Per conversation with Brandon, each of the 7 active facilities needs to have a separate Owner record, due to the manner
that LKQ is set up.
Brandon Walsh will be the Facility Administrator in eDMR for all sites.
Set-up opposite of how BIMS and edMR are created to communicate.
LkQ policy is because Brandon is not on site he cannot be the legally responsible person. Each facility is legally
responsible for their permits.
