(Cpec) was contracted by Hobbs, Upchurch and Associates, P.A. (HUA) to perform a Shallow Subsurface Characterization for an Erosion Control Plan at the Innsbrook Golf and Marina Community in Bertie County, North Carolina. Cpec prepared this report with information collected from on -site surface and subsurface investigations, survey maps, aerial photographs, technical publications, geological maps, and county, state, and federal records. Appendix A contains Cpec's field procedures and methods. 1.1 Site location and general description The site is located east of NC Highway 45, near the community of Merry Hill, in Bertie County, North Carolina (Figure 1). 1.2 Project description The Rial Corporation proposes to construct a clubhouse and fitness center for the Innsbrook Golf and Marina Community. Two (2) main stormwater BMPs are proposed (Figure 2). 2.0 SITE CHARACTERIZATION 2.1 Soils 2.1.1 Soil profile descriptions Four (4) deep soil borings were performed at each stormwater BMP location (total — 8)(Figure 3). Deep boring descriptions for soil profiles are presented on Tables I a through I h. Soil horizon boundaries and other significant subsurface boundaries were assigned to a common datum plane (i.e., msl) to aid the reviewer. Overall, the Bt-horizons were consistently the most hydraulically restrictive. 21.2 Seasonal high water table estimates Due to the aggressive site alteration (i.e, cutting and tilling for go] f course construction), the groundwater system has undergone significant modification. Specifically, the extensive network of golf -course irrigation ponds has disrupted the natural groundwater -Flow regimes across the site. The effect has been to significantly lower the water table and stabilize water table Fluctuation at the site. As a result, conventional methods for estimating seasonal high water tables (i.e., soil morphological indicators) could not be employed. Qualitative seasonal high water table estimates are presented later (Section 2.2). 2.2 Static water table measurements and maximum water table estimates To quantitatively measure static water table elevations and estimate seasonal high water tables, Cpec installed 'temporary' piezometers (1.25-in diameter) at each deep boring location (Figure 3). HUA performed top of casing (TOC) horizontal and vertical registrations at each well. Table 2 provides 'temporary' well construction details and other significant data. Cpec measured static water table depths at each well on 03/12/08. The mean water table elevation was 9.47 ft-msl (Table 2). It is our assertion that, during any given year, the maximum water table height beneath the proposed BMPs will be controlled by the static water -level elevation in the golf -course irrigation ponds. During our site evaluation, we noticed that the irrigation ponds were below the'normal' water levels. The'normal' level was evidenced by the clear development of littoral shelves around the perimeter of all the ponds. In two nearby ponds (Figure 2), Cpec used the base of the littoral shelf as a benchmark elevation for a'normal' water elevation. The difference between the 'normal' and 'low' elevation was 2.0 ft (10.03 minus 8.03 ft-msl). Cpec understands that the 'non mal' water level is not absolute and is dependent on natural (e.g., rainfall and evaporation) and man-made factors (e.g., weir settings, water -consumption demands, etc.). However, without the benefit of seasonal high water tables estimates via soil morphological indicators, Cpec can only make a reasonable, educated guess of the maximum water table height beneath the proposed stonnwater BMPs. Therefore, we estimate the'high' water elevation in the ponds at 4.0 ft above the 'low' elevation (2X the difference from the 'normal' and the'low' elevation). Following the spirit of this reasoning, we estimate the mean 'maximum' water table elevation at 13.47 ft-msl (9.47 ft-msl + 4.0 ft = 13.47 ft-msl). 2.3 Saturated hydraulic conductivity estimates Based on the shallow stratigraphy from soil profile descriptions, Cpec targeted the Bt-horizon and BC -horizon for permeability estimates in the most -restrictive zones. Using compact constant -head permeameters, Cpec performed five (5) in -situ saturated hydraulic conductivity (K,,,,,) tests at each BMP location (Figure 2). Field -data analysis worksheets are presented in Appendix B and Appendix A provides methods and calculations. Table 3 presents in -situ measurement results. Cpec calculated the geometric mean Ks,t from a data population of the 10 measured Ks;,, values at 0.03 in/hr. (0.48 gpd/ft2). Furthermore, the mean elevation of the Bt- horizon (most hydraulically restrictive horizon) was 16.55 ft-msl and 17.63 ft-msl at BMP-1 and BMP-2, respectively. 3.0 LIMITS OF INVESTIGATION Data presented in this report represent isolated data points. Conclusions of this report, including maps and calculations, are based on extrapolations between data points and on subjective hydrogeologic, soils, and geologic interpretation. Therefore, Cpec's conclusions may not be completely representative of all conditions in the study area. Our assessment is based on the best available data and current understanding of project objectives and design plans. The calculations in this analysis are necessarily conservative; however, additional conservative safeguards should be incorporated in the final design. Significant soil/site modification at site, either through filling or excavation, may alter existing soil/site conditions and therefore invalidate our conclusions and recommendations and require a site re -assessment. A-2 Innsbruck GC - Clubhouse Site, Berrie County, NC Job N 1506, March 2008 Site Survey and Mapping Before the site visit, Cpec Environmental, Inc. (Cpec) compiled various site information (ownership, site maps, USGS topographic maps, tax maps, aerial photographs, etc.). During the site visit, Cpec recorded (on a horizontal orthogonal grid) the location of property boundaries and other site elements such as structures, roads, fences, utilities, wells, ditches, creeks, etc. Cpec produced a comprehensive site map incorporating all pertinent site information. A Registered Land Surveyor performed all top of casing (TOC) horizontal and vertical registrations. Subsurface Descriptions Soil -profile descriptions and bore logs were described from either boring cuttings or disturbed - core samples. Representative samples were collected from selective soil horizons and, above and below, abrupt lithologic or hydraulic boundaries. Subsurface samples reside in Cpec's archives. Archived samples will be held for one year beyond this report date. Qualitative subsurface characterizations included: soil morphological properties (e.g., texture, structure, color, presence and type of redoximorphic features, etc.), thickness and type of restrictive horizons, depth to saprolite and bedrock (parent material), lithologic character of saprolite and bedrock, ambient soil wetness conditions, and seasonal high water table estimates. Observation Well Installation Cpec installed one and one -quarter inch (1.25") diameter observation wells for static water table measurements. Observation wells were "temporary" wells and not intended to be used for long- term groundwater monitoring. Observation wells were constructed of flush -jointed PVC casings with 0.010-inch slot screens and no glues or solvents were used. After the well (riser and screen) was inserted into the borehole, the well annulus was backfilled with tine silica sand to —1.0-tt below land surface. Bentonite was used to till the annular space above the sand -pack to the ground surface. The bentonite seal prevents cross -contamination from above the well's screened interval. All wells were similarly constructed and completed above the finished grade. Upon completion, each well was "developed" by withdrawing five bore volumes of groundwater or until groundwater was relatively clear. After achieving atmospheric equilibrium, a static water table measurement was made. Installation methods are described below. Hand -auger method — 1.25" observation wells Cpec used hand augers (three-inch diameter) to bore to the target depth. The observation well was inserted into the open borehole. A-1 Cpec Innsbrook GC - Clubhouse Site, Bertie County, NC Job N 1506, March 2008 In -Situ Saturated Hydraulic Conductivity Estimates Cpec conducted pumping tests and in -situ constant -head permeameter tests to determine the saturated hydraulic conductivity (Ks„) in the saturated zone and unsaturated zones, respectively. Field data are presented in Appendix B. Unsaturated zone Ks, _estimates Compact Constant -head Permeameter Method Cpec conducted unsaturated zone Ks,t measurements at selective locations and at selective soil horizons within the study area. Unsaturated zone Ksat measurements were performed using a compact constant -head penneameter (CCHP). An auger boring (3-inch diameter) was made to the target depth, the boring wall was lightly cleaned with a wire brush, and the base of the boring was planed to a smooth surface. A water -discharging appendage was placed at the base of the auger hole and water (from the instrument's reservoir) was allowed to flow in. Throughout the test, constant head -pressure (4 to 8-inches Hp) was maintained at the auger hole's base and water flowed freely from the instrument at a rate equal to the rate at which it was conducted by the soil. After a constant flow rate was achieved, discharge from the instrument was measured at specific time intervals. Saturated hydraulic conductivity values were solved using the Glover solution (as cited in Amoozegar, 1989; Soil Sci. Soc. Am. J. 53:1356-1361).
