This office has received a soil erosion and sediment control plan for the protect listed above which
was submitted as required by the North Carolina Sedimentation Pollution Control Act (G S 113A-57 (4)) The
Act requires that all persons disturbing an area of one or more acres of land must obtain approval of a soil
erosion control plan prior to the commencement of the land -disturbing activity (G S 113A-54(d) (4))
The review period for an express review is three days of receipt of a complete plan If additional
information is requested, it must be submitted within five working days of receipt
Commencement or continuation of a land -disturbing activity under the }unsdiction of this Act prior to
the approval of an erosion and sediment control plan is a violation of the Act
We have performed a preliminary review of your submitted plan and have determined that additional
information will be necessary before a final review can be completed Enclosed is a checklist of items that
must be submitted before we can complete the review, process Failure to provide the additional information
may result in disapproval of your plan
The approval of an erosion and sediment control plan is conditioned on the applicant's compliance
with Federal and State water quality laws, regulations and rules

In accordance with S&ME Proposal 236-06 dated June 26, 2006, S&ME personnel have recently conducted
double -ring infiltrometer testing of the surficial soils at the subject site at the approximate locations shown
m Figure 1 Specifically, our representatives performed the following work items
Conducted 3 double -ring trifiltrometer tests at a depth of approximately 12 inches
below the existing ground surface This testing was conducted in general accordance
with American Society for Testing and Materials (ASTM) procedure D-3385
entitled, "Infiltration Rate of Soils in Field Using Double -Ring Infiltrometer"
Coordinated site clearing activities This included meeting with cleaning contractors,
and marking test locations and pathways to be cleared
Hand auger borings were not advanced, as you had met with DWQ personnel to determine seasonal high
water table depths prior to our involvement in the project
The average infiltration rate at the test locations ranged from 20 4 to 40 4 inches per hour A summary of
the field test results is presented in Table I

must be marked and flagged If these areas are not flagged, the Soils Scientist reserves the right to
decline to do the investigation If the proposed infiltration system will be located in an area of existing
pavement and there is no open area nearby, equipment capable of breaking through the impervious
layer must be provided The soils investigation does not take the place of a soils report prepared by
an appropriate professional The Soils Scientist will only verify the soil conditions that are reported in
the Soils Report, and make a determination as to the suitability of the site to meet the infiltration
design requirements under NCAC 2H 1000, and assumes no liability should the system fail
