Elite Comfort Solutions - Conover Complex
To Whom It May Concern:
On April 15, 2016, Arsenal Capital Partners (Arsenal) completed the acquisition of foam pouring assets
from Hickory Springs Manufacturing Company (HSM). This includes the foam manufacturing
production process located at the at 1115 Farrington in Conover, North Carolina (the Conover Complex).
The new entity will be called Elite Comfort Solutions (ECS). HSM will retain the wire drawing and the
Plastic Technology, Inc. (PTI) production processes at the Conover Complex with a primary Standard
Industrial Classification (SIC) of 3315 -Steel Wiredrawing and Steel Nails and Spikes. Foam
manufacturing at ECS Conover is classified under SIC Code 3086 - Urethane and Other Foam Products
(except Polystyrene).
HSM Conover is currently operating under North Carolina's General Permit to Discharge Stormwater
under the National Pollutant Discharge Elimination System (General Permit), Certificate of Coverage No.
NCG05019fO. As foam manufacturing (SIC Code 3083) will be conducted at the portions of the facility
owned by ECS, HSM requests that the current Certificate of Coverage be transferred from HSM to ECS.
With this submittal, HSM requests coverage under General Permit No. NCG030000 for stormwater
discharges associated with industrial activity at HSM Conover. The Notice of Intent (NOI) form for HSM =.
Conover is included in Attachment I to this letter, and a check for the N01 fee ($100) is included in s'
Attachment 2. Attachment 3 contains the State Stormwater Permit Name/Ownership Change form.
Attachment 4 includes a USGS map showing the location of the facility and a diagram that shows the
location of the property lines and stormwater outfalls associated with the ECS and HSM facilities. As
required, HSM has included proof of sale in Attachment 5.
