During the City review process for the project, the adjoining property owner to the east expressed concern that stormwater runoff from the Tractor Supply property would flow onto his property. Despite discussions illustrating the inverted pavement sections and stormwater collection system would not allow surface water runoff from the Tractor Supply property to enter his property, his fears could not be alleviated. Therefore, it was agreed upon that a small shallow swale could be installed between the edge of the pavement and the property line along the eastern side of the site to divert any possible water from the Tractor Supply site away from this property. The Tractor Supply construction was completed in accordance with the project plans. With the inverted pavement section, no water is entering this swale from the pavement section. There is a small pavement area at the northeastern entrance from U.S. Highway 17 where runoff from the pavement flows to the vegetated shoulder area and enters the swale. I have included with this email a copy of the grading plan which illustrates the location of this swale. The Swale is vegetated and stable. The development includes the 19,050 square foot building, parking, outside display and storage areas, US 17 turn Zane and entrance driveways. The site is presently wooded and undeveloped. The project will have an infiltration basin for stormwater treatment. The basin is sized to hold the entire 10-year, 24-11our storm runoff volume without discharge in order to provide the required runoff rate control. The Tractor Supply facility will be on its separate lot which is 3.82 acres in size. "fhe Tractor Supply lot built -upon area is 66.18%. The proposed driveway accessing the western side of the site crosses two separate pieces of property, one of which will be a future development outparcel site outside of this project. The outparcel area is treated as a separate stormwater basin (basin 42). Basin 112 is designated as it low density area with a built -upon area of 14.6%. All of the runoff from the entrance drive, including that runoff from another adjoining property being crossed, is collected in the curb and gutter system and is directed to a 5:1 side slope vegetated outlet swale for treatment. The outparcel will be developed at a later date, at which time the driveway runoff may be discharged to a BMP developed at that time. The detention pond will be used as a temporary sedimentation trap during construction and will be cleaned of any accumulated sediment after construction. The soils on the site are classified as Autryville by the Craven County Soil Survey. Autryville is described as a sand and a sandy loam at the depths to be disturbed by this project. 'file depth to the seasonal high water table (SH WT) at the boring location was determined to be ten feet. This depth corresponds to an elevation of 13.0 beet for the SHWT. The infiltration rate reported by GCS, Limited is 8.3 inches/hour. The property is owned by Meadows Properties, LLC and is being developed by ARTTSCOTWO, LLC. There have been no previous permits issued for the work area. The driveway accessing the western side of the site is being constructed across two other properties and will benefit both of these property owners. The other property owners have provided permission for the construction of the driveway along with access easements. ']here is no off=site pervious or impervious area draining into the site. A display area at the front of the parking lot along US 17 is 4,500 square feet in size and will be constructed of pervious concrete. There will be no traffic across this area. For State Sturmwater Management Narrative Tractor Supply Page 2 stormwatcr purposes, the pervious concrete area is still being treated as an impervious area. The pervious concrete is being used io satisfy the City of New Bern nutrient requirements only for a reduction in impervious area. The sewer system for the property will be the extension of a previously permitted vacuum sewer main. Water taps will be made onto an existing water main at the front of the site. There are no known historic sites on the property. There are not any NCDENR non- compliance issues associated with the site. Thy, site drains to Wilson Creek, a tributary of the Neuse River. Wilson Creek is classified as C;Sw,NSW, index #27-101-37. There are not any Coastal or 404 wetlands on the site. There are not any Neuse riparian buffer areas on the site. The no wetlands determination was made by Joseph C. Avolis, PE, president Avolis Engineering, PA. This project provides post development runoff rate control which is accomplished by the full containment of the 10-year, 24-hour storm in the infiltration basin.
