and treated by the SCM's installed for the latter permit SW6110203 SOP
Prep and Conditioning Course.

minimum stormwater retention on -site is percolated into the soil and not released to the High
Quality Watershed of Drowning Creek. We trust this documentation will meet with your review
and approval of the requested stormwater permit.

Please find enclosed the completed stream classification request form for the Rowe Training
Facility Phase V project at Camp MacKall in Richmond County. Based on project location information
provided on the USGS quad sheet that was included with the classification request form, it has been
determined that stormwater from this project will drain to a section of Drowning Creek described as
`From a point 0.4 mile upstream of US Hwy t to Lumber River' in the Lumber River Basin.' Due to the
classification of this section of Drowning Creek as High Quality Water and the distance from the project
area to the tributary/stream being less than one mile, a Stormwater Management Permit is required for
this project prior to the construction of any built -upon areas.
To acquire the Stormwater Management Permit, please complete and submit to this office Form
SWU-101, any and all applicable supplement forms and the appropriate fee of$420, which must be in
the form of a check made payable to the North Carolina Department of Environment and Natural
Resources (NCDENR). You can find Form SWU-101 and all applicable supplement forms on our
website at the following link: www.ncwaterquality.org/su/Forms_Documents.htm#sswmp. Also
enclosed is a checklist of submittal requirements for your reference.

Dear Mr. Bean:
On November 7, 2006, the Fayetteville Regional Office of the Division of Water Quality
received a copy of the Letter of Approval dated November 3, 2006 for the Rowe Training Facility
Phase V project located at Camp MacKall. A review of the location of this project shows that it may be
within a High Quality Water zone. State regulation 15A NCAC 02H .1003 requires that any
development activity that is required to obtain either a CAMA major permit within the twenty coastal
counties or an approved Erosion and Sedimentation Control Plan in which the project is draining to
Outstanding Resource Waters or within one mile of and draining to High Quality Waters to apply for
and obtain a Stormwater Management Permit. In order to determine if a Stormwater Management
Permit will be required for this project, this office must verify the classification of and distance to the
receiving waters. Please return the enclosed classification request form with a color copy of that portion
of the USGS quad sheet with the project and the closest downslopc named receiving waters clearly
identified.
Upon classification of the receiving waters by this office, you will be sent either a Stormwater
Management Permit application via certified mail or a letter stating that it Stormwater Management
Permit is not required for this project. The local governing authority for compliance must review
projects that drain to Water Supply Watersheds.
Please be advised that construction of any built -upon areas prior to receipt of a Stormwater
Management Permit, if required, will be considered a violation of the North Carolina Administrative
Codes. If you have any questions concerning this matter, please call me at 910-433-3329.

This office has reviewed the subject erosion and sedimentation control plan. We find the
plan to be acceptable and hereby issue this Letter of Approval. The enclosed Certificate of
Approval must be posted at the job site. This plan approval shall expire three (3) years following
the date of approval, if no land -disturbing activity has been undertaken, as is required by Title
15A NCAC 4B .0129.
Title 15A NCAC 4B .0118(a) requires that a copy of the approved erosion control plan be
on file at the job site. Also, this letter gives the notice required by G.S. l I3A-61.1(a) of our right
of periodic inspection to insure compliance with the approved plan.
North Carolina's Sedimentation Pollution Control Act is performance -oriented, requiring
protection of existing natural resources and adjoining properties. If, following the
commencement of this project, the erosion and sedimentation control plan is inadequate to meet
the requirements of the Sedimentation Pollution Control Act of 1973 (North Carolina General
Statute I I3A-51 through 66), this office may require revisions to the plan and implementation of
the revisions to insure compliance with the Act.

Dear Mr. Bean:
Recently you were sent a letter from the Division of Land Resources (DLR) regarding approval
of your Sedimentation and Erosion Control Plan for the subject development project. Accompanying the
DLR letter, was a National Pollutant Discharge Elimination System (NPDES) General Stormwater
Permit No. NCGO10000. That permit authorizes you to discharge stormwater to the surface waters of
North Carolina. Those point source discharges are associated with activities such as clearing, grading,
and other land disturbing and construction activities.
The purpose of this letter is to draw your attention to and to stress the importance of that NPDES
General Stormwater Permit. The requirements contained in the stormwater permit coupled with the
requirements called for by the Division of Land Resources are vitally important to the protection of the
waters of the State. If you have not already done so, you are urged to immediately read and adhere to
the stormwater permit requirements contained there in. Of particular importance are Parts I and lI of the
permit.
Parts I and li set forth the minimum visual monitoring and reporting requirements for your
stormwater discharge. In particular, Part I, Section B describes the visual monitoring frequencies and
locations, the requirement to maintain a rain gauge onsite, and the need to maintain a written record of
all inspections. Upon commencement of your land disturbing activity, you must initiate the visual
monitoring and record keeping requirements as called for in the permit. The visual monitoring data
results, along with all other permit required records must be maintained on -site and made available to
Division of Water Quality representatives upon request and/or during upcoming inspections. The
remaining parts of the Permit set forth definitions, general conditions and special conditions applicable
to stormwater discharge(s). .The conditions include special reporting requirements in the event of
noncompliance, bypasses, treatment unit/process failures, etc.

"this letter is also meant to advise you that should you fail to comply with the terms and
conditions of the permit you could be subject to enforcement as called for in Section 143-215.6 of the
North Carolina General Statutes. A civil penalty (fine) of up to $25,000 per violation per day may be
assessed for such violations. We ask that if you find at an`y time that you are unable to comply with the
terms and conditions of the Permit, that you contact this Office immediately.
