Staff review of the plans and specifications has determined that the project, as proposed, will comply with the Stormwater Regulations set forth in Title 15A NCAC 21-1.1000. We are forwarding Permit No. SW7060816 dated January 3, 2007 to Currituck County Public Schools for the construction and operation of an infiltration basin system to serve the Jarvisburg Elementary School located at 110 Jarvisburg Road in Currituck County. This permit shall be effective from the date of issuance until January 3, 2017 and shall be subject to the following specified conditions and limitations: DESIGN STANDARDS 1. This permit is effective only with respect to the nature and volume of stormwater described in the application and other supporting data. 2. This stormwater system has been approved for the management of stormwater runoff as described on page 2 of this permit, the Project Data Sheet. 3. A maximum of 4.81 acres of built upon area is allowed on this 45.2 site. 4. All stormwater collection and treatment systems must be located in either dedicated common areas or recorded easements. The final plats for the project will be recorded showing all such required easements, in accordance with approved plans. 5. Approved plans and specifications for this project are incorporated by reference and are enforceable parts of the permit. No homeowner/lot.owner/developer shall be allowed to fill in, alter, or pipe any vegetative practices (such as swales) shown on the approved plans as part of the stormwater management system without submitting a revision to the permit and receiving approval from the Division. The following items will require a modification to the permit: a. Any revision to the approved plans, regardless of size b. Project name change C. Transfer of ownership d. Redesign or addition to the approved amount of built -upon area e. Further subdivision of the project area. In addition, the Director may determine that other revisions to the project should require a modification to the permit. B. The Director may notify the permittee when the permitted site does not meet one or more of the minimum requirements of the permit. Within the time frame specified in the notice, the permittee shall submit a written time schedule to the Director for modifying the site to meet minimum requirements. The permittee shall provide copies of revised plans and certification in writing to the Director that the changes have been made. SCHEDULE OF COMPLIANCE The permittee will comply with the following schedule for construction and maintenance of the stormwater management system. a. The stormwater management system shall be constructed in its entirety, vegetated and operational for its intended use prior to the construction of any built -upon surfaces except roads. b. During construction, erosion shall be kept to a minimum and any eroded areas of the system will be repaired immediately. 2. The facilities must be properly maintained and operated at all times. The approved Operation and Maintenance Plan must be followed in its entirety and maintenance must occur at the scheduled intervals. 3. The permittee shall at all times provide the operation and maintenance necessary to assure the permitted stormwater system functions at optimum efficiency including, but not limited to: a. Semiannual scheduled inspections (every 6 months) b. Sediment removal C. Mowing and revegetation of side slopes d. Immediate repair of eroded areas e. Maintenance of side slopes in accordance with approved plans and specifications f. Debris removal and unclogging of outlet structure, orifice device and catch basins and piping. 4. Records of maintenance activities must be kept and made available upon request to authorized personnel of DWQ. The records will indicate the date, activity, name of person performing the work and what actions were taken. 5. This permit shall become voidable unless the facilities are constructed in accordance with the conditions of this permit, the approved plans and specifications, and other supporting data. 6. Upon completion of construction and prior to operation of this permitted facility, a certification must be received from an appropriate designer for the system installed certifying that the permitted facility has been installed in accordance with this permit, the approved plans and specifications, and other supporting documentation. A copy of the approved plans and specifications shall be maintained on file by the Permittee for a minimum of five years from the date of the completion of construction. III. GENERAL CONDITIONS 1. This permit is not transferable. In the event there is a desire for the facilities to change ownership, or there is a name change of the Permittee, a formal permit request must be submitted to the Division of Water Quality accompanied by an application fee, documentation from the parties involved, and other supporting materials as may be appropriate. The approval of this request will be considered on its merits and may or may not be approved. 2. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to enforcement action by the Division of Water Quality, in accordance with North Carolina General Statute 143- 215.6(a) to 143-215.6(c). 3. The issuance of this permit does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local, state, and federal) which have jurisdiction. 4. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement stormwater management systems. 5. The permit may be modified, revoked and reissued or terminated for cause. The filing of a request for a permit modification, revocation and reissuance or termination does not stay any permit condition. 6. The Permittee, at least six (6) months prior to the expiration of this permit, shall submit in writing a request for an extension along with appropriate application fee. DEED RESTRICTIONS AND PROTECTIVE COVENANTS The following italicized deed restrictions and protective covenants are required to be recorded for all subdivisions, outparcels and future development prior to the sale of any lot. The following covenants are intended to ensure ongoing compliance with state stormwater management permit number as issued by the Division of Water Quality. These covenants may not be changed or deleted without the consent of the State. 2. No more than square feet of any lot shall be covered by structures or impervious materials. Impervious materials include asphalt, gravel, concrete, brick, stone, slate or similar material but do not include wood decking or the water surface of swimming pools. 3. Swales shall not be filled in, piped, or altered except as necessary to provide driveway crossings. 4. Built -upon area in excess of the permitted amount requires a state stormwater management permit mortification prior to construction. 5. All permitted runoff from outparcels or future development shall be directed into the permitted stormwater control system. These connections to the stormwater control system shall be performed in a manner that maintains the integrity and performance of the system as permitted. From: Warren Eadus, L.G., Quible & Associates, P.0 On October 5, 2006, Brian Rubino, P.G. (Quible) advanced a soil boring in the proposed infiltration basin as indicated on your site sketch and attached with this memorandum. According to the USDA Soil Conservation Service Soil Survey of Currituck County, the soils in the vicinity of the site appear to be mapped as Conetoe Loamy Sands (CnA). Conetoe loamy sands are well drained low lying ridges along streams in Currituck County A copy of the relevant portion of the USDA Soils Map for Currituck County, with the site identified, has been enclosed. In general, the soils in the location of boring SB-I (to depths of six feet) are inter -bedded fine to coarse sands with some silt. A detailed boring log is included with this memorandum. The depth to saturated soils on October 5, 2006 was approximately 50 inches below ground surface. Based on the soil boring logs it appears that the seasonal high water table may be nearly four feet below ground surface in the vicinity of SB-I. The Jarvisburg Elementary School site consists of a proposed new elementary school with associated parking and utility infrastructure. The project site consists of 45.20 acres on the southwest side of Forbes Road (also known as Jarvisburg Road) approximately 0.38 miles east of the intersection of Forbes Road and U.S. 158. The proposed stormwater management method to serve the facility will consist of a dry infiltration basin / infiltration swale system with enough temporary storage capacity to store the runoff generated by a 7.37 inch rainfall event. The following narrative, application and calculations will demonstrate the parameters of this design which will illustrate an effective stormwater management system in full compliance with all stale regulations. Summary of Existing Conditions The Jarvisburg Elementary School site is currently in use as a County athletic facility (ballfields) with a single gravel roadway traversing the property in an east -west direction. There are currently no BMP's to address stormwater from the site. Summary of Proposed Conditions The Jarvisburg Elementary School site consists of a proposed new elementary school with associated parking and utility infrastructure. Stormwater management improvements will be needed to control the runoff from proposed impervious construction. Runoff from all new impervious areas is proposed to be collected via storm sewer / infiltration swales and conveyed to a proposed dry infiltration basin located at the northeast corner of the site. The drainage area containing all of the proposed improvements will consist of 398,614 sf of area (53.9% impervious) which will generate 20,604 of of runoff from a I" rainfall event. The proposed dry infiltration basin will have temporary storage capacity of 151,268 of (equivalent to the runoff produced from a 7.34" rainfall event). Considering that the volume of the 10 year storm event for this area is widely accepted to be 4.3 inches of rainfall, this basin design will completely capture and infiltrate the 10-year storm without discharge to surrounding systems, representing an actual reduction of off -site (lows from the pre -development condition. Stormwater Collection, Treatment, Storage and Disposal Collection The stormwater runoff will be collected via site grading, drop inlets and storm sewer, and infiltration swales and directed to an infiltration basin located in the northeast corner of the site. Treatment The basin will offer several methods of stormwater runoff treatment prior to release. Runoff from paved areas will sheet flow to drop inlets and be directed to the infiltration swale and infiltration basin via a storm sewer system. Large particulates and debris will accumulate at the drop inlet grates. Drop inlets will be constructed with sumps within the basins which will also serve to trap large debris and sediment within the drop inlets (which will need to be cleaned periodically as part of the maintenance of the system). The basin bottom will be grassed according to the general seeding specifications and maintained according to the operation and maintenance plan. The runoff will undergo filtration of fine particulates and pollutants by the vegetation within not only the basin and Swale bottoms but also the basin and swale side walls which will also be seeded according to the general seeding specifications. Within the basin, treatment is available when the stormwaler runoff infiltrates into the subsurface. When the water passes through the void spaces between the particles of soil material particulates and pollutants that have a particle or grain size larger than the void size will be filtered out. In addition some pollutants will adsorb to the surface of the soil particles. The benefit of this adsorption will prevent the pollutants from reaching the water table and in some nutrient and microbe rich areas existing within the subsurface the pollutants will be consumed as food and undergo a natural biodegradation. If the weather yields precipitation that exceeds the storage capability of the basin system then the accumulated runoff will overflow the system via an emergency overflow weir (grass -lined) located at the east edge of the property. Storage This infiltration basin system will offer storage above the ground surface within the basins. The runoff generated by a 1 inch storm will require 20,604 ft' of storage. The storage available above the ground surface is 151,268 110 (equivalent to runoff generated by 7.34 inch storm). Additional storage is also available within the void spaces in basin subsurface between the basin bottom and the seasonal high water table and the additional separation between the submerged basin side -slopes and the seasonal high water table. A more detailed discussion of subsurface storage volume can be found within the soils section of this narrative. Disposal As discussed in previous sections the majority of stomtwater runoff entering this management system will be infiltrated, therefore infiltration will be the primary source of disposal. The system has been designed with storage so that this site will have the capability to handle in excess of a 1 inch storm event. At such time that the capacity were to be exceeded the system will then overflow into the adjacent outfall ditch via a grass -lined weir. Weir calculations and flow velocity calculations are included in the appendix. Soils Quible & Associates performed on -site soil borings to verify soil type and determine elevation of mean high groundwater. Information collected on site generally agrees with the United States Department of Agriculture, Soil Conservation, Service Soil Survey of Currituck County, which map the soils for this site as follows: CnA - Conetoe loamy sand, 0 to 3 percent slopes, with moderately rapid permeability. As mentioned in the storage section of this narrative a more detailed description of the method of determining the subsurface storage volume available as a function of the soils would be discussed in this section. This value should be considered conservative. A distance of two vertical feet is to be maintained between the infiltration basin bottom and the seasonal high water table elevation. Soil borings indicate a seasonal high water table of approximately 4.0 feet MSL. The proposed infiltration basin bottom elevation was designed at an elevation of 6.0 MSL, providing for a vertical separation of 2.0 feet. Within this separation distance exists a volume of soil containing a minimum of approximately 20% void space. This void space will become filled with water and provides for an additional volume for stormwater runoff storage. Calculations A set of stormwater calculations can be found within appendix portion of this narrative. Conclusions The proposed stomlwater management plan for this site will handle in excess of the 1.0 inches of stormwater runoff generated by all surfaces, pervious and impervious located within the drainage area by incorporating an infiltration basin in conjunction with infiltration swales. The proposed system will offer preliminary, primary and secondary methods of treatment as well as an alternate method of disposal should the capacity be exceeded. The soils on site have infiltration rates approximately 2.0 inches per hour, conditions ideal for an infiltration basin system. This proposed design will more than adequately serve the stormwater management requirements of this site. ' David M.
