Since there is groundwater contamination in this area, infiltrating stormwater could make the contamination worse. 1. In addition to adding underdrains to the bioretention cells, impermeable clay or geomembrane liners need to be installed to prevent infiltration below the cells. Liner info is in 5.6 of the BMP Manual. The underdrains must discharge into existing or proposed piped stormwater conveyance system. 2. Please show and label the SWMU monitoring wells on the grading plans to show that they are not within one of the proposed BMPs. They are looking to install a subsurface infiltration "box" in the vicinity of wells 63ZMW7 and 8, which is pretty much the former source area at SWMU 63. Since these wells are also at the upgradient edge of the groundwater contamination in this area, it's not a good idea to funnel infiltration into this location. Robert said they could install a liner beneath this infiltration box with underdrains and that the captured water would then be hard piped into the existing storm drain system. This seems like a good solution to the situation. Let us know if you need anything on this. A tree planting specification may have some variation depending on where the tree is being planted (upland, shallow land, shallow water etc.). Having said that, depending on the hydrologic zones may have some influence on tree planting details. In wetter situations of inundation some may recommend part of the root ball above the media. This may be necessary to prevent a tree from anaerobic conditions due to periods of inundation, however the tree may become more susceptible to wind throw from high winds or stress from drought conditions. I would add ... the NCDENR comment to have 2/3 to 1/3 of the root ball above the media may subject the tree to possible wind throw or possible heat or drought stress during a very dry periods within a wet detention basin or stormwater wetland. I myself would be reluctant to plant a tree in wetter soils with a 2/3 root ball exposed that proportion of root ball seems 1 to be too excessive. I would lean toward the lowest end of 1/3 exposure if solid scientific information suggested the benefits and under what condition this tree planting detail fits. Industry standard tree planting in uplands would not suggest or recommend planting any root ball above the soil media. I hope this helps you. Erich L. Based on bioretention cell research done at NCSU, their cooperative extension strongly recommends what we have in the bmp manual for in NC for bioretention. NCDENR Stormwater BMP Manual Chapter Revised 07-24-09 (page 20) states the following: Plant size should be no less than 2.5" dbh for trees; 3-gallon for shrubs; and 1-quart for herbaceous plants. 2 - Woody vegetation should not be planted at inflow locations.' - For best survival, trees should be planted with the top of the root ball partially out of the media. They should be planted to have from 1/3 to 1/2 of the root ball within the media. This would leave from 2/3 to 1/2 of the root ball above the media. Teng's RESPONSE: If 2/3 to 1/2 of the root ball is planted above the media (soil), the trees will die. Industry standards recommend having the root flare (where the trunk tapers into the root zones) planted 3" above finished grade after settlement. Most of the root systems of trees are in the top 12-15" of the root ball and will grow'out horizontally. If the soil media is not adjacent, the roots and therefore the tree will die. I'm still waiting to hear back from Mr. Lee Ward to get more information on Phase I sw permit. If Ph.l doesn't have a permit, it may be easier for everyone to include both phases into a single permit. We could issue a permit for Ph.II and then modify the permit to add Ph.1 later. Adding underdrains to the bioretention cells is fine if you don't want to get infiltration rates. The subject of the conference call was to discuss your comments for the stormwater review. 1. Please provide the state stormwater permit number for the area described as Phase I. 1 have been unable to verify that it was permitted. It is currently unknown if the Phase 1 went in for a stormwater permit. This project (Phase 2) does take into account runoff from their roof and portions of their landscape area. Their design did include biocells for runoff from their parking lot. You will verify with NCDENR Compliance if their lack of permit will interfere with approval of this project. 2. Please provide more information about why this site is classified as a brownfield. This could be a potential issue with using infiltration on this site. The site is defined as a brownfield for LEED purposes. The SW MU Area appear to be directly under the proposed building footprint, not under the biocells. Attached are the NCDENR letter and exhibits addressing the SWMU. Review of the monitoring wells on site shows groundwater contaminants below EPA limits in the biocell areas. You are waiting on Marti Morgan (NCDENR) for additional information. 3. A boring within the footprint of each bioretention cell must be performed to specifically state the estimated SHWT. Since underdrains are not being provided, an infiltration test must also be performed within the footprint of each bioretention cell. Use of an Amoozemeter or double ring infiltrometer are the recommended methods for infiltration testing. The test should be conducted at the proposed bottom elevation of the sand or gravel. Underdraihs will be installed. The 2005 well data are included with the SWMU exhibits. Fort Bragg Environmental Department will provide the data from previous years. We will forward them to you when we receive them. 4. Use of a dry detention basin for treating DA 2 & 3 does not provide the minimum 85% TSS removal requirement. Please make necessary changes to remove 85% TSS. Commercial treatment structure is not accepted, inline dry basins only provide 75% TSS. The dry basins will be converted to biocells. (This has been forwarded to the Fort Bragg Stormwater Department for approval). 5. DA 1 appears'.o have more built upon area (BUA) than the 58% stated. Please verify the percent BUA, total DA, and impervious areas. Numbers will be revised. 6. The DA, impervious area, volumes, and other design information for DA 2 & 3 are not consistently shown on the supplement forms, SWU-101, plans, and talcs. Please revise. These numbers will be revised with the revisions to the biocells noted in No. 4. Only one worksheet would be required for the west drainage area if both basins are biocells. 7. The bioretention (BR) cells are undersized since the design accounts for infiltration during the storm event. Storage and treatment must be provided for the entire volume calculated using the simple method for the 1" rainfall. The dry basins will be converted to biocells, which will have adequate room for the south and west drainage areas. 8. The bottom of the pond area for BR 1 and BR 3 needs to be flattened to provide a consistent ponding depth across the whole surface area (SA). Also, the SA provided needs to be based on the SA of the media and should not include ponding, over impermeable asphalt surfaces. Regular pond (every 1" rainfall or more) on the parking and road surfaces could cause issuer with the integrity of the pavement. The pavement will be removed from the surface area calculation. Majority of the biocell will be flattened, however a' . portion will still be sloped to match back to adjacent grades._ Bottom slope shall not exceed 1 %. 9. BR 3 is'mislabeled on CG102 Label will be revised. 10. The use of seed mixes is not allowed for bioretention cells. For grass cells, sod must be specified. Care should be taken to not use sod grown in clayey soils that would not allow the water to infiltrate to the media below it. For shrub/mulch cells, double or triple shredded hardwood mulch must be specified. Sod will be specified for the grassed cells. For shrub/trees, mulch will be specified. 11. For best survival, trees should be planted to have from 2/3 to 1/2 of the root ball above the media. Please provide an additional tree planting detail to show this for trees in the bioretention cells. Additional detail will be provided. 12. The planting plans need to be sealed, signed, and dated. Planting plans can be sealed/signed by a PE. Does not require a Landscape Architect's seal. 13. Please explore options for directirig overflow from the'dry basins around the bioretention cells. Directing larger storm overflows from dry basin 2 to BR 2 and then to BR 3, as designed; is•not recommend. This will likely result in an increase in maintenance for the bioretention cells. Dry basins will be converted to biocells. Once we have received approval from Fort Bragg of these changes, we will resubmit the revised plan sheets and worksheets. There are quite a few things that appear to be very wrong with this situation: 1) I don't know why this contractor would call this a Brownfields project; 2) Since they tried to call it a Brownfields project they obviously knew there was contamination present; 3) They didn't involve your office; and 4) Modifications to a SWMU without prior notification and involvement from DWM is basis for issuance of a NOV. Please let me know as soon as you and Steven have information on what's going on with this.
