This stormwater system has been approved for the management of stormwater runoff as described in Section 1.6 on page 3 of this permit. The stormwater controls have been designed to handle the runoff from 3.66 acres of impervious area. 3. All stormwater collection and treatment systems must be located in either dedicated common areas or recorded easements. The final plats for the project will be recorded showing all such required easements, in accordance with the approved plans and permit. 4. The tract will be limited to the amount of built -upon area indicated on page 3 of this permit, and per approved plans. 5. Approved plans and specifications for this project are incorporated by reference and are enforceable parts of the permit. The runoff from all built -upon area within the permitted drainage areas of this project must be directed into the permitted stormwater control system. The stormwater management system shall be constructed in its entirety, vegetated and operational for its intended use prior to the construction of any built -upon surface. 2. During construction, erosion shall be kept to a minimum and any eroded areas of the system will be repaired immediately. 3. The permiftee shall at all times provide the operation and maintenance necessary to assure the permitted stormwater system functions at optimum efficiency. The approved Operation and Maintenance Plans must be followed in its entirety and maintenance must occur at the scheduled intervals including, but not limited to: a. Semiannual scheduled inspections (every 6 months). b. Sediment removal. C. Mowing and revegetation of slopes and the vegetated filter. d. Immediate repair of eroded areas. e. Maintenance of all slopes in accordance with approved plans and specifications. f. Debris removal and unclogging of bypass structure, filter media, flow spreader, catch basins, piping and vegetated filter. g. A clear access path to the bypass structure must be available at all times. Page 3 of 8 State Stormwater Management Systems Permit No. SW7070706 4. Records of maintenance activities must be kept and made available upon request to authorized personnel of DWQ. The records will indicate the date, activity, name of person performing the work and what actions were taken. 5. The facilities shall be constructed as shown on the approved plans. This permit shall become voidable unless the facilities are constructed in accordance with the conditions of this permit, the approved plans and specifications, and other supporting data. 6. Upon completion of construction, prior to issuance of a Certificate of Occupancy, and prior to operation of this permitted facility, a certification must be received from an appropriate designer for the system installed certifying that the permitted facility has been installed in accordance with this permit, the approved plans and specifications, and other supporting documentation. Any deviations from the approved plans and specifications must be noted on the Certification. A modification may be required for those deviations. 7. If the stormwater system was used as an Erosion Control device, it must be restored to design condition prior to operation as a stormwater treatment device, and prior to occupancy of the facility. 8. Access to the stormwater facilities shall be maintained via appropriate easements at all times. 9. The permittee shall submit to the Director and shall have received approval for revised plans, specifications, and calculations prior to construction, for any modification to the approved plans, including, but not limited to, those listed below: a. Any revision to any item shown on the approved plans, including the stormwater management measures, built -upon area, details, etc. b. Project name change. C. Transfer of ownership. d. Redesign or addition to the approved amount of built -upon area or to the drainage area. e. Further subdivision, acquisition, lease or sale of all or part of the project area. The project area is defined as all property owned by the permittee, for which Sedimentation and Erosion Control Plan approval or a CAMA Major permit was sought. f. Filling' in, altering, or piping of any vegetative conveyance shown on the approved plan. 10. The permittee shall submit final site layout and grading plans for any permitted future areas shown on the approved plans, prior to construction. 11. A copy of the approved plans and specifications shall be maintained on file by the Permittee for the life of the project. 12. The Director may notify the permittee when the permitted site does not meet one or more of the minimum requirements of the permit. Within the time frame specified in the notice, the permittee shall submit a written time schedule to the Director for modifying the site to meet minimum requirements. The permittee shall provide copies of revised plans and certification in writing to the Director that the changes have been made. 13. This permit shall be effective from the date of issuance until July 27, 2017. Application for permit renewal shall be submitted 180 days prior to the expiration date of this permit and must be accompanied by the processing fee. 14. No homeowner/lot owner/developer shall fill in, alter, or pipe any drainage feature (such as swales) shown on the approved plans as part of the stormwater management system without submitting a revision to the permit and receiving approval from the Division. The facility must be in compliance with all permit conditions. Any items not in compliance must be repaired or replaced to design condition prior to the transfer. Records of maintenance activities performed to date will be required. 16. Prior to the sale of any lot, the following deed restrictions must be recorded: a. The following covenants are intended to ensure ongoing compliance with State Stormwater Management Permit Number SW7070706, as issued by the Division of Water Quality under NCAC 2H.1000. b. The State of North Carolina is made a beneficiary of these covenants to the extent necessary to maintain compliance with the Stormwater Management Permit. C. These covenants are to run with the land and be binding on all persons and . parties claiming under them. d. The covenants pertaining to stormwater may not be altered or rescinded without the express written consent of the State of North Carolina, Division of Water Quality. e. Alteration of the drainage as shown on the approved plans may not take place without the concurrence of the Division of Water Quality. f. Construction of additional built -upon area in excess of 159,304 square feet, as noted in the permit and on the approved plans, will require a permit modification. g. All runoff on the lot must drain into the permitted system. h. Filling in or piping of any vegetative conveyances (ditches, swales, etc.) associated with this development, except for average driveway crossings, is strictly prohibited by any persons. 17. A copy of the recorded deed restrictions must be submitted to the Division within 30 days of the date of recording the plat, and prior to selling lots. The recorded copy must contain all of the statements above, the signature of the Permittee, the deed book number and page, and the stamp/signature of the Register of Deeds. 18. Built upon area includes, but is not limited to, structures, asphalt, concrete, gravel, brick, stone, slate, coquina and parking areas, but does not include raised, open wood decking, or the water surface of swimming pools. III. GENERAL CONDITIONS This permit is not transferable except after notice to and approval by the Director. In the event of a change of ownership, or a name change, the permittee must submit a formal permit transfer request to the Division of Water Quality, accompanied by a completed name/ownership change form, documentation from the parties involved, and other supporting materials as may be appropriate. The approval of this request will be considered on its merits and may or may not be approved. The permittee is responsible for compliance with all permit conditions until such time as the Division approves the transfer request. 2. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to enforcement action by the Division of Water Quality, in accordance with North Carolina General Statute 143-215.6A to 143-215.6C. The issuance of this permit does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances, which may be imposed by other government agencies (local, state, and federal) having jurisdiction. 4. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement stormwater management systems. 5. The permittee grants DENR Staff permission to enter the property during normal business hours for the purpose of inspecting all components of the permitted stormwater management facility. 6. The permit may be modified, revoked and reissued or terminated for cause. The filing of a request for a permit modification, revocation and reissuance or termination does not stay any permit condition. 7. Unless specified elsewhere, permanent seeding requirements for the stormwater control must follow the guidelines established in the North Carolina Erosion and Sediment Control Planning and Design Manual. 8. Approved plans and specifications for this project are incorporated by reference and are enforceable parts of the permit. A copy of the approved plans and specifications shall be maintained on file by the Permittee for the life of the project. 9. The stormwater management system shall be constructed in its entirety, vegetated and operational for its intended use prior to the construction of any built -upon surface. 2. During construction, erosion shall be kept to a minimum and any eroded areas of the system will be repaired immediately. 3. The permittee shall at all times provide the operation and maintenance necessary to assure the permitted stormwater system functions at optimum efficiency. The approved Operation and Maintenance Plans must be followed in its entirety and maintenance must occur at the scheduled intervals including, but not limited to: a. Semiannual scheduled inspections (every 6 months). b. Sediment removal. C. Mowin.9 and revegetation of slopes and the vegetated filter. d. Immediate repair of eroded areas. e. Maintenance of all slopes in accordance with approved plans and specifications. f. Debris removal and unclogging of bypass structure, filter media, flow spreader, catch basins, piping and vegetated filter. g. A clear access path to the bypass structure must be available at all times. 4. Records of maintenance activities must be kept and made available upon request to authorized personnel of DWQ. The facilities shall be constructed as shown on the approved plans. This permit shall become voidable unless the facilities are constructed in accordance with the conditions of this permit, the approved plans and specifications, and other supporting data. 6. Upon completion of construction, prior to issuance of a Certificate of Occupancy, and prior to operation of this permitted facility, a certification must be received from an appropriate designer for the system installed certifying that the permitted facility has been installed in accordance.with this permit, the approved plans and specifications, and other.supporting documentation. Any deviations from the approved plans and specifications must be noted on the Certification. A modification may be required for those deviations. 7. If the stormwater system was used as an Erosion Control device, it must be restored to design condition prior to operation as a stormwater treatment device, and prior to occupancy of the facility. 8. Access to the stormwater facilities shall be maintained via appropriate easements at all times. 9. The permittee shall submit to the Director -and shall have received approval for revised plans, specifications, and calculations prior to construction, for any modification to the approved plans, including, but not limited to, those listed below: a. Any revision to any stern shown on the approved plans, including the stormwater management measures, built -upon area, details, etc. b. Project name change. C. Transfer of ownership. d. Redesign or addition to the approved amount of built -upon area or to the drainage area. e. Further subdivision, acquisition, lease or sale of all or part of the project area. The project area is defined as all property owned by the permittee, for which Sedimentation and Erosion Control Plan approval or a CAMA Major permit -was sought. f. Filling in, altering, or piping of any vegetative conveyance shown on the approved plan. 10. The permittee shall submit final site layout and grading plans for any permitted future areas shown on the approved plans, prior to construction. 11. A copy of the approved plans and specifications shall be maintained on file by the Permittee for the life of the project. 12. The Director may notify the permittee when the permitted site does not meet one or more of the minimum requirements of the permit. Within the time frame specified in the notice, the permittee shall submit a written time schedule to the Director for modifying the site to meet minimum requirements. The permittee shall provide copies of revised plans and certification in writing to the Director that the changes have been. made. 13. This permit shall be effective from the date of issuance until July 27, 2017. Application for permit renewal shall be submitted 180 days prior to the expiration date of this permit -- and must be accompanied by the processing fee. 14. No homeowner/lot owner/developer shall fill in, alter, or pipe any drainage feature (such as swales) shown on the approved plans as part of the stormwater management system without submitting a revision to the permit and receiving approval from the Division. 15. Prior to transfer of the permit, the stormwater facilities will be inspected by DWQ personnel. The facility must be in compliance with all permit conditions. Any items not in compliance must be repaired or replaced to design condition prior to the transfer. Records of maintenance activities performed to date will be required. The following covenants are intended to ensure ongoing compliance with State Stormwater Management Permit Number SW7070706, as issued by the Division of Water Quality under NCAC 2H.1000. b. The State of North Carolina is made a beneficiary of these covenants to the extent necessary to maintain compliance with the Stormwater Management Permit. C. These covenants are to run with the land and be binding on all persons and parties claiming under them. d. The covenants pertaining to stormwater may not be altered or rescinded without the.express written consent of the State of North Carolina, Division of Water Quality. e. Alteration of the drainage as shown on the approved plans may not take place without the concurrence of the Division of Water Quality. f. Construction of additional built -upon area in excess of 159,304 square feet, as noted in the permit and on the approved plans, will require a permit modification. g. All runoff on the lot must drain into the permitted system. h. Filling in or piping of any vegetative conveyances (ditches, swales, etc.) associated with this development, except for average driveway crossings, is strictly prohibited by any persons. 17. A copy of the recorded deed restrictions must be submitted to the Division within 30 days of the date of recording the plat, and prior to selling lots. The recorded copy must contain all of the statements above, the signature of the Permittee, the deed book number and page, and the stamp/signature of the Register of Deeds. 18. Built upon area includes, but is not limited to, structures, asphalt, concrete, gravel, brick, stone, slate, coquina and parking areas, but does not include raised, open wood decking, or the water surface of swimming pools. III. GENERAL CONDITIONS 1. This permit is not transferable except after notice to and approval by the Director. In the event of a change of ownership, or a name change, the permittee must submit a formal permit transfer request to the Division of Water Quality, accompanied by a completed name/ownership change form, documentation from the parties involved, and other supporting materials as may be appropriate. The approval of this request will be considered on its merits and may or may not be approved. The permittee is responsible for compliance with all permit conditions until such time as the Division approves the transfer request. 2. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to enforcement action by the Division of Water Quality, in accordance with North Carolina General Statute 143-215.6A to 143-215.6C. 3. The issuance of this permit does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances, which may be imposed by other government agencies (local, state, and federal) having jurisdiction. The permit may be modified, revoked and reissued or terminated for cause. Repair eroded areas immediately, re -seed as necessary to maintain good vegetative cover, mow vegetative cover to maintain a maximum height of six inches, and remove trash as needed. Inspect and repair the collection system (i.e. catch basins, piping, swales, riprap, etc.) quarterly to maintain proper functioning. 4. Remove accumulated sediment from the wet detention basin system semi-annually or when depth is reduced to 75% of the original design depth (see diagram below). Removed sediment shall be disposed of in an appropriate manner and shall be handled in a manner that will not adversely impact water quality (i.e. stockpiling near a wet detention basin or stream, etc.). The measuring device used to determine the sediment elevation shall be such that it will give an accurate depth reading and not readily penetrate into accumulated sediments. When the permanent pool depth reads 4.5 feet in the main pond, the sediment shall be removed. When the permanent pool depth reads 2.2 5 feet in the forebay, the sediment shall be removed. I am basing my recommendations on the fact that certain benefits may be realized by the addition of such devices. First, surface disturbance of the pond can increase dissolved oxygen levels in the pond and enhance biological activity that can be beneficial in removing some pollutants of concern. Second, gentle mixing of the water column may aid in flocculation of certain pollutants as well as allow for contact with the anoxic zone of the pond's bottom encouraging de -nitrification. Third, disturbing the surface of the pond can discourage mosquito breeding. After researching different products designed for use in ponds, I discovered a variety of aeration and fountain type systems. I do not recommend the use of the aeration systems that work like fish tank bubble stone as they would create too much disturbance. I do recommend surface fountains that draw water from less than 2 feet. Some of the surface fountains simply float on top of the water and have the intake, pump and fountain nozzle all in one unit. These dearly draw water at the surface. Others make use of a separated nozzle, pump, and/or intake connected by tubing. If these are to be used they must draw their water from the surface in the deepest part of the pond. Also, I recommend that the falling water from the fountain be centered in the pond and away from the shore line. In regards to sizing the pump, it seemed appropriate to compare the energy input to the pond volume using a velocity gradient that would encourage flocculation in water treatment applications. The assumption is that if small enough amount of energy input was used that re -suspension would not be an issue. Further, if the amount of energy added by the fountain was comparable to that needed to encourage flocculation of fecal coliform, for instance, then it may even prove to be a benefit. As a Final check, I also determined the detention time based on pumping rates to further show that too much mixing would not occur. The shortest detention times were in the order of two days. Based on the above, here is the proposed schedule of maximum pump power (hp) vs. minimum pond volume (cubic feet). Now the facility is planning to expand on its 12 acre site located at the Elizabeth City — Pasquotank County Regional Airport. The site is located on the west side of Consolidated Road — SR 1131 in Pasquotank County. This permit application will provide storm water treatment for the existing building and parking as well as all new improvements, with exceptions as noted. The submitted plans show the existing facility and the proposed expansion. We have divided the site into two drainage areas. Area 1 will contain half of the existing building, most of the existing parking areas, the approach slab located behind the existing building, and a small part of the taxiway. Previous runoff from the air field will be redirected so that it will no longer drains through Area 1. Area 2 will contain the proposed construction and half of the existing building. The proposed expansion will involve the demolition of the parking lot to the west of the existing building to allow the addition of a 10,000 SF hangar and another 80,000 SF aircraft hangar. The approach apron behind the proposed expansion is previously permitted by others. According to the Pasquotank County Soils Maps as prepared by USDA, Soil Conservation Service, the soils on this site are Roanoke. Two soil borings were performed in the area of the detention pond by Sean C. Robey, PE and Kimberly Hamby on May 21, 2007. All soil borings were conducted with and AMS 2-314" diameter 6' long hand mud auger. Boring 1 was located in an area where underground tanks were previously located. The only soil present was sand fill. The elevation at that location is approximately 8.5'. The color of the sand began to change between 48-54" and there was obvious wetness at 60". Boring 2 was located in native soil slightly outside of the limits of the detention pond. The elevation at this location is approximately 8.0'. The first 4-6" was topsoil. From 6-48" was clay, from 48-60" was a silty clay, and at 60" we encountered wet, light colored sand. The clay is typical for Roanoke soils. Based upon these two borings, we estimate the water table to be between elevation 3.0 and 3.5. Permanent pool elevation for the detention pond has been set at elevation 3.5. Drainage Area 1 contains 6.06 acres and includes the eastern half of the existing 80,000 sf aircraft hangar with related parking, drive aisles, sidewalk and concrete aircraft approach slab areas. The approach slab located behind the existing DRS Technologies hangar contains drop inlets originally designed to capture all of the runoff from the slab. During construction, the slab was re -graded to sheet flow to two grassed areas located between In the access drives. Due to the re -grading of the slab, little if any water actually drains to the drop inlets. The grassed areas between the apron and the taxiway are currently drained by drop inlets that route the storm water to the Consolidated Road roadside ditch. The parking in front of the existing hangar also drains to the roadside ditch via stormwater flumes. Future master planning of the Elizabeth City — Pasquotank County Aviation Center located directly across Consolidated Road will provide for stormwater treatment for Area 1. The Aviation Center Master Plan is currently underway and we expect stormwater permit application for the Aviation Center to be ready for submittal within 6 months. To provide immediate interim treatment for the runoff from these areas, drain guards will be installed in each of the existing drop inlets and curb flumes. Specifications for these devices are included in the details sections of the plans. Drainage Area 2 contains 4.24 acres and represents the amount of new impervious drainage area added by the construction of the new hanger facility. All of the storm water generated by the new hangar facility will be treated by the wet detention pond located to the west of the site. Drainage from the west side of the existing building, (40,000 sf) is currently handled in underground gutter collection system. This collection system drains to the roadside ditch untreated. During the construction of the expansion, this water will be intercepted and re -directed to the new wet detention pond on the west side of the property. The direct outfall to the roadside ditch will be plugged. The existing parking lot and 10,000 sf hanger will be absorbed into the new construction. The water from this area is also directed to the western wet pond. The detention basin is designed for storage of 1" of runoff and 90% TSS removal. The pond cannot be increased in size due being constrained by existing gravity sewer along Consolidated Road, drainage re-routing against the existing apron and the sewer pump station. The total disturbed area for this project will not exceed S acres. Limits of disturbance have been shown on the plans. As mentioned in the soils reporting section of this report, there were fuel tanks removed from the area proposed for the detention pond. Contamination was found and a previous effort was made to remove and replace the contaminated soil. Upon the last environmental inspection, some contamination was still evident. Please see the attached letter from NCDENR, Division of Waste Management, Underground Storage Tank Section. We expect that any remaining contamination will be removed during the construction of the detention pond. All material excavated for the purposed of constructing the pond will be handled as if it is contaminated.
