Dear Mr. Saint:
On December 20, 2019, the Division of Energy, Mineral, and Land Resources (DEMLR) issued
Stormwater Management Permit SW3190703 for the construction of Hemby Place at the intersection of
Hemby Road & Providence Road in Weddington, NC. Inspections of this site have found that the project
has not been constructed and, at the request of the current permittee, the permit is being rescinded
effective immediately.
In the future, if you, the property owners, or another interested party wish to develop this site, they must
first apply for and receive a new Stormwater Management Permit. The proposed development must meet
the latest stormwater rules, currently Title 15A NCAC 02H .1000, amended on January 1, 2017 (the 2017
Rules, and the latest standards in the Stormwater Design Manual. Operation of a stormwater treatment
facility, or construction of built -upon surfaces without a valid Stormwater Permit, will subject the
responsible party to a civil penalty of up to $25,000 per day.
