GENERAL NOTES:
1. THIS SITE SHALL BE SERVED BY PUBLIC SEWER AND WATER SYSTEMS OF THE CITY OF WASHINGTON DEPARTMENT OF PUBLIC UTILITIES.
ONLY DEPARTMENT PERSONNEL ARE AUTHORIZED TO OPERATE VALVES ON EXISTING WATER MAIN.
2. ALL COMPONENTS OF THE WATER DISTRIBUTION AND SANITARY SEWER SYSTEM SHALL BE INSTALLED AND TESTED IN ACCORDANCE WITH
THE LATEST EDITION OF THE CITY OF WASHINGTON DEPARTMENT OF PUBLIC WORKS, DIVISION OF WATER DISTRIBUTION, WATER & SEWER
SPECIFICATIONS, TYPICAL STANDARDS, DETAILS AND SECTIONS. THE CONTRACTOR SHALL USE ONLY NEW MATERIALS, PARTS, AND
PRODUCTS ON ALL PROJECTS. ALL MATERIALS SHALL BE STORED SO AS TO ASSURE THE PRESERVATION OF THEIR QUALITY AND FITNESS
FOR THE WORK.
3. NOT ALL UNDERGROUND AND OVERHEAD UTILITIES ARE SHOWN. CONTRACTOR IS RESPONSIBLE FOR PROTECTION OF ANY ENCOUNTERED.
CONTACT "NORTH CAROLINA 811" (AT 811 OR 1-800-632-4949) 48 HOURS PRIOR TO ANY EXCAVATION OR DEMOLITION.
4. CONTRACTOR SHALL BE RESPONSIBLE FOR THE COORDINATION OF CONSTRUCTION EFFORTS WITH APPROPRIATE POWER, APPROPRIATE
CABLE AND THE TELEPHONE COMPANIES AND OTHERS THAT MAY BE REQUIRED.
5. BENCH MARK: IRON PIPE FOUND (NAVD 1988 DATUM ELEV=13.98')
6. THE CONTRACTOR SHALL SATISFY HIMSELF AS TO ALL SITE CONDITIONS PRIOR TO CONSTRUCTION.
7. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ANY CONSTRUCTION STAKEOUT THAT MAY BE REQUIRED FOR THIS CONTRACT.
8. THE CONTRACTOR SHALL DO SUCH OVERLOT GRADING TO PRECLUDE PONDING OF WATER NEXT TO BUILDINGS OR ROADWAY.
9. ANY ERRORS, CONFLICTS OR DISCREPANCIES IN THE PLAN SHALL BE REPORTED TO THE ENGINEER FOR RESOLUTION BEFORE
PROCEEDING WITH WORK.
10. CONTRACTOR SHALL ESTABLISH AND MAINTAIN POSITIVE DRAINAGE AND EROSION CONTROL THROUGHOUT CONSTRUCTION.
11. USE SELECT MATERIALS FOR FILL AND BACKFILL UNDER PAVEMENT, FOOTINGS AND STRUCTURES.
12. ALL FILL AND BACKFILL SHALL BE PLACED IN LIFTS NOT TO EXCEED 8" IN THICKNESS AND COMPACTED TO 95% OF MAXIMUM DENSITY AS
PER ASTM D-698.
13. ANY UNSUITABLE MATERIAL ENCOUNTERED SHALL BE EXCAVATED AND THE AREAS BACKFILLED WITH APPROVED SUITABLE MATERIAL. THE
CONTRACTOR SHALL NOTIFY THE OWNER UPON DISCOVERY OF THE UNSUITABLE MATERIALS. CONCURRENCE OF THE OWNER SHALL BE
OBTAINED BEFORE PROCEEDING.
14. ALL PROPOSED UTILITIES SHALL BE PLACED UNDERGROUND.
15. ALL PARKING SPACES ARE TO BE PROVIDED WITH 4-INCH WHITE PAINTED STRIPING.

UNIFORM TRAFFIC CONTROL DEVICES (MUTCD) AND THE NORTH CAROLINA DEPARTMENT OF TRANSPORTATION STANDARDS.
19. THE CONTRACTOR IS RESPONSIBLE FOR ALL COSTS RELATED TO TEMPORARY AND PERMANENT TRAFFIC CONTROL (PAVEMENT MARKINGS,
SIGNAGE, SIGNALIZATION, TRAFFIC BARRIERS, FLAGGERS, ETC.).
20. THE CONTRACTOR SHALL BE RESPONSIBLE FOR PREVENTING DUST, DIRT, DEBRIS AND MUD FROM ENTERING ALL ROADWAYS. IF GUST,
DIRT, DEBRIS AND/OR MUD HAPPEN TO OVERRIDE PREVENTION MEASURES AND ENTER THE ROADWAY, OR SIDEWALK, THE CONTRACTOR
SHALL BE REQUIRED TO CLEAN THE ROADWAY OR SIDEWALK AS SOON AS POSSIBLE, AT HIS/HER EXPENSE. THE CONTRACTOR SHALL BE
RESPONSIBLE FOR THE ELIMINATION OF DUST IN THE AIR BY REQUIRED WATERING OF THE GROUND AS NEEDED.
21. THE CONTRACTOR SHALL BE RESPONSIBLE FOR KEEPING SILT AND DEBRIS OUT OF THE STORM DRAINAGE SYSTEM DURING
CONSTRUCTION AND SHALL CLEAN THE SYSTEM THOROUGHLY, AT THE CONTRACTOR'S EXPENSE, PRIOR TO FINAL ACCEPTANCE BY THE
CITY.
22, IT SHALL BE DISTINCTLY UNDERSTOOD THAT FAILURE TO MENTION SPECIFICALLY ANY WORK WHICH WOULD NORMALLY BE REQUIRED TO
COMPLETE THE PROJECT SHALL NOT RELIEVE THE CONTRACTOR OF HIS RESPONSIBILITY TO PERFORM SUCH WORK.
23. THE CONTRACTOR SHALL NOTE THAT IN CASE OF DISCREPANCY BETWEEN THE SCALED AND FIGURED DIMENSIONS SHOWN ON THESE
DRAWINGS, THE FIGURED DIMENSIONS SHALL GOVERN.
24. SEDIMENT CONTROL MEASURES SHALL BE CONSTRUCTED AS SHOWN ON THESE PLANS AND LEFT IN PLACE UNTIL SUCH TIME AS THE
CONTRIBUTING AREAS ARE STABILIZED AND REMOVED ONLY AFTER THE APPROVAL OF THE SEDIMENT CONTROL INSPECTOR.

STORMWATER WETLAND MAINTENANCE TASKS AND FREQUENCIES
• MONITOR SEDIMENT DEPTH IN FOREBAY AND DEEP POOLS ON A YEARLY BASIS.
• REMOVE SEDIMENT FROM FOREBAY AND DEEP POOLS EVERY 3 TO 5 YEARS OR WHEN 12 INCHES OR
MORE HAVE ACCUMULATED.
• MAINTAINING FREE -FLOWING DRAWDOWN ORIFICE/PIPE. PERFORM INSPECTION ON A MONTHLY BASIS AND

PERFORM NECESSARY REPAIRS, FILLING OR RESEEDING AS APPROPRIATE. REMOVE WOODY VEGETATION
FROM TOP AND SIDES OF THE EMBANKMENTS.
• EMBANKMENTS SHOULD CONSIST OF MOWED GRASS. PERFORM MAINTENANCE MOWING OF GRASSED
AREAS AT LEAST MONTHLY DURING THE GROWING SEASON.
• REMOVE INVASIVE SPECIES (PARTICULARLY CATTAILS). IN YEARS 1 AND 2, TWICE A YEAR (SPRING AND
FALL). FROM YEAR 2 ONWARD, ONCE A YEAR (SPRING).
• RODENT PRESENCE INSPECTION SHOULD OCCUR EVERY TIME THE WETLAND IS VISITED OR AT LEAST
ONCE PER MONTH. INSPECT FOR HOLES AND NESTS AND REMOVE IF PRESENT.
• PERFORM SEMI-ANNUAL STRUCTURAL INSPECTION OF THE CONCRETE SPILLWAY AND EMBANKMENT. IF
DAMAGE IS EVIDENT, FURTHER INVESTIGATION BY A PROFESSIONAL ENGINEER MAY BE REQUIRED TO
ASSESS THE CONTINUED INTEGRITY OF THE STRUCTURE.
• RE-ESTABLISH MARSH VEGETATION WITHIN THE WETLAND BASINS IF NECESSARY AFTER SEMI-ANNUAL
INSPECTIONS, AND IMMEDIATELY AFTER SEDIMENT CLEANOUT OPERATIONS.
• THE LANDOWNER OR DESIGNATED REPRESENTATIVE SHALL KEEP REASONABLE, ACCURATE WRITTEN
RECORDS OF INSPECTIONS PERFORMED. RECORDS SHALL DOCUMENT ROUTINE MAINTENANCE AND/OR
REPAIRS PERFORMED. COPIES SHALL BE PROVIDED TO THE CITY UPON REQUEST.
NOTES FOR AQUATIC PLANTING AREAS:
1. ALL SPECIFICATIONS FOR AQUATIC PLANTING SHALL BE INSTALLED AS SPECIFIED
IN CHAPTER 9 OF THE NCDENR STORMWATER BMP MANUAL.
2. ALL PLANT MATERIAL SHALL BE OBTAINED FROM LOCAL AQUATIC PLANT
NURSERIES. TRANSPLANTED PLANT MATERIAL SHALL BE INSTALLED BETWEEN
APRIL & MID-JUNE. DORMANT PLANT MATERIAL MAY BE PLANTED IN FALL OR
WINTER.
3. THE AQUATIC PLANTING ZONES SHALL BE PLANTED WITH AT LEAST 10
DIFFERENT SPECIES OF PLANTS OF WHICH AT LEAST 5 ARE EMERGENT SPECIES,
WITH NO MORE THAN 30% OF A SINGLE SPECIE. A MINIMUM OF 5 SPECIES
SHALL BE PLANTED IN EACH OF THE AQUATIC ZONES (SHALLOW WATER AND
SHALLOW LAND).
4. IF THE SOIL IN THE AQUATIC PLANTING ZONES IS COMPACTED, THE UPPER 6"
OF SOIL SHALL BE DISKED BEFORE PLANT INSTALLATION. ANY SOIL THAT IS
IMPORTED FOR THE AQUATIC PLANTING ZONES SHALL BE A MINIMUM 4" DEEP.
5. PLANT INSTALLATION MAY BE DONE IN DRY OR FLOODED CONDITIONS. IF
INSTALLATION IS DONE IN DRY CONDITIONS, THE AQUATIC PLANTING ZONES
SHALL BE FLOODED TO THE DESIGNED LEVELS IMMEDIATELY FOLLOWING PLANT
INSTALLATION.
6. ALL ROOTS OF THE PLANT MATERIAL SHALL BE KEPT MOIST UNTIL INSTALLED
AND THE AQUATIC ZONES HAVE BEEN PROPERLY FLOODED.
7. THE AQUATIC PLANTS SHALL BE ASSESSED FOR HEALTH AND AREA COVERAGE
EACH SPRING AFTER EMERGING FOR THE SECOND GROWING SEASON AFTER
INITIAL INSTALLATION. AREAS THAT ARE MORE THAN 30% DEFICIENT SHOULD
BE SUPPLEMENTED WITH ADDITIONAL PLANT MATERIAL.
