This maintenance record will be kept in a log in a known set location. Any deficient BMP elements noted in the inspection will be corrected, repaired or replaced immediately. These deficiencies can affect the integrity of structures, safety of the public, and the removal efficiency of the BMP. The wet detention basin system is defined as the wet detention basin, pretreatment including forebays and the vegetated filter if one is provided. After the wet detention pond is established, it should be inspected once a month and within 24 hours after every storm event greater than 1.0 inches (or 1.5 inches if in a Coastal County). DESIGN NARRATIVE General: Wedgewood is a proposed high density single family residential development located on Lanvale Road approximately 1.25 mi. NNE of the intersection of Lanvale Road (SRI438) and US Hwy 17 South within the Town of Leland in Brunswick County, North Carolina. This project was previously approved under state stormwater permit number SW8 031055MOD. The current proposal is for the modification of pond 1. This project consists of approximately 79.36 acres. The final intent of this project is to develop streets, drainage improvements, residential lots, and amenities. The entire. development will support 254 single family home sites. The parcel I.D. Number is 0470001206. Existing Site: The site consists of approximately 74.96 acres of uplands and 4.40 acres of wetlands. Site topography in the area is relatively flat. The entire project follows the natural drainage pattern of east to west into the wetlands. Vegetation consists primarily of sparse grasses and small shrubbery. Subsurface soils on the site are primarily silty clays and organics. The site drains to Jackeys Creek, class C Sw in the Cape Fear River Basin. Approximately 37% impervious surface area is proposed. Local government approval was secured for the Phase I of the subdivision and was secured prior to Phase II Stormwater requirements; however, Phase II did not have preliminary plat approval prior to July 1, 2007. NPDES Stormwater Phase It pre and post construction stormwater requirements will be met for both phases of the project. The purpose of this submittal is to reallocate impervious surface from the future tract across the road, which is owned by others, to the residential lots within Phase I1, and allocate available impervious surface that can be treated by the existing wet detention pond. A SEC Plan was never secured for the tract across the street. The owner will be responsible for securing a SEC Plan and Stormwater Permit for this tract prior to development activities taking place. Proposed Improvements: Throughout the entire project, improvements proposed include drainage devices, streets, stormwater ponds, and utilities. Drainage for the most part will sheet flow from the lots into the streets which will have curb and gutter to direct drainage to low points in the roads. Drainage from the low points will drain into amenity ponds and a stormwater pond that drains to surrounding wetlands. Water and sewer has been provided to the residential lots and required permits have previously been secured. Drainage Calculation Considerations: Drainage on the site will sheet flow to curb inlets within roadway areas. Proposed roads are to be cut I to 1.5 feet below existing grade to insure that the property will drain to the street. Any roof drains or gutters from buildings will drain to the collection system. From there, the drainage will be piped to a wet detention pond in accordance with NCDENR Stormwater regulations. Stormwater generated from Phase II will be pre-treated on -site but will be discharged into a detention pond previously permitted under Phase I (Permit 4SW8-031055) and sized to accommodate both Phase I and Phase II discharges for the 1.5" storm event and meet the pre post requirements for the l year 24 hour storm. The only new BMP design guideline that cannot be met is the elevation of the permanent pool which is located at the top of the shelf instead of at the midpoint. Erosion Control Considerations: The proposed wet detention pond will provide ample sediment storage for the disturbed area and will be utilized as a temporary sediment basin during construction. Inlet protection is to be installed as the curb inlets of the drainage piping system are constructed to minimize the amount of sediment entering the collection system and, ultimately, the temporary sediment basin. Erosion Control Measures and Sequence: a. Temporary construction entrance. b. Temporary sediment basin (wet detention pond). c. Energy dissipaters at the pipes into and out of the detention pond. d. Temporary inlet sediment protection at storm drain inlets. e. Temporary seeding should construction be halted for the specified time limit (refer to specifications) f. Remove all temporary erosion control measures once installation of utilities and paving has been completed and a good vegetative ground cover has been established. Maintenance Considerations: During construction, the Contractor shall be required to inspect and repair as needed all erosion control devices after any significant rain event. Any measure found not performing its intended function should be repaired immediately. Upon completion of construction and establishment of permanent ground cover, the Owner shall be responsible for maintenance on the project site. Erosion and Sedimentation Control 1.01 General: The contractor shall be responsible for erosion and sedimentation control within the construction limits; for prevention of sediment laden runoff leaving the construction limits or entering ditches, streams or water impoundments; and for implementation of necessary erosion and sedimentation control measures to meet the requirements of the North Carolina Department of Environment, Health, and Natural Resources. The Contractor shall also be responsible for all damages or fines resulting from erosion or sediment laden runoff in the execution of his contract. 1.02 Construction Sequence: While the use of erosion and sedimentation control devices is especially important on areas of steep topography, easily erodible soils and sites in close proximity to water courses throughout the construction period, the control measures should be installed prior to the commencement of land clearing and shall be fully maintained and periodically inspected until final restoration and stabilization is completed. Unrestored cleared areas shall be kept to a minimum. Disturbed areas ahead of construction shall only be accomplished on those segments for the shortest practical distance as required for continual progress. Final restoration shall not be delayed until completion of the project but will be carried out in phases as the work proceeds. Under no circumstances will any slopes be left denuded for more than 15 calendar days. Under no circumstance will any are be left denuded for more than (21) twenty-one calendar days without some form of stabilization until final restoration is complete. 1.03 Sedimentation: Control Measures: The following are some of the sediment control devices or measures that may be required to prevent sedimentation of streams, water courses, or drainage structures: 1. Earth berms and/or diversion and intercept ditches. 2. Sediment traps 3. Filter berms 4. Wire and Gravel Filter inlets 5. Silt fences - not to be placed in streams or ditches perpendicular to flow. 6. Check dams gravel filter 7. Gravel construction exit 1.03.1 Erosion Control Measures: Some of the soil erosion control measures which may be required in this contract are: l . Earth slope protection 2. Diagonal water break diversion berms 3. Diversion channels 4. Preservation of existing vegetation 5. Storm inlet protection 6. Stream crossings 7. Energy dissipators 8. Matting of re -seeded areas 1.03.2 Detail Drawing: Examples of sedimentation and erosion control details are shown in these plans for installation at locations designated in the plans or as otherwise required by the regulating agency, or the owner as work proceeds. 1.04 Stream Protection: Where construction activities are necessary in close proximity to streams, and other waterways, they shall be performed in a manner that does not contribute to degradation of or blockage of the stream -flow. In order to prevent possible degradation or blockages, the contractor shall be required to: I . Keep all construction debris, excavated materials, brush, rocks, refuse and topsoil as far from these waterways as possible. Restrict machinery operation or stream crossings in waterways to the extent necessary for construction of utilities crossings. 2. If construction work areas are necessary in a waterway, they shall be protected as indicated on the plans. 3. If temporary roadways are essential for the construction activities, they shall be constructed of soils which are not highly erodible materials and must not span more than half way across the water course or wetland area at any one time unless otherwise approved by the Engineer. These temporary roadways shall be entirely removed as soon as their requirement is met. Work in these areas shall follow the requirements of the Corp of Engineers or CAMA permit, or plans as applicable. 1.05 Construction Access: The travel of equipment to and from the construction areas shall be minimized not only to protect areas that will not be denuded, but also to prevent the spreading of sediment within and outside of the construction areas. Therefore, special construction equipment travel corridors will be established for this use and instructions shall be issued for their use. Use of these corridors must be fully enforced. Other non -essential traffic will be restricted or discouraged. Indiscriminate and 'convenience traffic shall not be allowed. 1.06 Stockpile/Barrow Areas: The Contractor shall be responsible for selecting, obtaining and maintaining stockpile or borrow areas which he may require to complete the contract. He is also required to design and incorporate all necessary sediment and erosion controls measures necessary to prevent erosion and contribution of sediment to adjacent areas. The Contractor is responsible to obtain all necessary permits or approvals for borrow or spoil areas outside the construction limits. 1.07 Disposal of Excess Water From Excavations: The Contractor shall practice management of excess water pumped from excavation to reduce the production and spreading of sediment. Pumped water shall be discharged onto stabilized surfaces and allowed to filter through existing vegetation if possible; otherwise, additional control measures may be necessary. if ditches are required to remove pumped water from construction excavations, they shall be given the same consideration as any other man- made waterway and they shall be stabilized as to not degrade and produce sediment. 1.08 Excavation and Backfill: Excavation shall be closely controlled and all the material removed from the excavation shall be selectively stockpiled in areas where a minimum of sediment will be generated and where other damage will not result from the piled material. Drainage ways shall be protected at all times and the placement of material in Drainage ways for convenience shall not be allowed. Backfilling operations shall be performed in such a manner that remaining trees are not damaged. 1.09 Final Grading and Seeding: Finish grading, topsoiling, seeding and/or sodding shall be performed after the construction phase is complete. Permanent vegetation of the areas, that have been disturbed, shall be re-established as rapidly as possible. If the completion of the construction activities do not coincide with a season in which permanent vegetation can be generated, an interim or temporary program is required. This shall include soil conditioners and mulching as necessary for soil stabilization. In any case, sediment and erosion controls shall be installed promptly and their maintenance assured. 1.10 Approval: The approved Erosion Control Plan will be provided by the Owner. Any standard conditions relating to soil erosion and sediment control issued to the Contractor as a part of any permits shall be available at the job site at all times. Once the lot transfer is complete, the built -upon area may not be revised without approval from the Division of Energy, Mineral and Land Resources, and responsibility for meeting the built -upon area limit is transferred to the individual property owner. 3. Filling in, altering, or piping of any vegetative conveyance shown on the approved plan. 4. The Director may determine that other revisions to the project should require a modification to the permit. If an Architectural Review Board or Committee is required to review plans for compliance with the BUA limit, the plans reviewed must include all proposed built -upon area. Any approvals given by the Board do not relieve the homeowner of the responsibility to maintain compliance with the permitted BUA limit. 6. All stormwater collection and treatment systems must be located in either dedicated common areas or recorded easements. The final plats for the project will be recorded showing all such required easements, in accordance with the approved plans. 7. The Director may notify the permittee when the permitted site does not meet one or more of the minimum requirements of the permit. Within the time frame specified in the notice, the permittee shall submit a written time schedule to the Director for modifying the site to meet minimum requirements. The permittee shall provide copies of revised plans and certification in writing to the Director that the changes have been made. 8. The stormwater management system shall be constructed in its entirety, vegetated and operational for its intended use prior to the construction of any built -upon surface. 9. During construction, erosion shall be kept to a minimum and any eroded areas of the system will be repaired immediately. 10. Upon completion of construction, prior to issuance of a Certificate of Occupancy, and prior to operation of this permitted facility, a certification must be received from an appropriate designer for the system installed certifying that the permitted facility has been installed in accordance with this permit, the approved plans and specifications, and other supporting documentation. Any deviations from the approved plans and specifications must be noted on the Certification. 11. If the stormwater system was used as an Erosion Control device, it must be restored to design condition prior to operation as a stormwater treatment device, and prior to occupancy of the facility. 12. Permanent seeding requirements for the stormwater control must follow the guidelines established in the North Carolina Erosion and Sediment Control Planning and Design Manual. 13. The permittee shall at all times provide the operation and maintenance necessary to assure that all components of the permitted stormwater system function at optimum efficiency. The approved Operation and Maintenance Plan must be followed in its entirety and maintenance must occur at the scheduled intervals including, but not limited to: a. Semiannual scheduled inspections (every 6 months). b. Sediment removal. C. Mowing and revegetation of side slopes. d. Immediate repair of eroded areas. e. Maintenance of side slopes in accordance with approved plans and specifications. f. Debris removal and unclogging of structures, orifice, catch basins and piping. g. Access to all components of the system must be available at all times. 14. Records of maintenance activities must be kept and made available upon request to authorized personnel of DEMLR. This permit shall become voidable unless the facilities are constructed in accordance with the conditions of this permit, the approved plans and specifications, and other supporting data. 16. Prior to the sale of any lot, the following deed restrictions must be recorded: a. The following covenants are intended to ensure ongoing compliance with State Stormwater Management Permit Number SW8 031055MOD, as issued by the Division of Energy, Mineral and Land Resources under NCAC 2H.1000. b. The State of North Carolina is made a beneficiary of these covenants to the extent necessary to maintain compliance with the Stormwater Management Permit. C. These covenants are to run with the land and be binding on all persons and parties claiming under them. d. The covenants pertaining to stormwater may not be altered or rescinded without the express written consent of the State of North Carolina, Division of Energy, Mineral and Land Resources. e. Alteration of the drainage as shown on the approved plans may not take place without the concurrence of the Division of Energy, Mineral, and Land Resources. f. The maximum built -upon area per lot is 3,200 square feet for Phase 1. For Phase II maximum BUA/lot is listed in Attachment A. This allotted amount includes any built -upon area constructed within the lot property boundaries, and that portion of the right-of-way between the front lot line and the edge of the pavement. Built upon area includes, but is not limited to, structures, asphalt, concrete, gravel, brick, stone, slate, coquina and parking areas, but does not include raised, open wood decking, or the water surface of swimming pools. g. All runoff on the lot must drain into the permitted system. This may be accomplished through providing roof drain gutters which drain to the street, grading the lot to drain toward the street, or grading perimeter swales and directing them into the pond or street. Lots that will naturally drain into the system are not required to provide these measures. h. Built -upon area in excess of the permitted amount will require a permit modification. 17. A copy of the recorded deed restrictions must be submitted to the Division within 30 days of the date of recording the plat, and prior to selling lots. The recorded copy must contain all of the statements above, the signature of the Permittee, the deed book number and page, and the stamp/signature of the Register of Deeds. 18. Prior to transfer of the permit, the stormwater facilities will be inspected by DEMLR personnel. The facility must be in compliance with all permit conditions. Any items not in compliance must be repaired or replaced to design condition prior to the transfer. Records of maintenance activities performed to date will be required. 19. Decorative spray fountains will be allowed in the stormwater treatment system, subject to the following criteria: a. The minimum permanent pool volume is 30,000 cubic feet. b. The fountain must draw its water from less than 2' below the permanent pool surface. C. Separated units, where the nozzle, pump and intake are connected by tubing, may be used only if they draw water from the surface in the deepest part of the pond. d. The fountain may not be placed in the forebay. e. The falling water from the fountain must be centered in the pond, away from the shoreline. f. The maximum horsepower for the fountain's pump is based on the permanent pool volume. The maximum pump power for a fountain in this pond is 2. III. GENERAL CONDITIONS This permit is not transferable to any person or entity except after notice to and approval by the Director. In the event there is either a desire for the facilities to change ownership, or there is a name change of the Permittee, a "Name/Ownership Change Form" must be submitted to the Division of Energy, Mineral and Land Resources accompanied by appropriate documentation from the parties involved. This may include, but is not limited to, a deed of trust, recorded deed restrictions, Designer's Certification and a signed Operation and Maintenance plan. The project must be in good standing with DEMLR. The approval of this request will be considered on its merits and may or may not be approved. 2. The permittee is responsible for compliance with all of the terms and conditions of this permit until such time as the Director approves the transfer request. 3. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to enforcement action by the Division of Energy, Mineral and Land Resources, in accordance with North Carolina General Statute 143- 215.6A to 143-215.6C. 4. Additionally, I would like to thank homeowners for being patient when our pool renovation took longer than expected, I would especially like to thank Annette Palen, our past president who worked so hard for obtaining our community owned funds from builders, which is the only reason the pool was able to be renovated. Without which, we would have not passed inspection for pool opening this past summer. Thank you again Annette and past board members for your relentless efforts and scrupulous planning! I would also like to say thank you to our board members (Larry Spencer, Justen Gross, James Synan) who volunteer countless hours to our community, as well as meet on a monthly basis to review ARC requests and discuss property business. Also, thank you to the residents who have volunteered their time to help with various items like pool monitoring, cleanup of the area, Christmas decorating, and alligator watch. A special thank you to our president Larry Spencer who volunteered and is re -painting our gazebos at the pool and on Lapham Drive. As a newly transitioned homeowner board, we had a very tough job trying to acclimate without the previous president who truly made caring for our community her full-time unpaid job. We were faced with the challenges that come with a 12-year old aging community. Meeting the expense requirements to address items beyond day to day operations and grounds maintenance has proven to be very challenging. We feel proud to mention the completion of the pool renovation. This project included resurfacing of the pool interior, a new mechanical system, refinishing of the pool deck, and new pool furniture. The furniture was not in the original budget. However, after retrieving the old furniture from storage we realized the bottoms were in bad shape and would scratch the newly finished pool decking. After discussion with our landscaping company, we determined there was ample pine straw on the berm, so it would be acceptable to skip that portion of maintenance in 2019. These funds were utilized to replace pool furniture. Additionally, we were able to have the sidewalks, curb and gutters cleaned on Kingsbridge Road, and before the end of the year we will have all the curbs throughout the neighborhood power washed. In 2020 are plan is to have all the streets within Wedgewood community sweep cleaned. We are also heavily addressing how to sustainably maintain the berm on Lanvale Road. Majority of berm plantings are over 10 years old and many will require replacement, fixing leaning crepe myrtles that sustained damage during the storm(s), and ensuring our landscaping visits are increased during the growth season. The board of directors continues to strive for communication and transparency with our neighbors thru newsletters, email, Next Door, and a new Facebook page. This page is seen by the board and along with meeting our neighbors and planning events; this Facebook page is a great tool to open communication between the residents and the board with concerns and ideas in our neighborhood. It takes a village! Wedgewood @ Lanvale 'f This past year, some maintenance was decreased to ensure the funds to complete the pool were in`;place. This is not the plan moving forward. As you can also see by our financials, operating expenses, and building and grounds expenses have increased. There are new projects which we are will have to start saving for. Our playground and actual grounds in that location will require major attention. Grounds grading work will need to be assessed and addressed, as the erosion fixed last year has unfortunately returned. Much of the equipment is corroded, and areas of the enclosure are rotting; replacements are inevitable. The goal is to increase our amenities appeal and use for our residents in the process of taking on these required larger projects. Moving forward the board of directors is investigating and pursuing capital improvement projects, including materials and equipment that are not only sustainable, but will also require minimal annual upkeep, other than cleaning. Projects will be based on feasibility, safety, neighborhood appeal and resident enjoyment, as well as the community's property value. We will begin the preliminary process for assessing the site work, development and reconstruction of the playground and surrounding common area in 2020. This playground project is at minimum 2-3 years out as we need to acquire funds necessary for its completion. As we have tried diligently to keep dues as low as possible, overall operating costs and grounds maintenance costs have increased. To preserve building and grounds, repair and replace as needed, run our community more efficiently, and financially prepare for necessary future projects we will be raising assessments $25 per quarter. This will enable the Association to have more cushion during the year to address additional maintenance expenses as they arise. At full capacity, we will have 251 homes. Currently, 247 are those homes are active. At this time, there is two (2) vacant builder lots owned by Liberty Homes located on Lapham Drive. As per our documents dues for these lots are currently deferred and being accounted for until homes are built on these lots, at which time Liberty Homes will be responsible for said deferred dues originating from 2008.
