The report summarizes the findings of a recent inspection of the project's stormwater controls conducted on July 17, 2000 to determine compliance with Stormwater Permit Number SW8 991121 issued on February 14, 2000. A summary of the findings and comments are noted under Section 6 of the report. Please inform this Office in writing before August 27, 2000 of the specific actions that will be undertaken and the time frame required to correct the deficiencies. Failure to provide the requested infortnation, when required, may initiate enforcement action. Project Name: Bluffs View Project Number: SWS 991121 Control Measure: Wet Detention Pond Water Bodv: Peltier Creek Classification: SB 4 Directions to site, address: Corner of Mansfield Parkway and South Shore Drive 2. Inspection Date: July 17, 2000 Weather Conditions: sunny and warm 3. Compliance Issues: a. Parts of the pond slopes are not yet vegetated. b. The outlet structure is missing the trash rack. C. The orifice pipe is piped through the outlet structure and into the 1 S" outlet piping. 4. Required Actions: a. Please completely vegetate the pond slopes, as required by the permit. b. Please construct and ,place the trash rack on the outlet structure. C. As long as the 1 S" outlet pipe invert is the same as the permanent pool elevation, this is acceptable. Please install the orifice as shown on the approved plans prior to closing out this project. Type of Development E C E I V E NOV 15 1999 D E M PRo.i # The Bluffs View project is located in Morehead Township, Carteret County, N.C. just off of Mansfield Parkway. The proposed development consists of (9) individual condominiums, and one fourplex. The project is proposed as high density utilizing a wet detention basin as means of controlling and treating stormwater. 2. Earth Disturbing Activities a. Excavation and grading for the installation of the drive, parking, drainage, and utility improvements. b. Grading for the construction of 10 dwellings. 3. Drainage The site presently drains to the north west by a series of ditches to the Peletier Creek, a class SC water body. File: CWHIgblunnarr.%Npd B. Erosion and Sedimentation Control Measures The following measures are proposed for the site. If it becomes evident that additional erosion and sedimentation control measures are needed, they shall be installed immediately. It is intended that all grading and excavation activities within a certain area will be protected as soon as that activity is complete, i.e., drainage swales, utility easements, etc. 1. Sediment Fence - Sediment fence will be utilized as necessary in locations as shown on plans or as deemed necessary by the engineer to insure that off -site sedimentation in controlled. 2. Sediment Basins- Stormwater detention pond proposed for the site will serve as a sediment basin during the construction phase of development. 3. Riprap outlet protection- Riprap to be installed at locations shown on plans to reduce energy at high velocity areas. 4. Seeding - All disturbed areas will be seeded within 14 days following construction in accordance with the seeding schedule shown on plans. S. Stone Construction Entrance - Stone construction entrance will be used to reduce transport of sediment off site. C. Time Sequence of Operations 1. Install stone construction entrance. 2. Construct wet detention pond, utilize as sediment trap during construction and remove any accumulated sediment. 3. Install silt fencing at specified locations. 4. Rough grade site. S. Install utilities. b. Construct drive. 7. Seed all areas of disturbance not to be paved within 14 days of land disturbance. 8. Pave drive. 9. Initiate building construction. 10. Final landscape after each unit is constructed. D. Design Assumptions 1. Design storm is ten years. 2. The rational method was used for design. E. Wet Detention Basin Operation and Maintenance After every significant runoff producing rainfall event and at least monthly: a. Inspect the wet detention basin system for sediment accumulation, erosion, Ho:C\VP8 kgblulr»arr.�kpd 2. 3 4 5 trash accumulation, grass cover, and general condition. b. Check and clear the orifice and overflow device of any obstructions. Repair eroded areas immediately, re -seed as necessary to maintain good vegetative cover, mow vegetative cover to maintain a maximum height of six inches, and remove trash as needed. Inspect and repair the collection system (piping, riprap) quarterly to maintain proper functioning. Remove accumulated sediment from the wet detention basin systems semi-annually or when depth is reduced to 75% of the original design depth. original design depth: sediment removal benchmark depth: Main Basin For_ ebay 6.00' 3.0' 4.50' 2.25' Removed sediment shall be disposed of in an appropriate manner in no way adversely impacting water quality. Remove cattails and other indigenous plants when they cover 75% of the basin surface. F. Coastal Stormwater Regulations The North Carolina Division of Environmental Management implemented coastal Stormwater regulations in coastal counties on January 1, 1988. these regulations are detailed in 15 NCAC 2H.1000 Stormwater Runoff Disposal. These rules allow for a development to be considered under various options. This project is submitted for approval consideration under Section .1003(d)(2).
