Chenuura Corporation Gastonia, NC Stormwater Pollution Prevention Plan SECTION 3.0 STORMWATER MANAGEMENT PLAN 3.1 Existing Best Management Practices (BMPs) This section identifies the BMPs presently employed at the facility which control or minimize the exposure of significant materials to stormwater. 3.1.1 Storage Practices The BMPs utilized at the plant for storage of materials are: All aboveground storage tank areas located inside and outside have secondary containment. These secondary containment structures are connected to the storm sewer by means of manually activated valves. Any stormwater collected in these areas is visually observed and the pH tested prior to discharge of the accumulated water. These observations and releases are documented on Water Release Inspection Form 430-13. Drums used for the storage of hazardous materials are stored in a covered area in Area 2. Non -hazardous materials including drums, pallets and waste packaging materials will be stored on the concrete storage pad behind building 9. Used oil is stored in a covered concrete pad with secondary containment in this same area. Raw material drums, totes, pails and pallets are stored within each of the on -site enclosed building/warehouses (Buildings 1-7 & 9). Behind building 6, a covered area is used for the storage of final drums of product. New empty drums to be used to store final product are stored outside in trailers along the side of this building and in front of it. New empty drums are also stored at the docks adjacent to each of the production units. Finished products and some raw materials are stored at a 3rd party off -site warehouse. The finished product material is shipped to the warehouse each weekday and the raw materials are brought on -site as needed. 3.1.2 Loading and Unloading Areas The Chemtura facility has 15 loading and unloading areas (docks) for box trucks at the facility. All of these areas are covered and have an overhang. We also have loading and unloading areas for tank trucks. Four of these areas are covered and four are not covered. They all have procedures and containment equipment to eliminate stormwater pollution. The loading and unloading areas associated with tanks have secondary containment consisting of a sloped and diked area, including valves to control the flow of materials out of the area or a sump. 0000000501 v2doc g Revised: 03 November 2009 Chemtura Corporation Gastonia, NC Stormwater Pollution Prevention Plan Loading and unloading procedures are discussed in the SPCC plan, W.S.P. #33. There are several written S.O.P.s related to the handling of materials at the facility. These include: - S.O.P. #1 — Established Procedure for Handling Waste - S.O.P. 911 — Handling and Storage of MDA - S.O.P. #45 — Standard Procedure for Unloading and Loading Tank/Box Trucks - Bulk materials have their own chemical -specific unloading and loading SOP's 3.1.3 Dust or Particulate Control Processes Dust collectors are used on any processes requiring control of particulate matter. 3.1.4 Sediment and Erosion Control The topography of the plant is slightly hilly with approximately 20-feet of total relief. The majority of the site is covered with impervious material. The unpaved areas subject to potential erosion are the grass area in front of the administration building, the area adjacent to Congress Street, the portion of the property adjacent to Catawba Creek and the strip of land adjacent to the railroad tracks. Sediment and erosion control are enacted at the plant by the use of grass on all unpaved areas and the use of rip rap and piping of discharge at discharge points A4 and A5. 3.1.5 Security The BMPs presently employed at the facility that relate to security are below. 3.1.5.1 Perimeter Barriers and Watchmen The entire Chemtura facility is surrounded by seven -foot high chain link fence. The nearest point of building to fence is 25 feet. Except for the laboratory, all other windows along this area are shatterproof plastic. At all other areas, this fence is a minimum of 80 feet from the building and up to 100 feet on the back side of the plant. The plant is presently operating 24 hours a day, seven days a week. Watchmen service is also provided 24 hours a day, seven days a week. The City Police patrol the area frequently. 3.1.5.2 Master Plow and Drain Valves There are drain valves located in the secondary containment for all tank areas. All tank containment area valves are placed in the closed position when in the non -operating mode of standby status. Material transfer operations are attended constantly and the hoses; valves and fittings are checked for indicators of leakage or equipment wear. The hoses and equipment are stored in a manner to avoid stormwater pollution. 3.1.5.4 Facility Lighting Lighting sufficient for security purposes is provided on the operating facility grounds. 3.1.6 Management of Runoff Currently, Chemtura's traditional stormwater management practices appear to be adequate for site conditions. Chemtura utilizes grading of paved areas toward catch basins/drop inlets, curb -and -gutter, and vegetative swales (drainage ditches) to control management of runoff. 3.1.7 Inspection of Stormwater Conveyances All controls and measures used in the conveyance of stormwater, including detention ponds, rip rap, sediment traps, secondary containment areas and ditches are inspected on a daily basis. The purpose of the inspection is to detect any problems that may have arisen, such as erosion caused by stormwater conveyances and structural controls that are defective. The forms used for this inspection are Inspection Forms 430-G and 430-G1. 3.1.8 Security Analysis A security site vulnerability survey has been completed and corrective actions addressed. A security site vulnerability verification was completed by the Gaston County Sheriffs Office. 3.2 Proposed Best Management Practices The proposed BMI's to be considered are listed below: 1. Minimize the quantity of non -hazardous waste containers stored on site. 2. Minimize the duration of storage for used/empty raw material drums on site. Implementation of Proposed Best Management Practices All proposed BMPs were considered feasible and have been implemented by Chemtura. 0000000501 vldoc 10 Revised: 03 November 2009 Significant Change Narrative We plan to develop and implement a recycling process for one of our cleaning materials that we have historically disposed of as waste (DBE-6). This will be done by utilizing an on -site mobile distillation recovery unit. This will minimize the introduction of this material to the environment and reduce our overall material costs. The processing equipment will be maintained within an enclosed trailer by an outside vendor. The material being transferred to the recovery unit will be held on a secondary containment pad with additional containment being provided by our existing unloading area dikes and containment valves.
