For the HEATT site, drawing sheet CG102 shows that the drainage area and impervious areas are slightly different than that submitted on the permit application page 3. How does this affect your calculations for the stormwater system? Please comment on this matter. I believe you should update the permit application to match the latest numbers. In addition, have the numbers for drainage area and impervious area changed for the AET Center? How do the numbers in the drainage area table on drawing CG102 match up with the numbers shown on the permit application page 3? It looks like the numbers in the permit are much greater. This is good news. This will allow us to eliminate the automatic diversion valve, and also plumb the truck wash drain to the CFPUA sewer ONLY. There will not be any connection to the storm drain system or pond. Just wanted to let you know we have not forgotten about you. Please hold the package. I am supposed to get a revised p:an with the roof late this week or so. Then, the landscape architect and I will update our site plans and I will resubmit to you. Appreciate your patience. Per your request below, I want to provide you with estimated resubmittal timeframe. Realistically, it'll probably be two weeks when you see the revised package. However, we still need some additional information before we can issue a modification. We have serious concerns with the collection system for the HEATT site where the college wants to tie their truck washing area to the stormwater lines via a drop inlet with an automatic valve designed to be normally closed, allowing flow into the stormwater system, but to open during truck washing to allow wash water (considered wastewater) to flow to the sanitary sewer system. We cannot approve a modification where we are allowing this combo based on the proper maintenance of the vehicle wash area and proper operation and maintenance of an automatic value. There are no assurances that that this will be handled properly. State Stormwater rules do not allow any wastewater to go into the stormwater pond, therefore they cannot add pipes to transport wastewater into the stormwater system in any way, such as connecting a vehicle wash area to the stormwater pond. Therefore, please change your plans to show a different piping configuration for truck washing area. The only other possibility is that this state stormwater permit be converted and or combined with an NPDES stormwater permit (for this particular area) that requires monitoring and sampling for the vehicle wash site. There is a NCG080000 for Transit and Transportation. Please advise a time frame for making these modifications to your plans and resubmitting. Skvada, III Secretary The Wilmington Regional Office received and accepted a modified State Stormwater Management Permit Application for Advanced + Emerging Technologies Center — CFCC — North Campus on August 14, 2014. A preliminary in-depth review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: f l . Please provide a copy of the wetlands delineation map signed by the Corps of Engineers or at least a copy of the unsigned delineation map that was submitted to the Corps. 2. All BMP's and swales must be located in designated common areas, public rights -of -way or drainage easements. Please locate and label all common areas, rights -of -way and access/drainage easements on the plans, to be recorded with the final plat. V13. In addition to the species to be planted on the 10:1 vegetated shelf, please specify the vegetation types to be planted on the side slopes of the BMP. Be sure that the landscape plan includes a calculation of the square footage of shelf area and the minimum number of wetlands plants - 50 for every 200 square feet of shelf area. Do not plant trees within 10 feet of inlet or outlet pipes, spillways or flow spreaders. Tree species with water -seeking roots such as weeping willows and poplars, should be avoided within 50 feet of pipes or manmade structures. Evergreen trees which produce relatively little leaf -fall are preferred in areas draining to detention devices. Trees should be set back so that branches do not extend over the permanent pool. �he drainage area for pond 5 listed in the application is less than that shown on the Supplement and the calculations. The project is at approximately 4500 Blue Clay Road in Castle Hayne, New Hanover County. The project is within the New Hanover County Zoning Jurisdiction. The project will consist of two separate facilities at the North Campus. The AET facility (made up of two buildings) will house veterinary tech and other programs. The HEATT facility (one single building) will house heavy truck maintenance and other programs. Both facilities will be built to be flexible, so the College can quickly adjust to market and local business demands for training their workforces. The AET building and associated parking lot will drain to the existing Pond #3. The drainage area and the impervious area are within the future allotted values as shown on the existing NCDENR Stormwater permit. The parking lot for AET will be in the Duke Energy Progress (DEP) High Voltage Overhead power line easement. DER will not allow raising grade in this area, due to minimize clearances required under the high voltage lines. Therefore, the parking lot is designed with finished grades roughly equal to existing. The parking spaces for AET will be pervious concrete while the drive aisles will be asphalt. The HEATT building will flow to a new stormwater pond. Stormwater pipes will be installed across the existing Education Loop Road, which has an existing storm drain line in the road. Two new pipes will be installed at this crossing in order to clear the existing pipe. The HEATT Building will have a truck wash area. The truck wash area will be open (not under cover). Trucks will be washed with a water hose, or a pressure washer. A drop inlet is provided in the wash area. An automatic valve is provided in the bottom of the inlet. When the water faucet senses water flow, a pressure signal is sent to the automatic valve. The valve will open and allow water to flow to a grit removal chamber, and then to an oil water separator. The resultant treated wash water will then be routed to combine with the domestic sewer. During all other times (not washing), the valve in the drop inlet will be closed, allowing water to flow to the storm drain system (and on to the new pond). Erosion control will primarily be in the form of silt fence around the perimeter of each area, and gravel inlet protection. The existing pond #3 and the new HEATT pond will further treat the runoff by removing suspended sediment.
