Please overlay the drainage area map on the grading plan. The drainage areas as shown appear in conflict with the cantarrrs, curbing etc: shown on the grading plan. Keep in mind if the drainage areas are incorrect and need to be changed, the stormwater appliaution, supplemental forms, plans etc, will need to be corrected and resubmitted. a. The drainage area map, as submitted was incorrect. However, the calculations were based on the correct drainage area map. The basin supplemental information, calculations and application represent the correct information as submitted. A revised plan sheet, DA1 has been included with this submittal. 2. Please call out spot elevations at the proposed curb cuts on the grading plan. a. Spot elevations have been added to the plan sheet SW1 and a revised copy has been included 3. Infilhation basins require an offline bypass, please provide. a. Both infiltration basins meet the requirements of 16.3.9 in the BMP manual and as such an offline bypass is not required. The runoff calculations demonstrate that each basin will infiltrate the 10 vear, 24 hour storm using'/z of the reported infiltration rate without discharging. A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: Please overlay the drainage area map on the grading plan. The drainage areas as shown appear in conflict with the contours, curbing, etc. shown on the grading plan. Keep in mind if the drainage areas are -incorrect and need to be changed, the stormwater application, supplemental forms, plans etc. will need to be corrected and rebsumitted. 2. Please call out spot elevations at the proposed curb cuts on the grading plan. 3. Infiltration basins require an oftline bypass, please provide. Please note that this request for additional information is in response to a preliminary review. The requested information should be received in this Office prior to April 13, 2012, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. If you need additional time to submit the information, please mail, email or fax your request for a time extension to the Division at the address and fax number at the bottom of this letter. Please note that a second significant request for additional information may result in the return of the project. If that occurs, you will need to reschedule the project through the Express coordinator for the next available review date, and resubmit all of the required items, including the application fee. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A. February 2012 Habitat for Humanity is a new not -for -profit business and will be located on Beach Drive SW in Ocean Isle Beach, North Carolina, approximately 4000 feet from the intersection of NC 179 and NC 904 in Ocean Isle Beach. The Tax ID number for the property is 2430001302. The total project area is 1.71 acres, and is currently undeveloped land. The total limits of disturbance for this project will be 1.73 acres. The "stormwater project boundary" is 1.73 acres. The property relatively flat and slopes slightly to the northwest. Portions of the construction area will utilize silt fence as the primary erosion control device. This mill be sufficient in these areas due to the small area and slopes. A portion of the construction area will utilize a temporary diversion directed to the proposed infiltration basin #1. This area will present the greatest potential for sediment transport and as such N-,U use a more aggressive sediment control device. The stormwater infiltration basin will function as a temporary sediment trap during construction and then be converted to a stormwater infiltration basin as designed on the stormwater plans. The basin will be cleaned out to design depths and slopes once it is no longer required as a temporary sediment trap. A temporary construction entrance will be installed at the entrance to the site to prevent sediment transport during construction. To prevent sediment from entering the stormwater collection system during construction, temporary check dams will be used at the curb cuts of the parking area. These measures shall be inspected regularly, and the accumulated sediment removed to prevent the conveyance of sediment to any off -site areas. The primary permanent erosion control measures that will remain after all disturbed areas have been stabilized and the temporary measures are removed will be permanent grassing. A seeding schedule along with a construction sequence, project description and erosion control notes will be included on the plans. STORMWATER MANAGEMENT NARRATIVE The proposed development will include a new resale store building and associated parking. The proposed impervious area of the building area is 12,000 square feet. The parking, storage area and sidewalks will add 22,172 square feet of associated impervious area for a total proposed impervious area of 34,172 square feet. The proposed project is located within the Lumber River Basin. The proposed project drains to the,Jinnys Branch which is classified C; SW. Stormwater runoff will be allowed to sheet flow to curb cuts and then to the two dry infiltration basins. Both basins have been designed to drawdown the 10 year/24 hour storm using 1/2 of the reported infiltration rate to preclude the requirement for an outlet or filter strip. Both basins drawdown the storm volume in less than 2 days. The seasonal high water table was observed to be at 35.50 FIISL. Box 2469 Sltiaillotte, North Carolina 28459 Reference: Report of Infiltration Testing Habitat fdr Humanity Project Ocean Isle, Brunswick County, North Carolina ECS Project No. 22.17115 Dear Mr. Russell: ECS Carolinas, LLP (ECS) recently conducted infiltration testing for the proposed stormwater best management practice (BMP) areas at the Habitat for Humanity Project site in Ocean Isle, Brunswick County,.North Carolina. This letter, with attachments, is the report of our testing. Field Testing On October 5, 2011, ECS met with Mr. Allen Lewis with East Coast Engineering, PC and Mr. Vincent Lewis with NCDENR in order to conduct .an exploration of the subsurface sail and groundwater conditions at five requested locations shown on the attached Test Location Plan (Figure 1). The locations were surveyed prior to ECS's visit. The purpose of this exploration was to obtain subsurface information of the in - place soils for the proposed. stormwater BMP areas. ECS explored the subsurface soil and groundwater conditions by advancing one hand auger boring Into, the existing ground surface at the requested boring locations. ECS visually classified the subsurface soils and obtained representative samples .of each soil type encountered. ECS also recorded the groundwaterlevel and the seasonal high water table (SHWT) observed at the time of the hand auger borings. The attached Infiltration Testing Form provides a summary of the. subsurface conditions encountered at the hand auger boring locations. The groundwater level and the SHWT were estimated at the boring locations below the existing grade elevation. Infiltration tests are typically conducted at two feet above the SHWT.
