Dear Mr. O'Neal:
The Wilmington Regional Office received the Stormwater Submittal for Castle Hayne Park on
February 3, 1995, with final information on April 4, 1995. Staff review of the plans and specifications,
including the statement of intent to deed restrict the allowable built -upon area to 705,672 square feet, has
determined that the project as proposed will comply with the Stormwater Regulations set forth in Title 15A
NCAC 2H.1003(a)(3). The amount of impervious cover proposed and approved at, this time is 100,500
square feet.
Any modification of the plans submitted to and approved by this Office or further development of
this site regardless of the fact that the modification may be less than 1 acre, will require an additional
Stormwater Submittal/Modification and approval prior to initiation of construction. Modifications include
but are not limited to; project name changes, transfer of ownership, redesign of built -upon surfaces,
addition of built -upon surfaces, redesign or further subdivision of the project area as shown on the
approved plans. -- -- ---- -- _--- —_— _ .___. -- -- -- -- - -
This Certification shall be effective from the date of issuance until rescinded. The project shall be
constructed and maintained in accordance with the plans and specifications approved by the Wilmington
Regional Office. This Certification .does not supersede any other permit or approval. The developer is
responsible for obtaining any and all permits and approvals necessary for the development of this project.
This could include the Division of Coastal Management under CAMA requirements, the Division of,
Environmental Management under Wetland 401 Water Quality Certification- and/or a Dredge and Fill
Permit and/or a Sewer Extension/Collection Permit, U.S. Army Corps of Engineers 404 Wetland Permit,
NPDES stormwater permit if disturbing five acres or more, local County or Town Agency permits under
their local ordinances, or others that may be required.

Deed restrictions, including the allowable built -upon area per lot, must be recorded with the Office
of the Register of Deeds. A copy of the recorded deed restrictions; including deed book number and page,
must be forwarded to this Office within 30 days of the date of the recording. Failure to record and/or
submit the deed restrictions to this Office is considered a violation of this Certification.
An Engineer/Designer/Owner Certification (copy attached) must be received at the time the
recorded Deed Restrictions are submitted. The Certification will verify to this Office that the stormwater
controls, general layout of the project and the amount of impervious area are in substantial compliance with
the approved Stormwater Plan.

CASTLE HAYNE AREA PARK
SITE ANALYSIS
Location and Access
The Castle Hayne site is located in the Castle Hayne
Community on a 54 acre parcel of land 1286' to the south of
Parmale Road between U.S. Highway 117 and US Highway
132. The primary vehicular access point to the site is from Old
Avenue which intersects with Parmale Road. The 40' wide Old
Avenue access road easement extends into the park site and
will need to be abandoned prior to development. A secondary
access point is located on the south side of the site from
Madeline Trask Drive which intersects Highway 117. A 60
foot access easement for the property west of Peter Spring
Branch, is located on the south side of the site parallel to the
property line.
Adjacent Land Use and Zoning
Surrounding properties to the north and west include existing
houses and apartments. The west property line is defined by
the Peter Spring Branch Creek with low density residential
development on the opposite side of the creek. The south side
of the property adjoins an unsightly car disposal yard while the
east side adjoins undeveloped residential and industrial
property.
Vegetation
The entire site is vegetated, however, the site west of the Old
Avenue easement has been clearcut in the last 6 to 8 years and
consists of relatively immature vegetation. The west side of the
site is forested with many beautifully formed trees. Wetland
plant species consist of Pond Pine, Red Maple, Water Oak,
Poplar, Black Gum, Red Bay, Sweet Bay, Titi, Fetterbush,
Privet, Virginia Chain Fern, Royal Fern, Switch Cane and
Staggerbush. Upland vegetation consists of Loblolly Pine,
Longleaf Pine, Sweet Gum, Hickory, White Oak, Dogwood,
Redbay, Myrtle, Horse Sugar, Pepperbush, Sweetgum,
Brackenfern, Blueberry, Ground Vaccinum, Bitter Gallbertry,
Switch Cane, Honeysuckle, Blackberry, Wild Grape, and Five
Finger Virginia Creeper.
Utilities Overview
There are no existing water and sewer mains in close proximity
to the Castle Hayne site. Many natural and man-made
stormwater outlets are available including the Peter Spring
Branch on the western boundary of the site.
Sanitary Sewer
New Hanover County currently has no public sanitary sewer
mains in the Castle Hayne Area. Residents and businesses
must rely upon conventional means of disposal which are
dependent upon the availability of suitable on -site soils.
Water System
Currently there are no public utilities which provide water
service to the area. Water is typically supplied by small
individual on -site domestic wells. Demands of the park should
be small enough to be sufficiently accommodated with on -site
wells. Dependent upon water quality, some amount of
treatment such as softening or chlorination, may be required for
a potable water supply.
Stormwater Management
Several major drainage outfalls exist for the Castle Hayne
property. The Peter Spring Branch is Iocated along the western
property line. Large open ditches run parallel to the railroad
right-of-way near the eastern property line and along the south

side of the property. There are also a variety of small
meandering streams, ditches or swaies throughout the property
which connect most of the site with the major outfalls.
Topography
The park site is moderately sloped with a vertical elevation
difference of 14.8 feet. The steepest slopes occur along the
banks of the creek and along the natural drainage ways. The
site high point is located near the center of the eastern property
line. From there it slopes down moderately to the north and
west. This type of topography lends itself well to the proposed
passive use recreation facilities which require small, relatively
flat areas. Grading can therefore be kept to a minimum.
Flood Data
Current Federal Emergency Management Act (FEMA) flood
maps indicate that the Castle Hayne Park is located within
flood Zone "C" which is above the 100 year flood area. Areas
of potential flooding occur only along existing stormwater
channels and wetland areas, but periods of extremely wet
weather may cause ponding in low areas. Flooding should not
create any major obstacles to development.
Soils
Soil inventory data was obtained from the 1977 soil survey of
New Hanover County produced by the United States
Department of Agriculture - Soil Conservation Service.
Delineated soil type boundaries are approximate. Further
information and design data will be obtained during future on -
site soil investigations at specific locations, particularly areas
under proposed structures.
Soils demonstrating slight soil limitations include Onslow
loamy fine sand (On), Segate fine sand (Se), and Wrightsboro
fine sandy loam (Wr). These soils present no more than minor
problems for the proposed uses. These soils give satisfactory
performance with little or no modification required for their
use.
Soils with moderate development constraints include Leon sand
(Le), and Pantego loam (Pn). Soils in this category do not
represent exceptional risk or cost for the proposed uses, but the
soils have some undesirable properties or features. Areas with
moderate limitations may require modification of the soil itself
or special design techniques to achieve satisfactory performance
of the facility. The needed measures usually increase the cost
of development, but the added cost is generally not prohibitive.
Design modifications may include mucking, backfilling,
installing storm water improvements to lower ground water, or
compaction of fill.
Soils demonstrating severe soil limitations include Johnston
soils (Jo). This soil would require additional cost or risk to
adapt the soil to proposed uses. The soil properties would
require special design techniques which would cause increases
in construction cost, and if not properly implemented, may
cause increased maintenance costs. A rating of severe does not
necessarily imply that the soil cannot be adapted to the use, but
that there will be cost associated with overcoming the
limitations. Design modifications, for example, may include
mucking and backfilling, installing storm water improvements
to lower ground water, or applying compacted fill.
Wetlands
There are approximately 12.6 acres of freshwater wooded
wetlands located in pockets throughout the site with the Iargest
area of wetland located in the center of the park. The wetlands
represent opportunities for educational and interpretive use,

The boundaries of these wetland areas were delineated by Land
Management Group, surveyed by New Hanover County and
approved by the U.S. Corps of Engineers.
SITE ANALYSIS SUMMARY
The information obtained in the inventory and analysis phase
indicates that the Castle Hayne site is well suited to park
development with primarily passive and limited active facilities.
Primary access to the site should occur off of Parmale Road
with maintenance access provided from the south side of the
site. The stream edge should be preserved. A tree buffer
should be maintained to allow for screening between the park
and surrounding land uses. The wetland portion of the site
should be preserved to the largest extent possible, however, in
order to access all portions of the site, it will most likely be
necessary to provide several road crossings. Federal and State
Guidelines that govern wetland impacts will need to be
followed, and a permitting process undertaken.
The slopes on the Castle Hayne site in conjunction with the
upland areas, create pockets of land well suited to development.
The preservation of existing vegetation, particularly on the west
side of the site should be a priority. Consideration should be
given to the field adjustment of road Iocations to minimize
impact to clusters of hardwood vegetation. Active facilities
which would necessitate the removal of trees should ue
concentrated on the east side of the site where the trees are less
mature or attractive.

On January 17, 1995, the Wilmington Regional Office received a Sedimentation and Erosion Control Plan
for Castle Hayne Park. As of this date, however, we have not received a Stormwater Submittal regarding
stormwater management for the subject project.
Please be aware that any site which requires either a Sedimentation and Erosion Control Plan permit and/or
a CAMA major permit will also require a Certification of Compliance with Stormwater Regulations by the Division
of Environmental Management. Any construction on the subject site, prior to receipt of the required Certification,
will constitute a violation of 15A NCAC 2H.1003 and will result in appropriate enforcement action by this Office.
A Stormwater Submittal or information regarding the status of this project and expected submittal date must
be received by this Office no later than February 17, 1995, or the subject project file will be closed and

PROJECT OVERVIEW DESCRIPTION
The New Hanover County - Northern Regional Park (NRP) is an existing county park with a low -density permit
SW8 950204. This proposed minor modification is for the minor realignment of the 10-foot wide multi -use path
(MUP). Originally, the MUP was simply proposed without a detailed analysis of the path. 'Phis updated alignment
of the MUP was carefully planned with coordination of the NHC P&GD to provide a total path length of
approximately 1.7 miles, including existing sidewalk systems, through the NRP while avoiding as much tree
removal as possible and preserving open spaces for Future use. The MUP will have an asphaltic surface coat with
Finish grade elevations that require a minimal amount of grading outside of the footprint of the MUP.
The NRP MUP includes the installation of approximately 1.03 miles of I0-feet wide asphalt pavement and totals
45,075 square feet (so of BUA. The existing stormwater permit has a path BUA allowance of 72,501 sf. The BUA
difference of 27,426 sf will be reallocated to the future amount. The proposed overall site BUA allocations are:
2,400 sf of building (no change); 24,920 sf of roadway (no change); 33,667 sf of parking (no change), 45,075 sf of
MUP/Sidewalk (27,426 sf reduction); 3,600 sf of other (no change); and, 862,234 sf of future (27,426 sf increase).
There are no changes to the existing stormwater pond or drainage basin as part of the installation of the NRP MUP.
GENERAL SITE DESCRIPTION
Existing Conditions
Most of the MUP alignment is on land that has already been cleared. In the locations where the MUP is adjacent to
wooded areas, the existing ground is typically sparsely vegetated and covered with exposed root systems. This is
typical with highly wooded areas and extensive shade tree cover. Runoff from this project ultimately drains to
Prince George Creek (I.D.: 18-74-53, Classification: C;Sw). The site is generally flat and has slopes that from 0.5%
to 2%. The predominant underlying soil based upon the National Resource Conservation Service (NRCS) is Pantego
sandy loam (Pn: HSG BID).

The Wilmington Regional Office received a complete, modified Stormwater Management Permit
Application for Castle Hayne Park on June 3, 2013. Staff review of the plans and specifications
has determined that the project, as proposed, will comply with the Stormwater Regulations set
forth in Session Law 2008-211 and Title 15A NCAC' 2H.1000. We are forwarding Permit No.
SW8 950204 dated July 23, 2013, for the construction of the built -upon areas associated with
the subject project.
This permit incorporates and includes the following modifications:
1. Two existing low density permits, SW8 950204 and SW8 960919, which covered Phase 1
and Phase 2, have been combined into one permit, SW8 950204. Each of those permits
claimed the same 54.09 acre tract acreage for their density, which is capped at 30%. Permit
number SW8 960919 is herewith rescinded.
2. The third phase of the project is added. A 12.27 acre tract has been added at a 24%
maximum density.
This permit shall be effective from the date of issuance until rescinded and shall be subject to
the conditions and limitations as specified therein, and does not supersede any other agency
permit that may be required. Please pay special attention to the conditions listed in this permit
regarding the Operation and Maintenance of the BMP(s), procedures for changes of ownership,
and transferring the permit. Failure to establish an adequate system for operation and
maintenance of the stormwater management system, or to transfer the permit, will result in
future compliance problems.
If any parts, requirements, or limitations contained in this permit are unacceptable, you have the
right to request an adjudicatory hearing by filing a written petition with the Office of
Administrative Hearings (OAH). The written petition must conform to Chapter 150B of the North
Carolina General Statutes, and must be filed with the OAH within thirty (30) days of receipt of
this permit. You should contact the OAH with all questions regarding the filing fee (if a filing fee
is required) and/or the details of the filing process at 6714 Mail Service Center, Raleigh, NC
27699-6714, or via telephone at 919-431-3000, or visit their website at www.NCOAH.com.

construction, operation and maintenance of a combined low density development, 30%
for the existing 54.09 acre tract and 24% for the added 12.27 acre tract, in compliance
with the minor modification provisions of Session Law 2008-211 and Title 15A NCAC
2H .1000 (hereafter referred to singly and collectively as the "stormwater rules') and the
approved stormwater management plans and specifications, and other supporting data
as attached and on file with and approved by the Division of Water Quality and
considered a part of this permit.
The Permit shall be effective from the date of issuance until rescinded and shall be
subject to the following specific conditions and limitations:
I. DESIGN STANDARDS
This permit covers the construction of a total of 835,123 square feet of built -upon
area, which includes 45,850 square feet of proposed BUA, 579,486 square feet
of future BUA allocation and 209,787 square feet of existing permitted BUA.
2. The overall tract built -upon area percentage for the project must be maintained at
no more than 28.89%, as required by the stormwater rules. This is a weighted
value based on 30% of the original 54.09 acre tract and 24% of the added 12.27
acre tract.
3. The only runoff conveyance systems allowed will be vegetated conveyances
such as swales with minimum side slopes of 3.1 (H:V) as defined in the
stormwater rules and approved by the Division.
4. Projects covered by this permit shall maintain a vegetated buffer adjacent to
surface waters, measured horizontally from and perpendicular to the normal pool
of impounded structures, the top of bank of each side of streams and rivers, and
the mean high water line of tidal waters. Within the original 54.09 acre project
area, the minimum buffer width shall be 30 feet. Within the 12.27 acre added
tract, the minimum buffer width shall be 50 feet.

surface such as a road or to provide access.
6. All runoff directed into and through the vegetative buffer must flow through the
buffer in a diffuse manner.
7. All runoff directed into wetlands shall flow into and through the wetlands at a non -
erosive velocity of 2 feet per second or less.
8. Roof drains must terminate at the outer edge of the buffer.
II. SCHEDULE OF COMPLIANCE
No part or component of the approved stormwater management system shall be
filled in, altered, or piped, including the vegetated conveyances shown on the
approved plans, except for minimum driveway crossings, unless and until the
permittee shall have submitted a modification to the permit and received approval
from the Division.
2. The permittee. is responsible for monitoring the project on a routine basis and
verifying that the proposed built -upon area does not exceed the allowable built -
upon area.
3. The Director may notify the permittee when the permitted site does not meet one
or more of the minimum requirements of the permit. Within the time frame
specified in the notice, the permittee shall submit a written time schedule to the
Director for modifying the site to meet minimum requirements. The permittee
shall provide copies of revised plans and certification in writing to the Director
that the changes have been made.
4. The permittee shall submit to the Director and shall have received approval for
revised plans, specifications, and calculations prior to construction, for any
modification to the approved plans, including, but not limited to, those listed
below:
a. Any revision to the approved plans, regardless of size.
b. Redesign or addition to the approved amount of built -upon area.
C. Further subdivision, acquisition, or sale of the project area, in whole or in
part. The project area is defined as all property owned by the permittee,
for which Sedimentation and Erosion Control Plan approval or a CAMA
Major permit was sought.
d. Filling in, altering or piping any vegetative conveyance shown on the
approved plan, except for minimum driveway crossings.
e. Construction of any designated future development areas.
5. Swales and vegetated conveyances shall be constructed in their entirety,
vegetated, and operational for their intended use prior to the construction of any
built -upon surface.
6. During construction, erosion shall be kept to a minimum and any eroded areas of
the swales or vegetated conveyances will be repaired immediately.

7. The permittee shall at all times provide and perform the necessary operation and
maintenance procedures as specified in the signed Operation and Maintenance
Agreement, such that the permitted stormwater management system functions
as designed and permitted.
8. Within 30 days of completion of the project, the permittee shall certify in writing
that the project has been constructed in accordance with the approved plans.
9. The permittee shall submit all information requested by the Director or his/her
representative within the time frame specified in the written information request.
III. GENERAL CONDITIONS
Any individual or entity found to be in noncompliance with the terms and
conditions of a stormwater management permit or the stormwater rules, is
subject to enforcement action in accordance with the procedures stated in North
Carolina General Statute 143 Article 21.
2. Approved plans, application, supplements and specifications for projects covered
by this permit are incorporated by reference and are enforceable parts,of the
permit. The permittee shall maintain a copy of the approved plans on site at all
times.
3. The permit issued shall continue in force and effect until revoked or terminated.
4. The permit may be modified, revoked and reissued or terminated for cause. The
filing of a request for a permit, modification, revocation and reissuance, or
termination does not stay any permit condition.
5. The issuance of this permit does not prohibit the Director from reopening and
modifying the permit, revoking and reissuing the permit, or terminating the permit
as allowed by the laws, rules, and regulations contained in Title 15A of the North
Carolina Administrative Code, Subchapter 2H.1000- and North Carolina General
Statute 143-215.1 et. al.
6. Unless specified elsewhere, permanent seeding requirements for the vegetated
conveyances must follow the guidelines established in the latest version of the
North Carolina Erosion and Sediment Control Planning and Design Manual.
7. This permit is not transferable to any person or entity except after notice to and
approval by the Director. The permittee shall submit a completed and signed
Name/Ownership Change Form, accompanied by the supporting documentation
as listed on the form, to the Division of Water Quality at least 60 days prior to any
one or more of the following events:
a. An ownership change including the sale or conveyance of the project area in
whole or in part,
b. Bankruptcy;
c. Foreclosure;
d. Dissolution of the partnership or corporate entity;
e. A name change of the current permittee;
f. A name change of the project;
g. A mailing address change of the permittee;

8. The permittee is responsible for compliance with all permit conditions until the
Director approves the permit transfer. Neither the sale of the project, in whole or
in part, nor the conveyance of common area to a third party, shall be considered
an approved permit transfer.
9. The permittee grants permission to DENR Staff to enter the property during
normal business hours for the purpose of inspecting the project for compliance.
10. The issuance of this permit does not preclude the Permittee from complying with
and obtaining any and all permits or approvals as required by any statutes, rules,
regulations, or ordinances, which may be imposed by any other Local, State or
Federal government agency having jurisdiction. Any activities undertaken at this
site prior to receipt of the necessary permits or approvals to do so is considered
a violation of NCGS 143-215.1, and subject to enforcement procedures pursuant
to NCGS 143-215.6.

The following checklist outlines design requirements per the North Carolina Administrative Code Section 15A
NCAC 21-1.1000, NCDENR BMP Manual (2007), Session Law 2006-246, and Session Law 2008-21 1.

V. SWALE SYSTEM MAINTENANCE REQUIREMENTS
Mowing will be accomplished as needed according to the season. Grass height will not exceed six inches
at any time; and grass will not be mowed too close to the ground or "scalped".
2. Swales will be inspected monthly or after every runoff producing rainfall event for sediment build-up,
erosion, and trash accumulation.
3. Accumulated sediment and trash will be removed as necessary. Swales will be reseeded or sodded
following sediment removal.
4. Eroded areas of the swales will be repaired and reseeded. Swales will be revegetated as needed and in a
timely manner based on the monthly inspections. Side slopes must be maintained at the permitted slope.
Catch basins, curb cuts, velocity reduction devices, and piping will be inspected monthly or after every
significant runoff producing rainfall event. Trash and debris will be cleared away from grates, curb cuts,
velocity reduction devices and piping.
6. Swales will not be altered, piped, or filled in without approval from NCDENR Division of Water Quality.

Thank you for your review of our submittal. The following is in response to your email requesting
additional information for the above mentioned project. For ease, your questions are repeated in
normal font and our responses follow in bold.
1. The small drain and plastic pipe over by the circle parking lot was not added to the plans. The
other change to the interior drainage of that circle parking lot was shown (CB added), but there
was another small plastic drain and pipe that was not added. I met Andy Mills at the site to
show him this additional black plastic round CB and pipe — he knows where it is.
Please find the revised plan sheet SW-2 showing the additional drain and pipe.
2. The old plans show 4 tennis courts, but the new ones only have 2. If you'd like to keep those
extra tennis courts, please add them to the new plan (and application).
Thanks for pointing that out, but the old plan didn't adequately size the tennis courts, so
any additional courts will require some re -working of the area and a plan revision.
I highly recommend that you claim all of the leftover BUA (835123 — 255637 = 579496) on the
application as FUTURE. This will allow the County to submit future development plans to use
up that future allocation as plan revisions (free) instead of a permit modification ($505 regular
or $1000 express).
Great suggestion, please find the revised page 3 of the application.
4. I'm trying to figure out how to deal with the lack of contour information on the proposed new
plan. Contour information is only provided for the additional 12.27 acre piece being added. For
compliance purposes, it's really difficult to switch between the previously approved plans with
contour and to "imagine" the grading associated with the unpermitted added BUA on the new

A few comments/observations regarding this modification that need to be addressed:

Please find the attached Low Density Supplement. This makes sense, but the only reason
I didn't originally include it was because I read in the Low Density Design Checklist
section V. (A) 3. (no low density supplement needed for projects that do not propose to
subdivide and sell lots).

The plans have been updated to show the added catch basin and piping in the parking lot.
4. The plan legend does not contain the symbols used for the existing structures (hatched) and the
existing sidewalks (cross -hatched). The only symbol in that legend is "dotted" and is
incorrectly labeled as existing impervious area when it appears that it should be labeled as the
existing parking area.
The legend in the revised plans has been.corrected.
5. My plan is to designate SW8 950204 as the active permit and combine the BUA and plans from
960919 with 950204, and add in the new modification. Then, before issuing the modification to
950204, SW8 960919 will be rescinded and "inactivated", leaving 950204 as the only active
permit for Castle Hayne Park.
Sounds good, we will reference SW8 950204 from now on.

SITE WORK NOTES:
I. THE CONTRACTOR SHALL VISIT THE SITE TO BECOME FAMILIARIZED WITH
FIELD CONSTRUCTION CONDITIONS.
2. CONTRACTOR SHALL COORDINATE WORK WITHIN NCDOT AND LOCAL RIGHT OF
WAYS WITH PROPER AUTHORITIES AND SHALL MEET ANY REQUIREMENTS AS
TO TRAFFIC CONTROL AND CONNECTION TO EXISTING STREETS.
3. CLEARING AND GRUBBING: REMOVE ALL TREES, STUMPS, ROOTS,
SHRUBBERY, ASPHALT, CONCRETE, STRUCTURES, BURIED UTILITIES,
STORAGE TANKS, ETC. WITHIN LIMITS OF CONSTRUCTION.
4. STRIPPING: BEFORE EXCAVATING OR FILLING, REMOVE ALL TOPSOIL,
WOOD, LEAVES, AND ANY OTHER UNSUITABLE MATERIAL.
5. MUCKING: REMOVE ANY SOFT, ORGANIC SILT MATERIALS AS REQUIRED
AND FILL TO SUBGRADE ELEVATIONS WITH A CLEAN SELECT FILL
COMPACTED AS SPECIFIED.
6. DISPOSAL: CLEARED. GRUBBED, STRIPPED OR EXCAVATED SPOIL SHALL BE
REMOVED FROM SITE.
7. BORROW MATERIAL: THE CONTRACTOR SHALL FURNISH BORROW MATERIAL
REQUIRED FROM OFF SITE AND OBTAIN ALL REQUIRED PERMITS ASSOCIATED
WITH BORROW OPERATIONS,
8. FILL AND COMPACTION: AFTER STRIPPING, THOSE AREAS DESIGNATED TO
RECEIVE FILL SHOULD BE PROOFRQLLED WITH A 10-TON VIBRATORY STEEL
WHEELED ROLLER TO COMPACT THE TOP 8" TO AT LEAST 98% OF MAXIMUM
DENSITY AT OPTIMUM MOISTURE CONTENT. ANY AREA WHICH PUMPS OR
RUTS EXCESSIVELY SHOULD BE UNDERCUT AND REPLACED WITH A CLEAN,
SILTY OR CLAYEY SAND HAVING A UNIFIED SOIL CLASSIFICATION OF SP,
SM OR SC. FILL MATERIAL SHALL THEN BE PLACED IN LAYERS NOT TO
EXCEED 8" AND COMPACTED TO AT LEAST 95% OF THE STANDARD PROCTOR
MAXIMUM DRY DENSITY (ASTM D-698), WITH THE UPPER 12 INCHES OF
SUBGRADE BEING COMPACTED TO 98% OF THE STANDARD PROCTOR MAXIMUM
DRY DENSITY. IN AREAS WHERE NO STRUCTURAL FILL IS TO BE PLACED
THE UPPER 12 INCHES OF IN -PLACE SUBGRADE SHOULD BE COMPACTED TO
AT LEAST 98% OF THE STANDARD PROCTOR MAXIMUM DRY DENSITY. IF THE
MATERIAL IS TOT) DRY TO COMPACT TO THE REQUIRED DENSITY EACH LAYER
SHALL BE WETTED IN ACCORDANCE WITH COMPACTION REQUIREMENTS. IF
THE MATERIAL IS TOO WET TO SECURE PROPER COMPACTION, IT SHALL BE
HARROWED REPEATEDLY OR OTHERWISE AERATED WITH SUITABLE EQUIPMENT
UNTIL OPTIMUM MOISTURE CONTENT IS OBTAINED. FILL SHALL BE PLACED
IN SUCH A MANNER THAT THE SURFACE WILL DRAIN READILY AT ALL
TIMES.
9. LAYOUT: THE CONTRACTOR SHALL PROVIDE ALL LAYOUT REQUIRED TO
CONSTRUCT HIS WORK. COORDINATE ALL LAYOUT WITH THE NEW HANOVER
PARKS DEPARTMENT IN REGARD WITH TREES TO BE SAVED.
10. THE CONTRACTOR IS RESPONSIBLE FOR THE LOCATION AND PROTECTION OF
EXISTING UTILITIES DURING CONSTRUCTION.
11. EXISTING BOUNDARY AND TOPOGRAPHIC INFORMATION FROM SURVEY BY
NORRIS-WARD & ASSOCIATES AND PROVIDED BY OWNER.
12. THE CONTRACTOR SHALL VERIFY DIMENSIONS AT JOBSITE.
13, THE CONTRACTOR IS RESPONSIBLE FOR THE COORDINATION OF RELOCATION
OR DISCONNECTION OF ALL EXISTING UTILITIES WITH APPLICABLE
AGENCIES AND AUTHORITIES.
14. ALL BASE MATERIALS AND WORKMANSHIP TO CONFORM TO NCDOT STANDARDS
15. ALL AREAS SHALL BE GRADED FOR POSITIVE DRAINAGE.
16. CONTRACTOR SHALL NOTE THAT EARTHWORK QUANTITIES ARE HIS
RESPONSIBILITY. PLANS DO NOT REPRESENT A BALANCED EARTHWORK
CONDITION.
17. REINF_ CONC. PIPE SHALL BE CLASS III W/RUBBER GASKETED JOINT OR
"RAM NECK'. INSTALL PER MANUFACTURER'S REQUIREMENTS.
18, ALL DISTURBED AREAS SHALL BE GRASSED WITHIN 30 DAYS OF
DISTURBANCE.
19. ALL EROSION SHALL BE CONTROLLED INCLUDING SIDE SLOPES BEFORE THE
PROJECT IS COMPLETED.
20. MORE STRINGENT MEASURES SHALL BE USED TO HALT EROSION IF THOSE
SHOWN ON THIS PLAN ARE NOT EFFECTIVE.
21. INSTALL EROSION CONTROL MEASURES BEFORE BEGINNING CONSTRUCTION OR
AS SOON THEREAFTER AS POSSIBLE.
22. MAINTAIN ALL MEASURES UNTIL THE PROJECT IS COMPLETE. REMOVE
ACCUMULATED SILT AS NEEDED TO KEEP THEM FUNCTIONING PROPERLY.
23. REMOVE TEMPORARY MEASURES UPON COMPLETION OF PROJECT. ALL
PERMANENT MEASURES WILL BE WELL ESTABLISHED BEFORE PROJECT CLOSE-
OUT.
