Effective August 1, 2013 the State Stormwater program has been transferred from the Division of
Water Quality (DWQ) to the Division of Energy, Mineral and Land Resources (DEMLR). All previous
references to DWQ will remain in older stormwater permits issued prior to August 1, 2013 until they
are modified.
On August 5, 2009, the Governor signed Session Law 2009-406. This law impacts any development
approval issued by the Division of Water Quality under Article 21 of Chapter 143 of the General
Statutes, which is current and valid at any point between January 1, 2008, and December 31, 2010.
The law extends the effective period of any stormwater permit that is set to expire during this time
frame to three (3) years from its current expiration date. On August 2, 2010, the Governor signed
Session Law 2010-177, which grants an extra year for a total of four (4) years extension.
Accordingly, this permit, which was set to expire on July 6, 2015, shall now be effective from the
date of issuance until July 6, 2019.
On August 20, 2013, the Wilmington Regional Office received a request to revise the approved plans
for Stormwater Management Permit Number SW8 980204. The revisions include the removal of
sidewalk for the construction of two (2) boiler buildings between Buildings 4006 and 4007 within the
drainage area of the wet detention pond originally issued on October 2, 1998 and as modified on
June 4, 1999 and July 6, 2005. This revision results in the addition of 312 square feet of impervious
area, which reduces the amount of future imperious area available within the drainage area of this
original pond from 22,650 square feet to 22,338 square feet. The revision results It has been
determined that a formal permit modification is not required for the proposed changes. We are
forwarding you an approved copy of the revised plans for your files. Please add the attached plans
to the previously approved plan set.
Please be aware that all terms and conditions of the permit issued on July 6, 2005, remain in full
force and effect. Please also understand that the approval of this revision to the approved plans
for the subject State Stormwater Permit is done on a.case-by-case basis. Any other changes to
this project must be approved through this Office prior to construction. The issuance of this plan
revision does not preclude the permittee from complying with all other applicable statutes, rules,
regulations or ordinances which may have jurisdiction over the proposed activity, and obtaining a
permit or approval prior to construction.

Dear Ms. Lewis/Nelson,
United States Marine Corps Air Station New River is submitting a plan revision to permit
SW8 980204 for State Stormwater for a steam decentralization project located within a
portion of its property in Jacksonville, North Carolina. The total disturbed area for this
portion of the work is approximately 1,400 square feet and there is a net increase in
built -upon area of 312 square feet. The plan revision consists of the construction of two
(2) boiler buildings for Air Station Buildings 4006 and 4007. The boiler buildings each
have concrete pads at the entrance and are both fourteen feet by twenty feet (14' X 20')
giving 280 square feet of impervious for each boiler building. The project also includes
the demolition of existing sidewalk which results in a decrease in impervious of 270
square feet. The addition of the two boiler buildings with concrete entrance pads and
the subtraction of the existing sidewalk yields 312 square feet of additional impervious.
The existing stormwater permit SW 980204 allocates a built -upon area for future
development which is limited to 22,650 square feet of impervious area for drainage to
the existing stormwater control. This project will drain to Basin C and will use 312
square feet of the allocated built -upon area, resulting in a new allocated built -upon area
of 22,338 square feet.
Support document drawings include a site plan drawing for the entire project
development and the original construction drawing clouded to show the two boiler
buildings.
