A preliminary review of the plans and specifications has been completed. In order to complete your application and before a stomrwater permit can be issued, the following items must be addressed: 1) Provide a detailed soils report that relates "on -site" soil borings to the NRCS Craven County Soils Map. Soils report should discuss soil types and suitability for placement of proposed stormwater control measures. Show location of project on county soils map. 2) Provide a written, detailed vegetation plan, prepared by a qualified individual, that indicates a variety of suitable species, location, spacing, soil preparation, fertilizer requirements, installation procedures, construction schedule, etc. Cattails are a dominant type species and should not be included in the vegetation plan. 3) Page 2 of the application & plan sheet C6 indicate that a Bio-retention BMP is proposed; this is not consistent with the proposed vegetated swales & wet pond. Explain/correct. 4) Revise application, plans, calculations & narrative to reflect all changes. The above requested information must be received in this office prior to March 21, 2007, or your application will be returned as incomplete. The return of this project will necessitate resubmittal of all required items including the application fee. A public access road will be constructed extending off of Amhurst Boulevard and will terminate in a cul-de-sac. All lots will front the proposed road. Single-family residential dwellings will be developed on each lot. Additionally, a sidewalk will be constructed within the public right-of-way area. The entire project is being developed to an overall density of 33.1 %. An engineered stormwater system is proposed to be constructed as part of the development in order to comply with the Coastal Stormwater Regulations and the City of New Bern Stormwater Permitting Requirements. All runoff from the subject property will be directed through a stormwater retention pond which is designed to contain the first inch runoff volume. The overflow for the pond will discharge through a vegetated swale and through a level flow spreader prior to entering the drainage ditch located along Amhurst Boulevard. All runoff from the subject property ultimately drains to Jack Smith Creek which is in the NCUSC River basin. The proposed stormwater management system for the project fully complies with the Coastal Stormwater Regulations and the City of New Bern Stormwater Regulations. Specifically, the proposed Stormwater Best Management Practices provide the total nitrogen removal and flow control measures needed to develop the project in accordance with the City of New Bern Stormwater Permitting Requirements and the Coastal Stormwater Permit Regulations.
