Lake Park Blvd.) in New Hanover County. The proposed project consists of 28 condominium units and amenities. The existing site was an asphalt parking lot used for overflow beach traffic and a multi -family residence. PROPOSED IMPROVEMENTS Proposed improvements will involve the construction of 28 condominium units including parking and utilities that drain to a proposed wet detention basin. This basin will improve water quality for post development runoff as well as ensure that our post -development flow (7.53 cfs) is less than our pre -development flow (7.67 cfs) for the 10-year event. There are no wetlands on this property. DRAINAGE CONSIDERATIONS Runoff will be -conveyed to the wet detention system by means of curb inlets and a conduit system that runs along the proposed parking and driveways. The pipes were sized for a 10- -year storm event and the hydraulic gradient was maintained inside the pipe system during that event. The wet detention system was designed to store and release the first inch of rainfall (3,5621cfs) over a period of 4.0 days. The detention system was also designed to store runoff from the 10-year, 24-hour event and hold discharge rates below those for the pre -development site. The grades shown on the plans are final. grade elevations. The plan currently proposed shows that the imperviousness of the drainage area being conveyed to the pond will be approximately 88.8%. During construction, silt fence, sediment trap (proposed pond), and construction entrance will be placed in critical areas as directed by the Drainage Plan. All design criteria is based on the Town of Carolina Beach stormwater standards. Drainage areas were delineated for determining the correct culvert size for each drainage segment, and are shown on the drainage area map. Klimek, P.E. Director Division of Water Quality The Wilmington Regional Office received a Stormwater Management Permit Application for Lakeview Planned Unit Development on May 23, 2005. A preliminary review of that information has determined that the application is not complete.. The following information is needed to continue the stormwater review- 1 . Please show roof drain detail or include a statement on the plans that all roof drains are to be directed to the permitted stormwater system. 2. Please locate the stormwater pond in a dedicated easement. 3. Please reconfigure pond to meet the 3:1 length: width ratio or add baffles to increase flow length. 4. Please show forebay elevations in pond section. 5. There is concern about scour on forebay slope opposite the inlet pipe. Please address this issue (provide energy dissipater, redirect pipe etc...) Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to June 1, 2005, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. STORMWATER MANAGEMENT CALCULATIONS LAKEVIEW PLANNED UNIT DEVELOPMENT CAROLINA BEACH NEW HANOVER COUNTY, NORTH CAROLINA Prepared By W. K. Dickson & Co., Inc. 909 Market Street Wilmington, North Carolina 28401 May 2005 WKD Project Number 50066.00.WL I- Stormwater Narrative Lakeview Planned Unit Development WKD#: 50066.00.WL May 10, 2005 GENERAL Lakeview Planned Unit Development is located in the Town of Carolina Beach along US Highway 421 (S. DRAINAGE CONSIDERATIONS Runoff will be conveyed to the wet detention system by means of curb inlets and a conduit system that runs along the proposed parking and driveways. The pipes were sized for a 10- year storm event and the hydraulic gradient was maintained inside the pipe system during that event. The wet detention system was designed to store and release the first inch of rainfall (3,562 cfs) over a period of 4.0 days. The detention system was also designed to store runoff from the 10-year, 24-hour event and hold discharge rates below those for the pre -development site. The grades shown on the plans are final grade elevations. The temporary pool controls runoff from the design storm event. The temporary pool draws down in 2 to 5 days. If required, a 30-foot vegetative filter is provided at the outlet (include non -erosive flow calculations) The basin length to width ratio is greater than 3.1. g. The basin side slopes above the permanent pool are no steeper than 3:1. h. A submerged and vegetated perimeter shelf with a slope of 6:1 or less (show detail). Vegetative cover above the permanent pool elevation is specified. A trash rack or similar device is provided for both the overflow and orifice. k. A recorded drainage easement is provided for each basin including access to nearest right- of-way. 1. If the basin is used for sediment and erosion control during construction, clean out of the basin is specified prior to use as a wet detention basin. in. A mechanism is specified which will drain the basin for maintenance or an emergency. III. WET DETENTION BASIN OPERATION AND MAINTENANCE AGREEMENT The wet detention basin system is defined as the wet detention basin, pretreatment including forebays and the vegetated filter if one is provided. This system (check one) 0 does /do' s not incorporate a vegetated filter at the outlet. This system (check one) 0 does does not incorporate pretreatment other than a forebay. Inspect the wet detention basin system for sediment accumulation, erosion, trash accumulation, vegetated cover, and general condition. b. Check and clear the orifice of any obstructions such that drawdown of the temporary pool occurs within 2 to 5 days as designed. 2. Repair eroded areas immediately, re -seed as necessary to maintain good vegetative cover, mow vegetative cover to maintain a maximum height of six inches, and remove trash as needed. 3. Inspect and repair the collection system (i.e. catch basins, piping, swales, riprap, etc.) quarterly to maintain proper functioning. 4. Remove accumulated sediment from the wet detention basin system semi-annually or when depth is reduced to 75% of the original design depth (see diagram below). Removed sediment shall be disposed of in an appropriate manner and shall be handled in a manner that will not adversely impact water quality (i.e. stockpiling near a wet detention basin or stream, etc.). The measuring device used to determine the sediment elevation shall be such that it will give an accurate depth reading and not readily penetrate into accumulated sediments. When the permanent pool depth reads 3.25 feet in the main pond, the sediment shall be removed. When the permanent pool depth reads Z. ZS feet in the forebay, the sediment shall be removed.
