A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: Please provide the state stormwater permit number for the area described as Phase I. 1 have been unable to verify that it was permitted. 2. Please provide more information about why this site is classified as a brownfield. This could be a potential issue with using infiltration on this site. A boring within the footprint of each bioretention cell must be performed to specifically state the estimated SHWT. Since underdrains are not being provided, an infiltration test must also be performed within the footprint of each bioretention cell. Use of an Amoozemeter or double ring infiltrometer are the recommended methods for infiltration testing. The test should be conducted at the proposed bottom elevation of the sand or gravel. 4. Use of a dry detention basin for treating DA 2 & 3 does not provide the minimum 85% TSS removal requirement. Please make necessary changes to remove 85% TSS. DA 1 appears to have more built upon area (BUA) than the 58% stated. Please verify the percent BUA, total DA, and impervious areas. 6. The bioretention (BR) cells are undersized since the design accounts for infiltration during the storm event. Storage and treatment must be provided for the entire volume calculated using the simple method for the I" rainfall. 8. The bottom of the pond area for BR-1 and BR 3 needs to be flattened to provide a consistent ponding depth across the .whole surface area (SA). Also, the SA provided needs to be based on the SA of the media and should not include ponding over impermeable asphalt surfaces. Regular pond (every 1" rainfall or more) on the parking and road surfaces could cause issues with the integrity of the pavement. 9. BR 3 is mislabeled on CG102. 10. The use f seed mixes s not allowed for bioretention cells. The requested infonnation should be received by this Office prior to February 18, 2011, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please provide the state stormwater permit number for the area described as Phase I. 1 have been unable to verify that it was permitted. It is currently unknown if the Phase 1 went in for a stormwater permit. This project (Phase 2) does take into account runoff from their roof and portions of their landscape area. Their design did include biocells for runoff from their parking lot. You will verify with NCDENR Compliance if their lack of permit will interfere with approval of this project. February 17, 2011 - Fort Bragg has agreed to submit a separate application for the Phase 1 stormwater permit. 2. Please provide more information about why this site is classified as a brownfield. This could be a potential issue with using infiltration on this site. The site is defined as a brownfield for LEED purposes. The SWMU Area appear to be directly under the proposed building footprint, not under the biocells. Attached are the NCDENR letter and exhibits addressing the SWMU. Review of the monitoring wells on site shows groundwater contaminants below EPA limits in the biocell areas. You are waiting on Marti Morgan (NCDENR) for additional information. February 17, 2011 - Per telephone/email exchanges, the area is a brownfield and is monitored. Impermeable geomembrane liners are added under the bio- rentention cells to minimize infiltration. See CG112 & 113. 3. A boring within the footprint of each bioretention cell must be performed to specifically state the estimated SHWT. Since underdrains are not being provided, an infiltration test must also be performed within the footprint of each bioretention cell. Underdrains will be installed. The 2005 well data are included with the SWMU exhibits. Fort Bragg Environmental Department will provide the data from previous years. Commercial treatment structure is not accepted, inline dry basins only provide 75% TSS. The dry basins will be converted to biocells. The site is northwest of the Reilly Street and Butner Road intersection. The scope of the project is to place a 23,322 square foot building and it's appurtenances on 3.58 acres of land. The appurtenances include pavement for vehicles and equipment, utilities, stormwater best management practices (BMPs) and landscaping. The proposed building, also described as Phase 2, is abutting another structure that is currently under construction and is described as Phase 1. See G1101 of the plan sheets for the site location and layout. Existing Conditions The existing land within the proposed site's built upon area (BUA - also described as the limit of construction LOCs on the plan sheets) is a quarter undeveloped land and three quarters disturbed land due to existing Shughart Way (street), an unnamed gravel road, a metal but and construction from Phase 1. The undisturbed land contains a heavily vegetated ditch which conveys stormwater runoff from existing offsite development from the west. Portions of Phase I's stormwater runoff, flow through the BUA from the south. Currently the offsite runoff from the west and Phase 1 collect within the Phase I's temporary sediment basin located within the BUA. Since the sediment basin is only sized for the construction's erosion control, it will be inundated during heavier storm events, overflow the existing gravel road and eventually enter the existing drain inlet to the north, outside of the BUA. The owner has stated that the gravel road does flood. Offsite stormwater runoff from the east vegetated Swale also enters the temporary sediment basin. Existing topography for the onsite and offsite within 50 to 200 feet outside of the BUA was surveyed recently and are shown on the plan sheets VFI01 and VF102. The offsite drainage areas shown on CGI I I and used for the offsite drainage calculations were based on interpolation from the USGS maps (10 foot contours), Fort Bragg contour file (two foot contours and outdated — did not show current building and pavement conditions) and Google 3D elevations. The contours for the offsite are not shown on the construction plans because they were not provided by a land surveyor. The Fort Bragg Environmental Division has verified that wetlands are not within or abutting the BUA. The existing site is classified as a brownfield. Proposed Condition The proposed stormwater improvements within the BUA are listed below. All detailed calculations and methodologies are provided in the Drainage Impact Study. 1. Constructing concrete curb and gutter to contain offsite surface runoff along the existing street. 2. Limiting impervious cover to just meet the owner's functional requirements. Consolidating pervious space at the lowest areas of the BUA to direct stormwater runoff from the impervious areas to pass through it. All roof runoff from Phase 1 and 2 are to be released onto the surface and directed to the bioretention cells. 3. Utilizing the construction sediment basins by enlarging and vegetating them or�a-permanent — bioretention cell. v iG�- 4. Installing 4 BMP devices (see CG 112, CG 113 CG 114 and C-508). Four bioretention cells treat runoff from pavement, roofs and landscaped areas. These systems were chosen to achieve the 85% TSS removal. Due to known contamination of the soil deep beneath the site, the bioretention cells will be lined to prevent infiltration into the in -situ soil. Drain tiles will be added to collect the water at the bottom of the cell and outlet to a conventional storm sewer. LOC 1 and 2 (see GIIOI) on the plan sheets are Bid Options. They are included in the BUA and will be permitted with these plans, but may not be constructed. 5. Providing 70 new trees and over 200 new shrubs throughout the BUA. The tree canopies range from 25 to 35 feet in diameter at full growth. The offsite runoff from the east is to be redirected north, out of the BUA. It will flow directly into the existing ditch between the BUA and the railroad tracks, which is where all the onsite and offsite stormwater runoff eventually end up. The offsite runoff from the south parking lot of Phase 1 is bypassing the proposed BMPs. Unfortunately, the roof runoff and unpaved space still flows through the BUA. This could not be redirected without redesigning the Phase 1 storm systems, encroaching outside of the approved BUA, and exceeding the allowed budget. The offsite runoff from the east is both surface flow and underground. The surface flow from the street "mixes" with onsite runoff from the proposed west concrete driveway. This surface runoff will be directed through the bio-cell within the proposed parking lot. The offsite underground flow will be directed through the site and connected into the existing 36" storm line north of the BUA. Summary The proposed stormwater management and BMPs are designed to improve the existing site condition, provide adequate support facility for the building users and maintain the allowed budget. Though the improvements increase the impervious area in the BUA, it does stabilize the site and increase tree canopy area. All onsite runoff is directed to the 4 BMP treatment devices. Offsite runoff was directed around the site, where possible without changing the flow pattern drastically, or through the BMPs. During construction, erosion shall be kept to a minimum and any eroded areas of the system will be repaired immediately. 3. The facilities shall be constructed as shown on the approved plans. This permit shall become void unless the facilities are constructed in accordance with the conditions of this permit, the approved plans and specifications, and other supporting data. 7. Upon completion of construction, prior to issuance of a Certificate of Occupancy, and prior to operation of this permitted facility, a certification must be received from an appropriate designer for the system installed certifying that the permitted facility has been installed in accordance with this permit, the approved plans and specifications, and other supporting documentation. Any deviations from the approved plans and specifications must be noted on the Certification. A modification may be required for those deviations. 8. If the stormwater system was used as an Erosion Control device, it must be restored to design condition prior to operation as a stormwater treatment device, and prior to occupancy of the facility. 9. Access to the stormwater facilities shall be maintained via appropriate recorded easements at all times. 10. The permittee shall submit to the Director and shall have received approval for revised plans, specifications, and calculations prior to construction, for any modification to the approved plans, including, but not limited to, those listed below: a. Any revision to any item shown on the approved plans, including the stormwater management measures, built -upon area, details, etc. b. Project name change. C. Transfer of ownership. d. Redesign or addition to the approved amount of built -upon area or to the drainage area. e. Further subdivision, acquisition, lease or sale of all or part of the project area. The project area is defined as all property owned by the permittee, for which Sedimentation and Erosion Control Plan approval or a CAMA Major permit was sought. f. Filling in, altering, or piping of any vegetative conveyance shown on the approved plan. 11. The permittee shall submit final site layout and grading plans for any permitted future areas shown on the approved plans, prior to construction. 12. A copy of the approved plans and specifications shall be maintained on file by the Permittee for a minimum of ten years from the date of the completion of construction. 13. The Director may notify the permittee when the permitted site does not meet one or more of the minimum requirements of the permit. Within the time frame specified in the notice, the permittee shall submit a written time schedule to.the Director for modifying the site to meet minimum requirements. The permittee shall provide copies of revised plans and certification in writing;to the_Director that the changes have been made. III. GENERAL CONDITIONS This permit is not transferable except after notice to and approval by the Director. In the event of a change of ownership, or a name change, the permittee must submit a completed Name/Ownership Change form signed by both parties, to the Page 3 of 6 State Stormwater Permit Permit No. SW6101204 Division of Water Quality, accompanied by the supporting documentation as listed on page 2 of the form. The approval of this request will be considered on its merits and may or may not be approved. 2. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to enforcement action by the Division of Water Quality, in accordance with North Carolina General Statute 143-215.6A to 143-215.6C. 4. The issuance of this permit does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances, which may be imposed by other government agencies (local, state, and federal) having jurisdiction. 5. Please provide the state stormwater permit number for the area described as Phase 1. I have been unable to verify that it was permitted. 2. Please provide more information about why this site is classified as a brownfield. This could be a potential issue with using infiltration on this site. 3. A boring within the footprint of each bioretention cell must be performed to specifically state the estimated SHWT. Since underdrains are not being provided, an infiltration test must also be performed within the footprint of each bioretention cell. Use of an Amoozemeter or double ring infiltrometer are the recommended methods for infiltration testing. The test should be conducted at the proposed bottom elevation of the sand or gravel. 4. Use of a dry detention basin for treating DA 2 & 3 does not provide the minimum 85% TSS removal requirement. Please make necessary changes to remove 85% TSS. DA I appears to have more built upon area (BUA) than the 58% stated. Please verify the percent BUA, total DA, and impervious areas. 6. Storage and treatment must be provided for the entire volume calculated using the simple method for the 1" rainfall. The bottom of the pond area for BR 1 and BR 3 needs to be flattened to provide a consistent ponding depth across the whole surface area (SA). Also, the SA provided needs to be based on the SA of the media and should not include pending over impermeable asphalt surfaces. Regular pond (every 1" rainfall or more) on the parking and road surfaces could cause issues with the integrity of the pavement. 9. BR 3 is mislabeled on CG102. 10. The use of seed mixes is not allowed for bioretention cells. For grass cells, sod must be specified. Care should be taken to not use sod grown in clayey soils that would not allow the water to infiltrate to the media below it. For shrub/mulch cells, double or triple shredded hardwood mulch must be specified. 11. I -or best survival, trees should be planted to have from 2/3 to 1/2 of the root ball above the media. Please provide an additional tree planting detail to show this for trees in the bioretention cells. 12. The planting plans need to be sealed, signed, and dated. 13. Please explore options for directing overflow from the dry basins around the bioretention cells. Directing larger storm overflows from dry basin 2 to BR 2 and then to BR 3, as designed, is not recommend. This will likely result in an increase in maintenance for the bioretention cells. Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to February 18, 2011, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. If you need additional time to submit the information, please mail or fax your request for a time extension to the Division at the address and fax number at the bottom of this letter.
