"hhc plans called for the installation of a lorebay and an aquatic bench. The existing pond Foot print area and shape was to remain the same. The proposed pond depth was to be four feet. ']'lie actual pond existing depth was determined to be eighteen feet. This depth made the pond more el'licient in terms ol'stormwater treatment. The relatively deep existing pond depth would not facilitate the construction of a lorebay or an aquatic bench. The pond would have to be filled in order to construct the aquatic bench. Due to the relatively deep existing pond depth, it is proposed that the forebay and the aquatic bench not be required. As we discussed at the site, the pond depth averages 2.0'-2.5' deeper than the permitted depth of 4.0'. "rhe drainage swales flowing into the pond are relatively long, have mild longitudinal slopes, have 3:1 side slopes and are completely stabilized with grass. 'rhe contractor is in the process of mowing the pine trees which have grown up around the pond. Fie has already excavated out the forebay area as requested. I think we agreed to some reasonable/minor changes that would be practical and may be avoid some more extensive/expensive type work. I was expecting an "as -built" plan showing the modifications we discussed, confirmation that the work is complete, and a new 0&M agreement signed by new owner; so that I could get the permit renewed/issued in the current owner's name. Attn: Mr. Pat McCullough 604 East Main Street Havelock, NC 28532 Subject:: Stormwater Permit No. SW7960803 Neuse Builders Development Craven County Dear Mr. McCullough: The Division of Water Quality issued a Coastal Stormwater Management Permit, Number SW7960803 for Neuse Builders Development on December 31, 1997. This permit expires on December 31, 2007. Section .1003(h) of 15 A NCAC 2H .1000 (the stormwater rules) requires that applications for permit renewals shall be submitted 180 days prior to the expiration of a permit and must be accompanied by a processing fee, which is currently set at $420.00. If this is still an active project please complete and submit the enclosed renewal application in a timely manner. If this project has not been constructed and a permit is no longer needed, please submit a request to have the permit rescinded. If you have sold the project, or are no longer the permittee, please provide the name, mailing address and phone number of the person or entity that is now responsible for this permit. Enclosed is a form for change of ownership, which should be completed and submitted if the property has changed hands. Your permit requires that upon completion of construction and prior to operation of the permitted treatment units a certification of completion be submitted to the Division from an appropriate designer for the system installed. This is to certify that the permitted facility has been installed in accordance with the permit, the approved plans, specifications and supporting documentation. Please include a copy of the certification with your permit renewal request and processing fee. Enclosed is a copy of a sample certification. Also enclosed is a new Operation and Maintenance agreement that should be completed and submitted along with your renewal application. The Director may notify the permittee when the permitted site does not meet one or more of the minimum requirements of the permit. Within the time frame specified in the notice, the permittee shall submit a written time schedule to the Director for modifying the site to meet minimum requirements. The permittee shall provide copies of revised plans and certification in writing to the Director that the changes have been made. II. SCHEDULE OF COMPLIANCE 1. The permittee will comply with the following schedule for construction and maintenance of the stormwater management system. a. The stormwater management system shall be constructed in its entirety, vegetated and operational for its intended use prior to the construction of any built -upon surfaces except roads. b. During construction, erosion shall be kept to a minimum and any eroded areas of the system will be repaired immediately. 2. The facilities must be properly maintained and operated at all times. The approved Operation and Maintenance Plan must be followed in its entirety and maintenance must occur at the scheduled intervals. 3. The permittee shall at all times provide the operation and maintenance necessary to assure the permitted stormwater system functions at optimum efficiency including, but not limited to: 5 a. Semiannual scheduled inspections (every 6 months) b. Sediment removal C. Mowing and revegetation of side slopes d. Immediate repair of eroded areas e. Maintenance of side slopes in accordance with approved plans and specifications f. Debris removal and unclogging of outlet structure, orifice device and catch basins and piping. 4. Records of maintenance activities must be kept and made available upon request to authorized personnel of DWQ. The records will indicate the date, activity, name of person performing the work and what actions were taken. 5. This permit shall become voidable unless the facilities are constructed in accordance with the conditions of this permit, the approved plans and specifications, and other supporting data. 6. Upon completion of construction and prior to operation of this permitted facility, a certification must be received from an appropriate designer for the system installed certifying that the permitted facility has been installed in accordance with this permit, the approved plans and specifications, and other supporting documentation. A copy of the approved plans and specifications shall be maintained on file by the Permittee for a minimum of five years from the date of the completion of construction. III. GENERAL CONDITIONS 1. This permit is not transferable. In the event there is a desire for the facilities to change ownership, or there is a name change of the Permittee, a formal permit request must be submitted to the Division of Water Quality accompanied by an application fee, documentation from the parties involved, and other supporting materials as may be appropriate. The approval of this request will be considered on its merits and may or may not be approved. 2. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to enforcement action by the Division of Water Quality, in accordance with North Carolina General Statute 143-215.6(a) to 143-215.6(c). 3. The issuance of this permit does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local, state, and federal) which have jurisdiction. 6 4. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement stormwater management systems. 5. The permit may be modified, revoked and reissued or terminated for cause. INTRODUCTION This project involves the development of a 17.2 acre tract located in New Bern, North Carolina into a planned development consisting of an apartment complex and a duplex residential development. The majority of the site will be altered by land grading or improvement activities. Basically, the site is bisected more or less by a residential collector road which will be constructed to access this project as well to eventually access other land beyond the project site. The property on the northern side of the collector road is proposed to be developed as a residential duplex development. This residential development will have curb and gutter streets but will meet the low density criteria (29.97% built -upon area). Approximately two-thirds of the duplex area is proposed to drain to a large existing drainage ditch along the northern side of the property as shown on the enclosed drainage basin map. A portion of the proposed runoff entering this ditch will originate from the curb and guttered street section. The runoff from the curb and guttered section of street is proposed to be filtered through 100 LF of 5:1 side slope grass swale prior to transitioning to 270 LF of 3:1 side slope grass swale for additional filtration prior to entering the existing drainage ditch. The remaining one-third of the duplex area will drain into a relatively wide wetland area located along the northwestern property line of the site. The wetland area will provide filtration of the discharged stormwater. In addition, this runoff will be discharging into the proposed stormwater detention pond. ' In summary, as much of the stormwater as possible from the duplex portion of the development is proposed to be discharged into an existing drainage ditch to take advantage of the low -density status of this portion of the development. The discharged stormwater however, will be filtered through grass -lined drainage swales. All of the stormwater runoff from the apartment complex portion ' of the development will be routed through the stormwater 1 detention pond. All of the stormwater runoff from the apartment complex will be transported to the detention pond via grass -lined ' drainage swales. ' An undeveloped parcel exists at the southeastern corner of the property. That site is not going to be developed at this time; however, an allowance of 50% built -upon area is made for that e parcel in the drainage calculations. Stormwater from that parcel would be filtered through approximately 800 LF of grass -lined drainage swale prior to discharging into the stormwater detention pond. A Lastly, approximately 7.2 acres of adjacent undeveloped property will be discharging into the stormwater detention pond, of which approximately one-half is a wooded wetland area. No allowance for built -upon area is made for these areas since there stormwater impacts will be addressed separately when these projects are developed. H. DRAINAGE VOLUME CALCULATIONS The calculations for the design drainage volumes are shown in Appendix A. Stormwater runoff calculations are based on the rational formula using widely accepted runoff coefficients obtained from Elements of Urban Stormwater Design, H.R. Malcolm, 1989. M. STORMWATER COLLECTION SYSTEM Stormwater from the residential duplex portion of this project will be collected via curb and gutter street sections. All stormwater runoff will be treated by filtration through grass drainage swales as previously discussed. ' Stormwater from the apartment complex portion of the project will ' sheet flow into grass drainage swales prior to discharging to the stormwater detention ponds. i 2 II 1 i 1 1 1 1 F i 1 1111 1 1 1 1 e 1 IV. DETENTION PONDS The stormwater detention pond is designed to completely hold the runoff associated with the one -inch rainfall event. The outlet orifice is sized to draw the 1" storm runoff volume down to the permanent pool elevation in 2.5 days. The stormwater detention pond is most sensitive to the 90-minute storm duration for the 10-year storm. The peak outflow is 14.09 CFS and the peak stage is 23.611, 1.81 feet above permanent pool elevation. The detention pond will bypass storms greater than the 25-year storm (23.801 stage). The pond is designed with 4:1 side slopes above the permanent pool elevation and 4:1 side slopes below the permanent pool elevation as indicated on the project plans. An aquatic bench with a slope of 1:12 exists around the perimeter of the pond. The riser and barrel are each anchored against buoyancy. The permanent pool depth is four feet. The riser and orifice are each protected against debris interference. Rip -rap protection is provided for the two barrel outlets. The stormwater detention pond is sized for 90% TSS removal based on the SA/DA tables as outlined in the calculations. V. OUTLET STABILIZATION The Erosion and Sedimentation Control Planning and Design Manual was used to determine the appropriate rip -rap size, thickness and geometric arrangements to stabilize the barrel outlets as outlined in the calculations in Appendix A. 1 3 iSTORMWATER DETENTION POND MAINTENANCE PLAN NEUSE BUILDERS DEVELOPMENT NEW BERN, NORTH CAROLINA The project owner will be responsible for providing maintenance of the stormwater detention pond required for the Neuse Builders Development in New Bern, North Carolina. Routine Maintenance ' 1. The side slopes and embankment of the wet pond must be mowed at least twice a year to prevent woody growth and to control weeds. More frequent ' mowing may be deemed necessary in order to enhance the appearance of the site. ' 2. The wet pond must be inspected on an annual basis to ensure that the structure is operated in the manner originally intended. when possible, inspections should be conducted during wet weather to determine if the a pond is functioning properly. Inspection priorities should include: checking the embankment for subsidence, erosion, cracking and tree growth; the condition of the emergency spill way and drain; the accumulation of sediment, clogging of the barrel and outlet; adequacy of upstream and downstream channel erosion protection measures; any modifications which have occurred to the contributing watershed for the pond structure; and ' the stability of the side slopes. This inspection should be carried out with as -built pond plans in hand. 3. As a part of the periodic mowing operations, debris and litter should be removed from the surface of the pond. Particular attention should be paid to floatable debris around the riser. The outlet should be checked for possible clogging. 4. The pond side slopes, emergency spill way and embankment all may periodically suffer from slumping and erosion. Corrective measures such 1 as regrading and revegetation may be necessary. Similarly, the rip -rap protecting the channel at the outlet may need to be repaired or replaced. 5. Sediment removal from the pond shall occur when it has accumulated to a depth of 1 foot in the detention pond forebay areas.
