Lee Stormwater Project No. SW8 931110 Modification Brunswick County Dear Mr. Lampe: Based on information received by this office, it appears that the wet detention basin associated with the Guy C Lee facility is receiving off -site drainage from two 24 inch reinforced concrete pipes that run under highway NC 179, and from Owendon Plantation Subdivision which is adjacent to your property (see attached drawing). State Stormwater Regulations require that systems designed to treat stormwater runoff must take into account the runoff at the ultimate built -upon potential from all surfaces draining to the system, including any off -site drainage. The applications, hydrologic calculations, and plans that were submitted to this office do not appear to account for any off -site drainage. Please either provide documentation to this office that there is no off -site drainage coming onto your property or submit a modification that demonstrates how the off -site drainage will be addressed. If you find that off - site drainage is coming onto your property, you will either need to provide a means to divert this off -site drainage around your engineered stormwater system or demonstrate that the engineered stormwater system is sized such that it accounts for the off -site drainage. Please provide documentation that there is no off -site drainage coming onto your property or submit a written "Plan of Action" which outlines the actions you will take to address the off -site drainage and a time frame for completion of those actions, on or before November 30, 2005. Based on our review of the project plans and specifications, we have determined that the Lampe Company Building-Shallotte stormwater control system complies with the Stormwater Regulations set forth in Title 15A NCAC 2H.1003(i). The runoff will be treated in a detention pond sized to achieve 90% reduction in Total Suspended Solids. Any modification of the plans submitted to and approved by this Office or -further development of this site regardless of the fact that the modification may be less than 1 acre, will require an additional Stormwater Submittal/Modification and approval prior to initiation of construction. Modifications include but are not limited to; project name changes, transfer of ownership, redesign of built -upon surfaces, addition of built -upon surfaces, redesign or further subdivision of the project area. This Certification shall be effective from the date of issuance until rescinded. The project shall be constructed and maintained in accordance with the plans and specifications approved by the Wilmington Regional Office. This Certification does not supersede any other permit or approval. The developer is responsible for obtaining any and all permits and approvals necessary for the development of this project.
