This law impacts any development approval issued by the Division of Water Quality under Article 21 of Chapter 143 of'the General Statutes, which is current and valid at any point between January 1, 2008, and December 31, 2010. The law extends the effective period of any stormwater permit that is set to expire during this time frame to 3 years from its current expiration date. Accordingly, Stormwater Permit # SW8 000720, which was set to expire on September 21, 2010, is now in effect until September 21., 2013. Please resubmit the renewal application and fee at least 180 days prior to September 21, 2013', which would be March 21, 2013. A copy of the Renewal Application can be obtained from the following website: http://h2o.enr,state,nc.us/su/bmp forms.htm. A preliminary review of that information has determined that the application is not complete. The following information is needed to continue.the stormwater review: I. Delineate all wetlands on site, or note on the plans that none exist. 2. Please include a copy of the sealed calculations as well as a brief narrative describing the project. 3. Please dimension the permanent pool. The required minimum surface area at permanent pool for the surface area to drainage area ratio, SA/DA, of 3.61 %, is 4,722 square feet. By the plans I measured only 4,025 square feet. Please increase the surface area of the permanent pool to at least 4,722sf. 4. Please include the contour line for the temporary pool elevation of 48.00 FMSL. 5. On the outlet detail, sheet 2 of 2, please include a type of trash guard for both the outlet orifice and the overflow weir. A sheet of expanded metal (grating) placed in front of the weir and pulled over the top would suffice. 6. On the detention pond section please note that all slopes above the permanent pool elevation should be a minimum of 3:1, H:V. 7. The outlet orifice should be designed to draw down the minimum required design volume (1 in.) of runoff between 2 and 5 days. By my calculations a tin. diameter orifice would draw down the pond in less than one day. A 0.75in. to 1.15in. diameter orifice would draw down the tin. storm or 4,600 cubic feet of volume in 2-5 days. S. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A. Highway 132 and Northchase Parkway. A wet detetion basin will be constructed in the northwest corner of the lot for stormwater pollutant removal. The lot will be graded to direct stormwater to a collection system and route it to the basin. The basin outlet is designed as a one inch orifice to drawdown stormwater to the permanent pool elevation in 2-5 days. The outlet discharges to a roadside ditch along NC Highway 132. An overflow weir and emergency spillway are provided to handle events in excess of an one inch rainfall. SITE DESCRIPTION The three acre site has level topography with slopes generally less than 1%. The property is bounded on the west and south by roads. Drainage swales exist on the north and east property lines.
