Storm water Management and Erosion Control Narrative
Project Description
Alpha Development plans to construct a CVS Pharmacy at the southwest corner
of Carolina Beach Road (U.S. Hwy. 421) and Dow Road (N.C. 1573) beginning
in the spring of 2002. The site is currently unoccupied, but was previously
occupied by "4T's" Restaurant (the foundation of the restaurant building and the
gravel parking lot remain).
The total site area is 1.66 acres. The tract is unevenly spaced, with approximately
200' of frontage on U.S. Nwy. 421, and 150' on Dow Road.
The site improvements will include the construction of the following:
• A 10,880-square foot building with drive -through window (two -bays);
• Perimeter sidewalk;
• 72-space asphalt -paved parking spaces
(includes three handicapped spaces);
• Driveway access to U.S. Flwy. 421 (including a new 100' right -(urn lane
with 93' taper);
• Driveway access to Dow Rd. (including 105' left -turn lane, and other
improvements to Dow Rd.)
Other off -site improvements include the termination of Glenn Ave. at a proposed
cul-cle-sac (Glenn Ave. currently terminates at Dow Rd.), and a new right -turn
lane (50' lane with 97' taper) and driveway widening at the adjacent Carolina
Beach Presbyterian Church.
Oil -site stormwater will be collected by five (5) catch basins and will be directed
to two (2) infiltration basins at the west and north sides of the property. The
basins are designed per N.C. Department of Environment and Natural Resources
guidelines for quality control.
The project is located within the limits of the Town of Carolina Beach. The
proposed use is permitted within the current zoning (Highway Business ("HB"))
and will not require any special use permits.
Site Description
The site (1.66 acres) was previously developed as a restaurant with gravel parking
facilities. The remaining building foundation, gravel parking area, and other
facilities will be demolished prior to construction of the CVS. The topography of
the site consists of mostly flat terrain with slopes generally ranging from 0%n to
4%n. Elevations range from approximately 27 MSL to 30 MSL.

Stormwater runoff for the previous development apparently drained via sheet flow
to U.S. Hwy. 421. No catch basins or other stormwater collection devices are
currently located on -site. Drainage from Dow Road sheets flows to the roadway
shoulders and drainage from U.S. Hwy. 421 is collected by catch basins located
•within the median.
Soils
The predominant soil type is classified as Kureb sand ("Kr") in the Soil Survey of
New Hanover County (USDA SCS). Kureb sand is described as having very low
organic -matter content in the surface layer, with rapid permeability. The seasonal
high water table (SHWT) ranges from a depth of 7.25' to 8.30' below ground
surface. The permeability is estimated to range from 2.0 to 6.0 + in./hr. (please
see the attached soil report).
Stormwaler Control Devices
The stormwater from the proposed parking lot and drive aisles will be collected in
five (5) catch basins and conveyed to one of two (2) proposed infiltration basins.
The infiltration basins are designed to meet the N.C. Department of Environment
and Natural Resources guidelines for quality control. Because the infiltration
basins do not incorporate a by-pass, it was requested (during an on -site meeting
with Linda Lewis/NCDENR on November 16"') that. the basins capture and
infiltrate the first 2.0 inches of rainfall (versus the standard 1.0 inch).
All piping is RCP, 12" or 15" in diameter. Flared -end sections with rip -rap outlet
protection are used at each of the three discharge points. Curb and gutter is used
around the parking area perimeter to contain all on -site runoff. The stormwater
collection system (i.e., inlets and piping) was designed for the 10-year, 6-hour
storm event and evaluated based on the 50-year storm. Please refer to the attached
infiltration pond and pipe design calculations.
Erosion Control Devices
Erosion control devices have been designed to limit the effects of erosion and
sedimentation for the disturbed area. Devices to be installed are as follows:
Silt Fence — Silt fence will be installed at particular locations as indicated
on the plans to trap and retain sediment on site.

Inlet Protection Device — Inlet protection devices, either the filter fabric or
block and stone type, will be installed at all proposed catch basins.
Gravel Construction Entrance —Two (2) will be required as shown on the
plans.
Proposed Site Construction Sequence
1. Obtain all applicable permits prior to mobilization.
2. Install gravel construction entrances.
3. Install inlet protection around existing inlets.
4. Install silt fence and tree protection fence.
5. Clear and grub areas necessary for installation of erosion control measures.
6. Proceed with demolition according to demolition plan.
7. Maintain all erosion control devices throughout demolition and
constrllCtloll.
8. Perform grading operations.
9. Construct permanent Stormwater control measures.
10. Install inlet protection around newly constructed catch basins and drop
inlets.
11. Stabilize and seed all denuded areas and side slopes.
12. Construct new curb and gutter, paving, walks, and pedestrian plaza.
13. Install landscaping and irrigation.
14. Remove temporary sediment and erosion control devices idler construction
is complete and vegetation leas been established.

Stormwater Management Maintenance Plan
1. Storm drainage pipes and catch basins shall be periodically inspected
(quarterly as a mlmmum) for debris and sand build-up. They shall be
cleaned as necessary to provide for the free conveyance of stormwater as
designed.
2. Annual inspections must be conducted after a storm event to ensure
infiltration performance.
3. Removal and reconstniction of the infiltration basin(s) will be necessary
when the infiltration rate drops to unacceptable levels.
4. Permanent seeding should be maintained on the side -slopes at all limes to
maintain stability of the slopes. The bottom of the basins should be free of
vegetation and cleared as necessary to provide for free infiltration of
stormwater.
5. See the construction plans for additional notes and details.
Erosion Control Maintenance Plan
1. Construction entrance shall be installed and maintained throughout
construction. Stone shall be replaced as necessary provide proper
performance.
2. The general contractor will check for stability and operation of all erosion
control measures following every runoff -producing rainfall. As a
minimum, all erosion and sedimentation control devices shall be checked
no less than once every week. Any needed repairs will be made
immediately to maintain all devices as designed.
3. The sediment traps and rock dams will be cleaned out when the storage
capacity has been approximately 50% filled. Gravel will be cleaned or
replaced when the sediment pool no longer drains properly.
4. Sediment will be removed from behind the sediment fencing when it
becomes 6-inches deep at the fence. The fencing will be repaired as
necessary to maintain a sufficient barrier.

5. All seeded areas (including the infiltration basins) will be fertilized, re-
seeded as necessary, and mulched according to the plans and specifications
to maintain a vigorous, dense vegetative cover.

Background
At your request we made hand auger borings in two locations for the purpose of
estimating the depth of the seasonal high water table (SHWT). The first boring (SB-1)
was made in the proposed location of the stormwater infiltration pond, the second boring
(SB-2) was made near the northern property boundary, adjacent to the intersection of
Lake Park Road and Dow Road_ Both boring locations were marked on a site plan you
provided. Our findings are presented below.
Hand Auger Boring SB-1
This boring was extended to a depth of about I 1 feet below ground surface (bgs). The
soil texlure to a depth of 122 inches was sand_ The soil texture from 122 inches to 136
inches (termination) was loamy sand. free water was encountered at a depth of 122
inches. The estimated depth of the SHWT is 100 inches (8.3 ft., bgs).
A spodic horizon (organic hardpan) about 7 inches thick was encountered at a depth of 64
inches, bgs. This soil horizon may impede downward water movement slightly. However,
because it was not brittle (cemented) and because the soil layer immediately above it was
brownish yellow (IOYR6/6) with no gray mottles, water movement through it is probably
not impeded significantly.
Hand Auger Boring SB-2
This boring was extended to a depth of about 1 I feet, bgs_ The soil texture to a depth of
122 inches was sand. The soil texture from 122 inches to 136 inches (termination) was
Ioamy sand. Free water was encounter at a depth of 122 inches. The estimated depth of
the SHWT is about 76 inches (6.3 ft., bgs). This is, however, a water table perched above
a well developed spodic horizon found at a depth of 88 inches (7.25 fl., bgs).

The estimated Kai is >6.0 in/hr throughout the soil profile at both boring locations, with
the exception of the spodic horizon encountered in boring S13-2 at a depth of 88 inches_
The estimated K, for that soil horizon is about 2.0 in/hr.
