G' RA RCN ca� 8-30 -l6 r 0 l r_ h i FIGURE EIGHT ISLAND BRIDGE ROAD RE -ALIGNMENT & TENNIS COURTS NEW HANOVER COUNTY Project #15191.PE Table of Contents PROJECT NAMMVE PROPOSED STORMWATER CONTROL MEASURES ATTACHMENTS: Property Deed Soils Map USGS Map r Stormwater Calculations LNv1G Soils Testing Letter 7/31/14 2 PROJECT NARRATIVE Figure Eight Island Yacht Club, Inc., a private club that owns and maintains the amenities and facilities associated with the Island's marina, is proposing to realign the existing Bridge Road in order to build new tennis courts and associated parking at 15 Bridge Road on Figure Eight Island within New Hanover County, NC (Parcel ID#R04500-005-001-000, Deed Book 1231 Page 75, specifically "Causeway Tract #8") with an overall land disturbance of 2.68 acres. The site is located on the left of Bridge road about 1800-ft from the end of the 1CWW bridge (Lar. 34' 16' 22" N Long: 77' 45' 17"). The site is bound to the north by the ICWW channel to the marina, and south by the IC\VAV marsh and bay. The site has the road and a few trees and topography slopes towards the water on both sides of the road. Soils consist primarily of Newhan find sand (HSG A) according to the enclosed NRCS Web Soil Survey. According to the enclosed USGS map, the project drains to the Intracoastal Waterway (Topsail Sound and Middle Sounds (SA; ORW) and is within the White Oak River Basin. The site is within a V2 mile of SA waters. PROPOSED STORMWATER CONTROL MEASURES Two proposed infiltration basins will be excavated to treat an approved alternative to the required 1.5-inch rainfall -runoff per State stormwater rules and provide peak discharge control meeting pre -developed flows in the 2, 10, and 25-yr design storms per the New Hanover County stormwater ordinance. The infiltration basins were calculated utilizing SCS TR-20 hydrograph routing through the HydroCAD software application. The State stormwater detention requirements for the infiltration basins are sized to infiltrate the entire 10-yr, 24-hr storm without any overflow using one-half the infiltration rate, therefore eliminating a bypass system and vegetative filters downstream per Chapter 16.3.9 of the NCDEQ BMW Manual under the alternative design criteria in NCAC 2H.1008(h). Reference LMG Soil Testing Report dated July 31, 2014 included herein for infiltration rate and depth to seasonal high water table. The testing report did not include a test near Infiltration Basin #2 however based on soil type and a short distance between the proposed basins, the two tests at Basin #1 were used for Basin #2. The higher SHWT was used for both basins and the infiltration rate was used for both given the high rates from the report. Pre -Development: Pre DA = 1.45 ac Pre CN = 49 (Ref. Dan, On Wednesday, July 23, 2015 Land Management Group, Inc. evaluated the soils for the proposed relocation of the FEYC tennis court facility. The purpose of the evaluation was to conduct soil borings within the footprint of the storm water bmp to provide general guidance for the depth to the seasonal high water table (SI-IWT) and quantify infiltration rates and depth to seasonal high water table for the project engineer. The area evaluated is shown below in Figure One. Figure t The soils were identified and mapped on the site as the Newhan series. The seasonal high water table is normally evident by observation of redoximorphic features suggesting past conditions of saturation and reduction. Seasonal high water table at soil boring one is 51 inches below the ground surface and 64 inches below the soil surface at soil boring 2. Soil permeability rates for these soils is high, > 12 inches per hour. Even using a%50 reduction, these soils would be well suited for infiltration BMPs. In summary, this site has areas that are proposed for stormwater BMP. This report is preliminary and intended for planning purposes. It is expected that these soils will be considered suitable for stormwater infiltration by NC DENR DWQ.
