In accordance with Permit#k SW8 050817, Marine Corps Installations East -
Marine Corps Base Camp Lejeune (MCIEAST-MCB CAMLEJ) forwards its sampling
results for the permitted Vortechnics Unit located at the Marine Corps Air
Station New River Water Treatment/Postal Facility. The enclosure contains
analytical sampling results for the sampling event on July 22, 2013. The
issued permit for this vortechnics unit requires two years worth of
analytical sampling be conducted. MCIEAST-MCB CAMLEJ`s two year requirement
has been met and stormwater sampling for this unit will no longer continue
however, visual inspections of the unit will continue in accordance with the
operation and maintenance agreement.

In accordance with Permit# SW8 050817, Marine Corps Base Camp
Lejeune forwards its sampling results for the permitted Vortechnics
Unit located at the Marine Corps Air Station, New River Water
Treatment/Postal Facility. The enclosure contains analytical sampling
results for the sampling event on February 13, 2013.
The Vortechnics Unit is functioning below the total suspended
solids removal efficiency design criteria of 90% due to a broken seal
where the outlet pipe connects to the treatment box. A work request
has been submitted through the Public Works Department for repairs.

Due to a lack of significant storm events during the last
quarter, a first flush sample was not able to be obtained.
Sampling was conducted within 24 hours of a representative

On August 9, 2011, the Division received the attached letter from John Townson requesting that the required
sampling of the Vortechnics Unit permitted under SW8 050817, be discontinued. Mr. Townson indicated that
because the discharge from the Unit was inadvertently directed into an old backwash pond and not into surface
waters, sampling is no longer necessary.
The purpose and intent of the PEP program is to evaluate new BMP's to determine if they can be
"mainstreamed" into the Division's BMP Manual. The fact that the discharge does not directly affect surface
waters does not void out the need for the sampling. The results of the sampling will ultimately allow the
Division to determine the future of the Vortechnics Units in North Carolina's stormwater program.
Please note that the permit requires sampling for a full 2 years after construction is complete and the site is
stabilized. You have the right to petition the Division to discontinue the sampling when you have completed this
obligation. If you want to discontinue the sampling prior to completing the 2 year sampling period, you will need
to submit a permit modification and propose an alternate treatment BMP.

Dear Ms. Scott:
Marine Corps Base (MCB), Camp Lejeune (CamLej) recently
inspected a Vortechnics Unit that serves and treats the Marine
Corps Air Station (MCAS), New River Water Treatment Plant and
Postal Facility parking lots. Originally, it was believed that
the effluent was discharging into a nearby ditch. However,
after closer.review of a dye test performed on July 20, 2011, we
discovered the discharge actually flows to an old backwash pond
that served the original lime softening water treatment plant.
Because of the change in water treatment technology and process,
the pond was recently cleaned out, restored back to a grassed
pond, and disconnected from the lift station. Enclosure (1) is
a map that depicts this discharge location.
Since the Vortechnics Unit still flow to this holding pond
but does not discharge to a ditch or surface water, MCB CamLej
respectfully request to discontinue sampling and monitoring
requirements under existing permit SW8 050817.
