As requested, here is the revised impervious area summary for the Windsor Bojangles.
Removed Impervious Parking Area = 890 SF
Added Impervious Parking Area = 1,000 SF
Net Difference = +110 SF
With a total original proposed impervious area of 65,000 SF, I think the 110 SF is negligible.

This office received a Coastal Stormwater permit application and plans for the subject project on January
25, 2007. A preliminary review of the project indicates that before a State Stormwater permit can be issued the
following additional information is needed.
1. Provide a full project boundary data;
2. Provide two sets of signed and sealed corrected sheets.
The above requested information must be received in this office prior to February 12, 2008 or your
application will be returned as incomplete. The return of this project will necessitate resubmittal of all required
items including the application fee. If you need additional time to submit the required information, please mail.
or fax your request for time extension to this office at the Letterhi ead address.
You should also be aware that the Stormwater Rules require that the permit be issued prior to any
development activity. Construction without a permit is a violation'of 15A NCAC 21-1.1000 and North Carolina
General Statute 143-215.1 and may result in civil penalties of up to $10,000 per day.

This letter summarizes comments generated from our meeting on Tuesday, January 22, 2008, in your
office and their corresponding responses:
Include adjacent property encroachment letters/forms permitting encroachment from the
following:
a. Food Lion/Rawls & Associates for grading:
Grading has been modified to eliminate the impact to this property owner.
b. Food Lion/Rawls & Associates for sanitary sewer installation:
The enclosed (feed identifies the easement in REDCO's name which should meet the
requirement for installation of lire necessary sewer line.
c. Town of Windsor for right of way encroachment:
The requested encroachment letter is enclosed.
2. Provide letter delegating signing authority to Scott McRae and revise application forms to reflect
the correct title.
All required signature forms have been re -signed by Cam McRae who has signing
authority.

3. Provide 2 copies of plans and documents to Stormwater and 2 copies to Erosion Control with the
appropriate original signatures.
The requested number of copies and corresponding forms with original signatures are
included in this transmittal.
4. Identify the waste site location on the plans.
Please refer to note on sheet C-03 which addresses this issue.
Address the following comments on the stormwater wetland:
a. Review depth between permanent pool and 1" storm for consistency with spreadsheet and
plans.
The plans and calculations have been revised to consistently show the correct pool
depth. Note that although calculations support a 1.25" orifice for a 2-5 day
drawdown, we are proposing a 2" orifice to minimize clogging.
b. Review head calculations for consistency and to reflect 1/3*head
Calculations have been revised as requested.
c. Add note for trash rack and additional invert information on the outlet structure.
Additional notes have been added to the detail on C-03.
6. Revise the Deed Restrictions and Covenants sheet to reflect a Phase 1 (current) and Phase 2
(future) with regards to impervious areas and stormwater requirements.
The form has been modified to reflect a phased development.
7. Revise the S WU-101 application form to reflect a Phase 1 (current) and Phase 2 (future) with
regards to impervious areas and stormwater requirements.
The form identifies an attachment which divides impervious areas between Phases I and 11.

The site is located in Bertie County, in the town of Windsor, approximately 400' south of
the intersection of US 13 Bypass and US 13 Business (North King St). The parcel
address is 100 Carson's Alley. A vicinity map is attached.

The following responses are submitted as verification that this project is appropriate for
inclusion in the Express Permitting Program:

its heirs, successors and assigns, in fee simple,
