Sheet flow directions should be added to the map SDO 4 contained standing water that was stained orange. Stormwater draining to the outfall drains from where grass clippings are stored for compost. Greenway Waste will move the grass clippings to drain toward an outfall that will be sampled for compost. Greenway Waste will rope off the area so the grass clippings could no longer be dumped there. The facility is currently conducting a tier I response as the last, and only, sample taken exceedanced the benchmark at multiple outfalls. Diversions need to be reworked and smoothed out then seeded and mulched. Leachate was observed draining to Basin 2 from a leach along the southern side of the site. Several plugs were observed in this area. Standing water in Basin 6 is dark brown/black color, caused by compost runoff. Greenway Waste stated this will decrease once they can get the compost wind -rowed. The entire area around Basin #6 including the new stockpile area will need to be regraded so that all runoff drains to basin #6. This includes the diversion ditch from the upper basin (old) down to the sample point at Basin #6. That diversion will need to be calculated for the required storm event. The facility has a SWPPP onsite that does not reflect current site conditions. It should be updated to include the information outlined in the NCG12 permit that was renewed in July 2021. A SWPPP was provided, but no revisions had been made since at least 2014. Additions need to be made to the site map per the new permit requirements. Leachate was collecting in one of the onsite stormwater basins. It was stated that leachate seaps occur frequently at the site. All the outfalls were observed, but there was an additional outlet draining from Basin #6 and additionally from a new stockpile area that has not been sampled.
