I. PROJECT DESCRIPTION
Topsail Sound RV Park is a low density commercial development which does not include any
formal stornry ater managernent devices. Topsail Sound RV Park consist of a 32.4? Acre tract of
land that will be developed into a 345 lot RV park with a store, laundry, bath house and pool. The
project will be broken into three phases. Phase 1 and 2A have already been permitted. We are
applying for a permit for Phase 2B and 3. Phase 1 consists of sixty three (63) lots, a pool, and a
convenience store with laundry facilities. Phase two will consist of one hundred and sixty two (162)
lots, pool and a bath house. Phase three will have an additional one hundred and twenty (120) lots.
II. STORMWATER MANAGEMENT
The proj ect and associated drainage is designed for low density. The southeastern portion of
the site is designed to provide sheet flow with no concentrated flow and multiple outlets. The
southeastern section is designed and permitted to sheet flow across an existing easement road into
existing wetlands on site. The wetlands receive most of the stormwater from the project area in its
pre -developed state. The grading design follows the existing contours as much as possible to
continue the preexisting flow patterns in a sheet flow manner.
The northwestern portion of the site will drain towards the western property line, where the
stormwater will sheet flow to an existing ditch along the western property line. The grading plan for
this side of the project is consistent with the current flow as it stands undeveloped.
The project is located in the Cape Fear River Basin and drains to the Stump Sound. Stump
Sound is a class SA ORW water body.
III. EARTH DISTURBING ACTIVITIES
Earth disturbing activities will include construction and installation of water, low pressure
pipe sewer facilities, roads, parking lots and buildings.
IV. EROSION AND SEDIMENTATION CONTROL MEASURES
The following measures are proposed for the site. If it becomes evident that
additional erosion and sedimentation control measures are needed, they shall be installed
immediately. It is intended that all grading and excavation activities within a certain area will be
protected as soon as that activity is complete, i.e., drainage swales, utility easements, etc.
A. Sediment Fence - Sediment fence will be utilized as necessary in locations as
shown on plans or as deemed necessary by the engineer to insure that off -site
sedimentation is controlled.
B Seeding - All disturbed areas will be seeded within 14 days following construction
in accordance with the seeding schedule shown on plans.

C. Stone Construction Entrance - Stone construction entrances will be used to
reduce transport of sediment off site.
V. CONSTRUCTION SFnlrTENCF
1. Clear and grub areas within land disturbance limits line.
2. Install stone construction entrances.
3. Install silt fence where specified on plans within area of construction.
4. Construct temporary sediment traps where specified.
5. Rough grade site.
6. Install utilities.
7. Fine grade street areas, grade lots, and seed areas to remain outside of
paved areas.
8. Pave streets.
9. Perform final seeding and mulching.
10. Remove temporary sediment traps within drainage area once all lots within
said drainage area have been developed.
VI. COASTAL STORMWATER REGULATIONS
The North Carolina Division of Environmental Management implemented coastal stormwater
regulations in coastal counties on January 1, 1988. These regulations are detailed in 15 NCAC
2H.1000 Stormwater Runoff Disposal. These rules allow for a development to be considered under
various options. This project is submitted for approval inconsideration under Section .1003(d)(1)
low density projects.

Cameron & Janet: In backing -up Miriam, I entered the modification on this project
for Rhonda. Ed agreed to a fee of $1,000 - I have entered it into BIMS as $1,000
however since the actual fee is $2,000, this project still shows as $1,000 owing.
I just wanted to advise the two of you so that once Miriam returns, the two of you
can get with her on get with her on making this correction. I don't want this to
get "lost in the shuffle" but I don't know how to do it and don't have the time to
put into it right now. I would like to know how to make this correction at some
point however. I am just completely bogged down today.

This project is being developed by Topsail Sound RV Partners LLC. It is located
near the end of Morris Landing Road in holly Ridge. They have submitted a change
to DLR to add a drop inlet and discharge pipe. Also, someone from your shop may
want to take a look at the Ist phase that's finished - to check for compliance with
the impervious surface amounts.
