Dear Ms Lewis
Following are our responses to the comments in the August 29, 2006, letter from the NC Division of
Water Quality regarding the stormwater permit application for the Administration Building for the
Southeast Brunswick Sanitary District
Comment
1 Please report the areas and volumes provided in the pond on the supplement form, not the
minimums required The supplement form indicates that the surface area of the pond is 4,892
ft2, however the calculations indicate that 6,697 ft2 has been provided In direct conflict with
this, the calculations use 4,909 ft2 as the surface area provided at the permanent pool to
calculate the provided storage volume in the pond The provided surface area of the pond to
report on the supplement and to use in the volume calculation, includes the surface area of the
forebay at the specified permanent pool elevation Likewise, the permanent pool and
temporary pool storage volumes provided in the pond include the forebay
Response Page 1 of the Wet Detention Basin Supplement has been updated to show
4,909 ft2as the provided Permanent Pool Surface Area Page 1 of the Stormwater
Pond Calculations has been updated to show 4,909 Was the provided Permanent
Pool Surface Area This is consistent with the surface area at the permanent pool,
including both the main pond and the forebay, used to calculate the provided
storage volume in the pond

2 Please specify the type of wetland species to be planted on the 6 1 shelf Redtop grass is not a
wetland species Please refer to Table 2 2 in Chapter 2 of the current BMP Manual for a list of
suitable wetlands species
Response Sheet C9 (Site Details) has been updated to specify lizard's Tail (Saururus
Cernuus) along the littoral shelf rather than Redtop Grass
Comment
3 Please dimension each line and arc of the permanent pool contour Overall dimensions are
helpful, but not sufficient
Response Sheet C2 (Site layout) has been updated with the required dimensions
Comment
4 Please split out the future BUA as a lump sum in Section III 6 of the application You can mark
out the words "Off site" in the last box and replace it with "Future," and report the future
amount in the appropriate box
Response As requested, Page 2 of 4 of the Stormwater Management Permit Application has
been updated to split out the future BUA

Per our meeting on August 16, 2006, and based on comments received from DWQ staff
in Raleigh and Washington, the open -top SBR's, holding basins, equalization basins,
and sludge digestion basins will NOT be considered as impervious These areas are
likened to a swimming pool, which the Division also does not count as BUA

GENERAL
The Southeast Brunswick Sanitary District (SEBSD) has been renting office space from
Brunswick Electric Membership (BEMC) for several years BEMC is expanding operations
and they are in need of the office space Rather than continuing to lease office space,
SEBSD plans to construct a new Administration Building
The site is located on Committee Drive off of Executive Park Boulevard in Southport, NC
The site is moderately flat and currently drains by means of sheet flow over existing ground
surface to Beaverdam Creek Proposed drainage is through a storm drainage system that
outlets to a wet detention basin before out falling to Beaverdam Creek
PROPOSED IMPROVEMENTS
The wet detention basin is sized to treat stormwater for the future build -out of the site The
future build -out includes the construction of the following facilities 16,500 SF of building,
38,200 SF of parking, 1,300 SF of sidewalk, and 1,000 SF of other impervious surfaces
(dumpster pad and generator pad)
Currently, SEBSD plans to construct only a portion of the facilities including the following
3,600 SF of building, 1,145 SF of sidewalk, 25,500 SF of parking, and 1,000 SF of other
impervious surfaces (dumpster pad and generator pad) The total disturbed area required to
make the current installations is approximately 3 0 acres
DRAINAGE CONSIDERATIONS
The proposed site is being treated as a high -density site Runoff from the majority of the
proposed impervious surfaces will be directed through a storm drainage system to a
proposed wet detention basin The wet detention basin is designed to remove 90% of the
total suspended solids from the first one inch of rainfall before out falling into Beaverdam
Creek
The portion of proposed impervious surfaces not being directed to the wet detention basin
is the driveway connection from the roadway to the proposed site This impervious surface
will be treated by means of a vegetated roadside ditch before out falling to Beaverdam
Creek
