The existing site is approximately 7.54 acres and features existing buildings, utilities, parking, and a detention basin. The proposed additions will feature the construction of a ±25,045 square foot commercial storage building on -site. The proposed development drains to East Fork Twelve Mile Creek, a class 'C' surface water, located within the Catawba River Basin. Stormwater from the development falls under the jurisdiction of The State's Phase II requirements. Requirements are as follows: 1. Utilize Stormwater control measures that control and treat runoff from the first one inch of rain, and; 2. The runoff volume drowdown time shall be greater than 48 hours, but no more than 120 hours, and, 3. Design all structural Stormwater treatment systems to achieve 85% average annual removal of total suspended solids, and, 4. Utilize Stormwater management measures according to the requirements in the NCDEQ BMP Manual. To address the applicable Stormwater management requirements, a grassed bioretention facility is proposed. The proposed facility is designed in accordance with Chapter 12 of the NCDEQ Stormwater BMP Manual in order to treat the additional impervious area added to the site. This report contains calculations detailing the design of the Stormwater management facility. Please refer to the appropriate sections for more information. Calculations • Rainfall data is from NOAA Atlas 14, Volume 2, Version 3, Station 31-5771 Monroe 4 SE. This data describes a depth -duration -frequency (DDF) table describing rainfall depth versus time for varying return periods in the Monroe, NC area. These rainfall depths were input into the meteorological model within Pond Pack for peak flow rate calculations. Please reference the rainfall data section. • Using the NRCS Web Soil Survey, the on -site soils were determined to be from hydrologic soul group (HSG)'D' soils. • A composite SCS curve number was calculated for the post -construction condition. • The post -development time of concentration was assumed to be 5 minutes. • PondPack Version VBi, by Haestad Methods, was used to calculate stormwater routing through the stormwater management facility. Discussion of Results The stormwater management facility meets the design requirements set forth in the NCDEQ BMP Manual. The stormwater facility is designed to treat the first inch of rainfall from the new impervious area proposed via roof drains leading from the building to the facility. Large flows to the facility will be bypassed by restricting flows to the roof drains using secondary overflow structures. In addition, the facility contains an emergency spillway and a concrete riser to quickly outlet large storm events. Please refer to stormwater routing calculations in this report for more details. Soils are assigned to one of four groups according to the rate of water infiltration when the soils are not protected by vegetation, are thoroughly wet, and receive precipitation from long -duration storms. The soils in the United States are assigned to four groups (A, B, C, and D) and three dual classes (A/D, B/D, and C/D). The groups are defined as follows: Group A. Soils having a high infiltration rate (low runoff potential) when thoroughly wet. These consist mainly of deep, well drained to excessively drained sands or gravelly sands.
