Duncan, Jr. City Manager City of Conover PO BOX 549 Conover, NC 28613 Dear Mr Duncan - NORTH CAROLINA Environmental Quality October 19, 2020 Subject: General Permit No. NCG080000 City of Conover Public Works Facility COC No. NCG080993 Catawba County In accordance with your application for a discharge permit received on September 30, 2020 we are forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state — NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). In order to comply with the conditions of NCG080000 to which you are now subject, you are required to do the following: ➢ Implement a SWPPP within twelve months of issuance. ➢ Download and print a copy of the NCGO80000 Permit from the General Permits page on the NPDES Industrial Stormwater Program web site, which can be reached by typing "deq.nc.gov/SW-industrial" into your browser and hitting enter. ➢ When you receive an invoice for your annual permit fee each year, pay it promptly. Electronic payment is convenient and quick, you can access the ePayment web site at: https: //deq.nc.gov/about/divisions/water-resources/water-resources-permits/wc.� epayments. ➢ Enroll in electronic Data Monitoring Reports (eDMR) when instructed to do so by the DEMLR Stormwater Program. You will be contacted in 2021 to begin the eDMR steps. You can read about eDMR at https: //deq.nc.gov/about/divisions/energy-mineral-land- resources/stormwater/ereporting-rule. ➢ Keep information about your facility name, ownership, legally responsible person, address, and stormwater outfalls up to date. The Division may require modification or revocation and reissuance of the certificate of coverage. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Resources, the Coastal Area Management Act, or any other federal or local government permit that may be required. Per the requirements of the Catawba Riparian Buffer Rule, all stormwater drainage to stream buffers, from portions of this site that have been constructed after June 30, 2001, must meet diffuse flow requirements per 15A NCAC 213 .0243(5).
