On May 30, 2007, the Fayetteville Regional Office of the Division of Water Quality received a
copy of the Financial Responsibility/Ownership (FR/O) form from the Division of Land Resources,
Land Quality Section foS the Forest Trails -Phase 3 project to be located in Harnett County. Based on
the project location information provided on the FR/O form, this office has determined that the project is
subject to a local and state Post -Construction Stormwater Permit under the following program(s):

Within 30 calendar days from receipt of this letter, you must submit to this office a complete
application package for a State Stormwater Management Permit including the enclosed Stream
Classification Form, or a schedule of construction if the project is not to begin immediately. The Post -
Construction Stormwater. Permit is in addition to the Stormwater General Permit (NCGO10000) received
for construction activitic$ from the Division of Water Quality. For more information regarding the State
Stormwater Post -Construction Permit for Freshwater HQW or ORW and to obtain the application and

advised that construction of any built -upon areas prior to issuance of a State Stormwater
