and associative parking. Drainage improvements include the construction of (3) individual dry infiltration basins with catch basin and flume inlets. An on -site visit was conducted by David M. Ryan, P.E. of Bissell Professional Group, on June 27, 2005 to investigate the existing groundwater profiles through on -site soil borings for the determination of suitability for the proposed Stormwater management system. A total of (6) soil borings were taken, the locations of which are indicated on the stormwater plan sheet and are described as follows. Two borings, B1 and B2, were taken in the area of proposed infiltration basin #2, just south of Arch St. right-of-way, in the lots northwestern comer. A single boring, B6, was taken along the parcels western boundary to also determine the soil wetness conditions in the proximity of the grassed inlet Swale that transitions into the southern portion of Basin #2. Two more borings, B3 and B4, were taken in the area of proposed infiltration basin #1, again, just south of the Arch St. right-of-way, but in the lots northeastern comer. A single boring, B5, was taken just off the lots eastern boundary in the area of proposed infiltration basin #3. Once the above borings were completed, a survey field crew located the existing ground elevation in conjunction with the previously determined groundwater elevations. Based on the investigation of the (6) soil profiles, it is concluded that the seasonal high water level is located at 7.5' above msl, which is the highest elevation at which soil wetness was measured in all of the borings taken. This soil investigation provided the useful information necessary in determining the size, type, and location of stormwater drainage improvements for the associative developmental activities. Permeability is described as being greater than 20 in/hr. • Information referenced from United States Department of Agriculture, Soil Conservation Service, Soil Survey of Dare County, North Carolina Since the issuance of a sedimentation and erosion control permit, the lot has recently been graded and is relatively flat across the entire tract. The site is still currently vacant; with no residual debris from previous development. There are no wetlands within the limits of this site. All developmental activities are to be designed in conformity with the requirements for application and issuance of permits for stormwater management systems in pursuant with rules .1003 and .1005 in accordance with G.S. 143-215.1 and 15A NCAC 2H .0200 as set forth. These requirements are designed to control pollutants associated with stormwater runoff applicable to the development of land for residential, commercial, industrial, or institutional uses. The developmental activities, as described above, have been designed in compliance with the requirements as set forth for stormwater management within coastal counties Rule .1005, section 3, subparagraph B: (i) Control systems must be infiltration systems, wet detention ponds, or alternative stormwater management control systems designed in accordance with Rule .1008; (ii) Control systems must be designed to control runoff from all surface generated by one inch of rainfall. Design of the active stormwater management measures are based on the design criteria indicated in .1008(d) Infiltration System Requirements, under the NCDENR Division of Water Quality Administrative Code for Stonnwater Management, 15A NCAC 2H.1000. The proposed Island Land Center commercial complex development will be located at the intersection of U.S. Route 158 and West Arch St, (36.020N, 75.65°W), in the township of Kill Devil Hills, Dare County, North Carolina. The proposed developmental activities have been previously itemized as outlined in the Proposed Development Activities section above. For the purpose of proper stormwater management, the project area has been divided into three (3) drainage basins to adequately handle the runoff from all proposed impervious surfaces. Drainage improvements include the construction of (3) individual dry infiltration basins, one for each drainage area, as well as drainage flumes, curb and gutter, and drop inlets to direct nmoff to its appropriate basin. Stormwater runoff from all proposed impervious surfaces will receive treatment, to the maximum extent possible, in the form of vegetative buffers, and the infiltration basins. Rip -Rap inflow measure dams will be placed at all basin inlets for velocity dissipation, to provide sediment collection, and to aid in infiltration. Again, the site has been divided into three drainage basins, which will accommodate the rainfall runoff from the developmental activities as described above, (please reference stormwater management site plan for Drainage Basin Layout). 4 The intent of this design is to provide adequate pollutant filtration measures for stormwater runoff resulting from the corresponding high -density pockets created by the associative developmental activities. Vegetative buffers will be provided, to the maximum extent possible, for pollutant filtration. The vegetative buffer is described as a passive best management practice that provides a small degree of filtration and pollutant removal from stormwater runoff. The entire basin will be planted with vegetation as described for the purpose of filtrating small particulate matter and pollutants. This measure is described as an active best management practice in the treatment of stormwater runoff. The intent of this design is to use infiltration basins with volumes in excess of three times the required storage, resulting from the 1.0" design rainfall event, prior to infiltrating into the surrounding sandy soil. To achieve this, in this particular application, it was necessary to split the project area into two separate drainage basins. Then calculate the proposed impervious coverage areas for each drainage basin to determine the required storage volume for the design rainfall event. Measures were designed, to the maximum extent possible, to treat runoff from the impervious surfaces in accordance with best management practices. Below is a breakdown of each drainage basin and for a tabular form of all impervious surface areas and volume calculations for each basin, please reference the appropriate Stormwater Management Calculations attached herein. Drainage Basin #1 The 0.50 acres of drainage basin #1 will consist of the construction of a 9,985 s.f of asphalt parking and drives, 1327 sf of concrete sidewalks, and 1,500 s.f. of two-story frame commercial buildings. The proposed improvements will be graded primarily from west to east to proposed drainage flumes. Runoff velocity from the design storm event will be dissipated via shallow rip -rap basins placed at each inlet into the pond. These rip -rap basins are specifically designed for flow reduction and sediment collection. Flow spreaders have also been provided at each inlet to provide the required flow distribution across the infiltration basin. This infiltration basin has been designed with an open storage of 3.53 times the required storage without accounting for any infiltration. Since, however, the provided storage isjust over two times the required storage, and local soils have such a high rate of permeability, it is concluded that the temporary pond formed by a rainfall event greater than 3.5 times the design will not overflow and therefore no diversion devices or overflow measures have been provided. (Reference the attached Drainage Basin Layoutfor delineation ofthe drainage area boundaries) Drainage Basin #2 The 0.70 acres of drainage basin #2 will consist of the construction of a 15,643 s.f. of asphalt parking and drives, 3,340 s.f of concrete sidewalks, and 4,134 s.f. of two-story frame commercial buildings. The proposed improvements will be graded primarily from west to east to proposed drainage flumes. Runoff velocity from the design storm event will be dissipated via shallow rip -rap basins placed at each inlet into the pond. These rip -rap basins are specifically designed for flow reduction and sediment collection. Flow spreaders have also been provided at each inlet to provide the required flow distribution across the infiltration basin. This infiltration basin has been designed with an open storage of 2.21 times the required storage without accounting for any infiltration. Since, however, the provided storage is just over two times the required storage, and local soils have such a high rate of permeability, it is concluded that the temporary pond formed by a rainfall event greater than 2.2 times the design will not overflow and therefore no diversion devices or overflow measures have been provided. (Reference the attached Drainage Basin Layoutfor delineation ofthe drainage area.) Drainage Basin #3 The 0.85 acres of drainage basin #3 will consist of the construction of a 11,260 s.f. of asphalt parking and drives, 389 s.f. of concrete sidewalks and covered decks, and 5,564 s.f of two- story frame commercial buildings. The proposed improvements will be graded primarily from west to east to proposed drainage flumes and drop inlets that drain to the infiltration basin. Runoff velocity from the design storm event will be dissipated via shallow rip -rap basins placed at each inlet into the pond. These rip -rap basins are specifically designed for flow reduction and sediment collection. Flow spreaders have also been provided at each inlet to provide the required flow distribution across the infiltration basin. This infiltration basin has been designed with an open storage of 2.43 times the required storage without accounting for any infiltration. Since, however, the provided storage is just over two and a half times the required storage, and local soils have such a high rate of permeability, it is concluded that the temporary pond formed by a rainfall event greater than 2.43 times the design will not overflow and therefore no diversion devices or overflow measures have been provided. (Reference the attached Drainage Basin Layout in for delineation of the drainage area boundaries)) Stormwater runoff from all impervious surfaces will receive a form of pollutant and sediment removal as described in best management practices. The following information is in conformance with the regulations as specified for high -density development: 1) Proposed impervious coverage of 59.38% over the total development area 2) Provision of a combination of vegetative buffers and infiltration basins along all proposed developmental activities to collect and transport stonmwater runoff from all impervious surfaces. An easement has been set around the perimeter of all the stormwater management basins for the purpose of operation and Maintenance. 1) Accumulated sediment within the basins should be removed annually or when the depth of the basin is reduced to 75% of the original design depth. In the case of the wet pond infiltration basin, sediment should be removed once the permanent pool depth reaches 75% of its design depth. 2) The shallow riprap basins located at each basin irilet not only serve as flow reducers but also as the primary sediment collection mechanism. These riprap basins should be monitored, repaired, and sediment build-up removed, as necessary. 3) Flow spreaders have been added through out each infiltration basin to provide an even distribution of runoff and thus pollutants. The Annual Report filed with the Secretary of State on April 7, 2005, indicates that Michael Nolan and Monica Witt are the only designated member/managers. Aesthetic ponds may NOT receive runoff directly from built -upon area. Please either redesign the ponds to minimum State standards, including surface area, a forebay, 6"1 vegetated shelf, storage for the 1" volume, an orifice sized for a 2-5 day drawdown,.and an outlet structure, or route all of the runoff into the infiltration area for treatment (sized for the entire drainage basin) and overflow into the "aesthetic ponds". 6. To what elevation does the "Top area of proposed basin", as reported in the calculations, belong to? 12. The pond design is based on 85% TSS, which requires a 30' vegetated filter. Please locate the filter on the plans within the property boundary, at the discharge of the pond, and provide a detail of the filter on the plans. 13. Please provide a means to distribute the runoff evenly across the bottom of the infiltration basin. 14. Please indicate the pond side slope vegetation and the wetland species to be planted on the 6:1 shelf. At this point, I am stopping the review until the final design can be quantified. Please note that this request for additional information is in response to a preliminary review. The requested information should be received in the Wilmington Regional Office prior to June 27, 2005, or the application will be returned as incomplete. Repair eroded areas immediately, re -seed as necessary to maintain good vegetative cover, mow vegetative cover to maintain a maximum height of six inches, and remove trash as needed. 3. Inspect and repair the collection system (i.e. catch basins, piping, swales, riprap, etc.) quarterly to maintain proper functioning. 4. Remove accumulated sediment from the wet detention basin system semi-annually or when dtmth is reduced to 75% of the original design depth (see diagram below). Removed sediment shall be disposed of in an appropriate manner and shall be handled in a manner that will not adversely impact water quality (i.e. stockpiling near a wet detention basin or stream, etc.). After every runoff producing rainfall event and at least monthly inspect the infiltration system for erosion, trash accumulation, vegetative cover, and general condition. 2. Repair eroded areas immediately, re -seed as necessary to maintain adequate vegetative cover, mow vegetated cover to maintain a maximum height of six inches, and remove trash as needed. 3. After every runoff producing rainfall event and at least monthly inspect the bypass, inflow and overflow structures for blockage and deterioration. Remove any blockage and repair the structure to approved design specifications. 4. Remove accumulated sediment from the pretreatment system and infiltration basin annually or when depth in the pretreatment unit is reduced to 75% of the original design depth. The system shall be restored to the original design depth without over -excavating. Over -excavating may cause the required water table separation to be reduced and may compromise the ability of the system to perform as designed. Removed sediment shall be disposed of in an appropriate manner and shall not be handled in a manner that will adversely impact water quality (i.e. stockpiling near a stormwater treatment device or stream, etc.). A benchmark shall be established in the pretreatment unit. The benchmark will document the original design depth so that accurate sediment accumulation readings can be taken. The measuring device used to determine the depth at the benchmark shall be such that it will give an accurate depth reading and not readily penetrate into accumulated sediments. When the design depth reads R.Z5 feet in the pretreatment unit, the sediment shall be removed from both the pretreatment unit and the infiltration basin. 5. If the Division determines that the system is failing, the system will immediately be repaired to original design specifications. If the system cannot be repaired to perform its design function, other stormwater control devices as allowed by NCAC 2H .1000 must be designed, approved and constructed.
