Dear Phil
The Division of Water Quality received a stormwater management permit application for
White Oak Apartments on December 3, 2003 The application is not complete at this
time Please submit the following items by March 16, 2004, to continue the review
1 The soils report only provides the current groundwater elevation at the time the
investigation was conducted This does not equate to the Seasonal High Water
Table, which the soils report prepared by S& ME indicates could be higher or
lower Please provide an accurate estimate of the SHWT elevation
2 The requirement for a vegetated filter is waived since the system provides
storage for over 3 times the minimum design storm volume of 10,449 cubic feet
Therefore, you need not initial item (n) on the supplement
3 Please show the proposed flow distribution system in the infiltration basin, as
indicated has been provided in item (o) of the supplement
4 Since Mr Mason has signed all the paperwork as "Jonathan L Mason", I have
revised the application to show his full name
5 Please dimension the building, parking, walks and access road
6 Please show the volume calculation The calculations indicate the volume is
determined by "LxWxD", but I think is for a trench system Please show all
calculations to support your conclusion that 36,036 cubic feet has been provided

As requested, S&MB personnel have recently conducted double-rmg mfiltrommer testing of the
surf cial sorts at the subject site at the approxmime locations shown m Figure I Specifically, our
representatives performed the following work items on December 3, 2003
1 Advanced one hand-augered boring near the infiitrometer test
location in order to visually classify the in -place soils
Conducted double -ring mfiltrometer testing at a depth of 12
inches below the existing ground swface Tius testing was
conducted in general accordance with American Society for
Testing and Materials (ASTM) procedure D-3385 entitled,
"Infiltration Rate of Soils in Field Using Double-Rsng
lnfzltrometer"
Based on our field classifications of the excavated soils as discussed in our November 19, 2003
letter, the in -place soils generally consisted of approximately 32 inches of silty sand with some
organics This upper soil layer was underlain by about 14 inches of silty sands or clayey sands
Slightly silty sands were then noted at a depot of approximately 46 inches and extended to the
completed boring depth of 52 inches below the adstimg ground surface Water was encountered in
the borehole on December 3, 2003, at a depth of 51 inches below the exrst,ng gro e
site water level will fluctuate %
