This will involve reducing the size of the existing islands at the egress points onto Birch Street. The original permit, based on permit documentation provided by DEQ, show the permit area to be 249,163 SF (5.72 AC) with 122,839 SF (2.82 AC) of impervious area. The Intel BN Interim Facilities, Permit SW8-080734, now referred to as the Trailer Parking Lot, is located directly east of the Hobby Shop site, and currently overlaps a portion of the Hobby Shop permit area, The Hobby Shop permit was not modified at the time the Trailer Parking Lot permit was issued; therefore, this permit modification will rectify the permit area overlap. This resulted in a reduction of approximately 71,529 SF (1.64 AC), including 3,364 SF (0.08 AC) of impervious area and approximately 68,165 SF (1.56 AC) of pervious area from the Hobby Shop permit area, which has been incorporated into the Trailer Parking Lot permit area. To accommodate for the proposed roadway improvements, the permit boundary will be modified by removing existing; impervious area from the permit area and adding new impervious area associated with the widening. As part of this permit modification, 7,018 SF (0. 16 AC) will be removed from the permit area and incorporated into the Wallace Creek Regimental Complex Phase 1 Roads Permit, SW8-090109. This will also remove 4,238 SF (0.10 AC) of impervious area. The reduction in permit area is accomplished by adjusting grades and adding catch basins and trench drains to direct runoff away from the Hobby Shop stormwater facility. The catch basins and trench drains will collect runoff from Birch Street, which is then conveyed to the existing channel located west of the Hobby Shop site. Since the Wallace Creek and Hobby Shop permit areas currently overlap, the overall Wallace Creek permit area will not be increased, and the two permit areas will now abut one another. '['his includes 2,1 13 SF (0.05 AC) of existing impervious area associated with two access drives into the Hobby Shop parking lot. Since the contributing drainage area is being modified, a new design volume calculation was performed for the I" design storm. The 1" design storm, which was the requirement at the time of permit issualtce, was utilized because the proposed BUA is within the original permitted BUA. In order to show that the existing wet detention basin will not be negatively impacted, the new design volume and required surface area were confirmed to not exceed the available volume and provided sur[Ztce area in the wet detention basin based on its design. This permit took over a pervious portion of the Hobby Shop Permit that is now called the trailer parking lot, thus reducing the size of the permit boundary and directing runoff from this area away from the Hobby Shop permit facility an into the basins east of the parking lot.The proposed improvements to Birch Street increase impervious surface within the limits of the I -lobby Shop permit by 9,169 SF which produces additional runoff. The reduction in permit size resulting from the loss of area to the trailer parking lot removes runoff within the Hobby Shop permit area. When compared, there's a net increase in runoff from the ]-year and 2-year storm events, a net decrease in runoff from the 25-year and 100-year storm events and no change in runoff for the l0-year storm event. These results confirm there is no risk of flooding as a result of the proposed improvements. Runoff calculations were prepared using the Hydraflow Hydrograph program utilizing TR-55. The soil type at the site referenced from the USDA Web Soil Survey along with the surface areas was used to calculate the CN values. Surface cover for the area removed was based on historical aerials at time of original permit and design of the basin. Rainfall data was referenced from NOAA National Weather Service. This will involve reducing the size ofthe existing islands at the egress points onto Birch Street. The original permit, based on permit documentation provided by DEQ, show the permit area to be 249,163 SF (5.72 AC) with 122,839 SF (2,82 AC) of impervious area. A previous modification to the permit involved the reduction of the permit area by approximately 71.529 SF (1.64 AC) with the creation of the Intel BN Interim Facilities, Permit SW8-080734, now referred to as the trailer parking lot. This new permit removed roughly 3,364 SF (0,08 AC) of impervious area and approximately 68,165 SF (1,56 AC) of pervious area from the Hobby Shop permit area. To accommodate for the proposed roadway improvements, the permit boundary will be modified by removing existing impervious area from the permit area and adding new impervious area associated with the widening, As part of this permit modification, 7,019 SF (0.16 AC) will be removed from the permit area and incorporated into the Wallace Creek Regimental Complex Phase l Roads Permit, SW8-090109. This will also remove 4,232 SF (0.10 AC) of impervious area. The reduction in permit area is accomplished by adjusting grades and adding catch basins and a valley gutter to direct runoff away from the Hobby Shop stormwater facility. Since the Wallace Creek and Hobby Shop permit areas currently overlap, the overall Wallace Creek permit area will not be increased. and the two permit areas will now abut one another. To avoid modifying the Wallace Creek permit area, 3.575 SF (0.08 AC) will be added to the Hobby Shop permit area. This includes 2.1 l 1 SF (0.05 AC) of existing impervious area associated with two access drives into the Hobby Shop parking lot. Since the contributing drainage area is being modified, a new design volume calculation was performed for the 1" design storm. The 1" design storm was utilized Burns & McDonnell because the proposed BUA is within the original permitted BUA. In order to show that the existing wet detention basin will not be negatively impacted, the new design volume was confirmed to not exceed the available volume in the wet detention basin based on its design. For comparison, the BUA originally approved under this permit (122,839 sf) is only required to treat the first 1.0" of runoff. Will the revised calculations and supplement be based on these design storms? Please note that any changes to the drainage areas or BUA allocations will require updated calculations to demonstrate the new minimum required storage volume and updated supplements to document the revised condition.
