On October 30, 2009 Mr. Matthew Lowder, PE submitted the required Designer's Certification stating that the project was constructed per the approved plans with one noted deviation. The deviation was that a seeding mixture was used instead of the wetland plantings that are called out in the approved plans. Historically, wetland seeding mixtures have not proven to be an effective method of vegetating the perimeter shelf. Please pay close attention this coming early spring for signs of a dense wetland plant vegetative cover on this shelf. If wetland plants are not visible, then the planting plan called out on the approved set of plans will be required to be planted prior to the end of the 2010 spring planting season.
