Inspection Summary:
An inspection was done at the landfill (covered under NCG120102) and it was found that there is an onsite composting
operation. They were directed to apply for coverage to incorporate the compost operation. During the inspection, site
contacts were confusing the requirements of the multiple solid waste and stormwater permits. Site contacts may wish to
apply for an individual permit to consolidate NCG12 and NCG24 permit requirements.
The application for the NCG24 only listed SDO 5 as the only outfall that will be sampled for compost runoff. SDO 6 should
be added.
SDO 4 had standing water that was stained orange. Stormwater draining to the outfall drains from where grass clippings are
stored for compost. Site contacts want to move the grass clippings, so they do not have to sample compost from this
outfall. Site contacts said they would rope off the area so the grass clippings could no longer be dumped there.
Coverage is recomended either under an individual permit or under the NCG24. The site is not currently in compliance with
the NCG12 permit and has been under a Notice of Deficiency since December 2020.
