On February 5, 2013, the Washington Regional Office received a Plan Revision request for Stormwater
Management Permit Number S W7121108.
The plan revision request is for the following:
• To include an additional tract of land purchased by the owner in order to move the ditch off of the
back of the building..
Based on the current Division of Water Quality Guidance on this issue your plan revision request is hereby
approved. Please add approved sheets C-1 and C-2, and replace sheet C-3 (attached) to the previously approved
plan set, approved on December 14, 2012.
Please be aware that all terms and conditions of the permit issued on December 14, 2012 remain in fiill
force and effect. Please also understand that the approval of this revision to the approved plans for the subject
State Stormwater Permit is done on a case -by -case basis. Any other changes to this project must be submitted
to and approved through the Division of Water Quality prior to construction. The issuance of this plan revision
does not preclude the permittee from complying with all other applicable statutes, rules, regulations or
ordinances which may have jurisdiction over the proposed activity, and obtaining a permit or approval prior to
construction.

As requested by Mr. Steve Janowski, representing JS Janowski Engineering, PA, a
representative of Terracon Consultants, Inc. was on site Thursday, November 8, 2012, to
determine the depth to the seasonal high water table and to visually classify the near surface
soils. The location explored is indicated on the attached drawing. Please note that the location
indicated is not to scale.
At the location explored, we encountered sandy clay, silty sand and clayey sand fill to a depth of
approximately 3.0 feet. The soil was heavily mottled and varied in color from yellowish brown
(10YR-5-8), to brown (10YR-5-3), to grayish brown (10YR-5-2), to light grayish brown (10YR-6-
2). Soil texture grades from a grayish brown (10YR-5-2) and light grayish brown (10YR-6-2)
clayey silty sand at 3.0 feet, to a mottled light brownish gray (10YR-6-2) sandy clay at 4.5 feet,
to a mottled gray (10YR-6-1) silty clay at 5.0 feet.
The depth to the seasonal high water table (SHWT) is somewhat complicated as some of the
soil color(s) found in the fill are also used as indicators of a SHWT. In our opinion, the depth to
the SHWT is approximately 3.0 to 4.0 feet as the soil color is predominantly chroma value 2 or
less at and below this depth.
The hand auger boring advanced on the above date was left open for future observation, if
desired.
