Engineering License Certification No. F-0176 Dear Mr. Davis: S&ME, Inc. is providing stormwater reporting services on behalf of the D&S Asphalt Materials facility in Tryon, North Carolina. Our services were performed in general accordance with S&ME Proposal 43-1900925 dated December 5, 2019. Stormwater Sampling Event On September 17, 2020, Mr. Matt Davis with D&S Asphalt Materials collected a stormwater sample from the stormwater discharge outfall (SDO) located on the property. The stormwater sample was submitted to Pace National (Pace)for analysis for Total Suspended Solids (TSS). On-site vehicle maintenance does not take place at the facility; therefore, the analysis of the stormwater sample for pH and oil &grease by EPA Method 1664E is not required under the National Pollutant Discharge Elimination System (NPDES) General Permit No. NCG160000. The table below provides a comparison of the laboratory results with the benchmark values included in the NPDES General Permit No. NC91 0 associated with the site. S&ME has completed the Stormwater Discharge Outfall Monitoring Report(i.e. quantitative report) for the September 17, 2020 sampling event. The report is attached. It is the responsibility of Mr. Davis to complete the Stormwater Discharge Outfall Qualitative Monitoring Report (i.e. qualitative report)for the September 17, 2020 sampling event. The completed Qualitative Monitoring Report should be retained on site and not provided to the NCDEQ, unless specifically requested by the NCDEQ.
